This contract shall support the sustainment, operations, and maintenance of the FRCS System, which includes 450 connected buildings via Direct Digital Controls (DDC). The AMI component shall track the efficiency and resiliency of the automated meter infrastructure to ensure system is communicating hourly metered utility data to servers located at building 2291 FRCS NOC. The EMCS component shall monitor energy consumption and control base utilities from the central Unity Control location in building 2291. Work shall include reprogramming DDC Controls, reprogram existing DDC Systems that database is currently unavailable, provide commissioning report at completion of functional testing, and Identifying defective DDC end-points and controllers. AMI system maintenance shall include radios, collectors, and smart meters (water, natural gas and electric). Monitor metered data in collaboration with Base Energy Office and troubleshoot and identify meter issues in the field (approximately 3,000 meters) as part of the AMI system. Monitor and maintain SCADA system connected to three large substations; MS1, MS2, MS3 (Haybarn, Basilone, and Las Pulgas), as well as potable water and wastewater distribution systems. Maintenance for these systems include controls, communication, programming, and software and servers that support FRCS. List of AMI meters, FRCS connected buildings along with their components, AMI infrastructure. Estimated outcomes include an annualized 15 percent energy cost savings and a 20 percent reduction in corrective maintenance.

The ESI is the FRCS server environment including Servers and Virtual Machines (VMs) along with other standard components able to support the system functionality. The ESI supports the Network Operations Center: Out of Band Management and Security Operations Center (SOC), EMCS sub-system, AMI sub-system that includes IT and hardware to support: Energy Management Control Systems (EMCS) and Advanced Metering Infrastructure (AMI) in order to monitor and control base utilities from a cyber- compliant central point of management. Cybersecurity Network Operations will allow for vetted security controls, which includes Security Impact Analyses, Vulnerability test, Scans of any associated changes, and reporting the instantaneous security state of the FRCS system. Contractor shall renew and acquire all application Licensing for all hardware and software network components to be configured and maintained at the FRCS NOC/SOC level.
TECHNICAL SUPPORT - ADN, FIBERNETWORK, ATO COMPLIANCE
