N62473-21-R-0001 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR
ARCHITECT-ENGINEER SERVICES FOR GEOTECHNICAL ENGINEERING SERVICES AT
VARIOUS GOVERNMENT INSTALLTIONS PRIMARILY IN THE NAVFAC-SOUTHWEST
(SW) AREA OF RESPONSIBILITY (AOR) IN CALIFORNIA, ARIZONA, NEVADA,
COLORADO, NEW MEXICO AND UTAH
Request for Information (RFI) received:
Date: 08/30/2021
RFI#1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Government response RFI#1: This is a new Requirement. Previously similar work was performed by:
Contractor: Del Mar Environmental & Construction Services
Contract N62473-17-D-4623
RFI#2: I am looking to confirm if there is an incumbent, or if this is a new requirement? If there is an incumbent, can you please provide the contractor name and contract number? Any help is greatly appreciated.
Government response RFI #2: Please see answer to question #1.
RFI#3: Per the requirements on this solicitation, could we use an experienced sub to fulfill requirements for the Criterion 1 – Professional Qualifications
Government Response RFI #3: Firms will be allowed to use an experienced subcontractor to fulfill requirements, as long as the proposed Firms complies with the RFP requiement stated on page 3 of the synopsis “the Prime A-E must demonstrate adequate in-house staffing capable to self-perform at least
50 percent of the cost of the contract as required by FAR Clause 52.219014 (b)(1) Limitation on
Subcontracting”.
RFI #4: Please confirm that completion of specific components of work under an ID/IQ contract (i.e., 100% complete study/investigation/report), but not the entire contract is not complete, the completed components are considered acceptable for evaluation as a completed project? In other words, if additional work is awarded under the same open contract, may contractors submit the completed portions for evaluation?
Government Response #4: For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. See definition of complete project as stated in the Synopsis.
RFI #5: Likewise, please confirm that if the initial scope of a task order is complete, but additional work was awarded under a modification to the same task order, that the initial scope is considered 100% complete and the work is acceptable for evaluation as a completed project.
Government Response #5: Confirmed, the initial scope will be considered 100% complete. Offerors shall describe any additional work added through a modification.
RFI #6: Given that the incumbent contractor team has held the contract for the last five years and therefore will have more recent and relevant experience with NAVFAC SW, please confirm that relevant services performed in the NAVFAC SW AOR for a different contract or client will be given the same consideration as work performed for NAVFAC Southwest.
Government Response I#6: All proposals will be evaluated fairly in accordance with the evaluation criteria set forth in the Synopsis.
RFI#7: Will the Government consider extending the due date for this procurement by 2 weeks to
September 16, 2021?
Government Response #7: Date and time of proposals remain unchanged.
