OVERVIEW & REQUIREMENT
United States Pacific Fleet LCDR Rob Paul
7 . Procurement Sensitive - For Official Use Only
Overview
• The Department of the Navy (DON) desires to retain the capability for its ships to receive dual commodity fuel via the Marine Terminal at Pier 12
• DON is open to considering options other than a long-term ground lease that retain this capability and meet maintenance and management objectives for the available property and facilities that are of commercial interest
• This Industry Forum and corresponding Request for Interest (RFI) seek to ascertain feasibility and industry interest in some or all of the following facilities for renovation, redevelopment, or other utilization:
– 311 acres of fuel depot (Main Terminal)
– 8.3 acres of Marine Terminal (including Pier 12)
– 45 miles of pipeline at Defense Fuel Support Point (DFSP) San Pedro
8 . Procurement Sensitive - For Official Use Only
DON Operational Requirement
DON usage of Pier 12
Normal:
• Maximum of 6 DON customer ships per quarter refueling at Pier 12 during normal operations
─ F-76 and JP-5 fuel types, purchased according to standard DoD procedures ─ No priority in access, DON will coordinate in advance with lessee for specific times and fueling quantities
Contingency:
• During contingency operations DON customer ships will be given priority scheduling
─ An event, series of events, or line of effort that adversely impacts DON strategic sourcing of fuel in the Pacific region

ENV – Land Use Constraints
• Four active capitalized fuel restoration sites at Operable Units (OU):
─ Administration Area ─ North Tank Farm ─ South Tank Farm ─ South Control Area
• No remedial activities at OU AST area, Pier 12 or offsite pipelines
• The anticipated result of cleanup action is restriction of development based on land use controls
• Future lessees/operators will be required to allow the Government’s personnel/contractors to continue to have access to these sites for future environmental work
Environmental Cleanup Factors

Probable ENV Land Use Constraint Areas – Capitalized Fuel Restoration Sites
Note: These proposed areas are presented for discussion purposes only.
17 . Procurement Sensitive - For Official Use Only
ENV – Environmental Condition
• Administration Area ─ Previous Remediation Activities - Light Non-Aqueous Phase Liquid
(LNAPL) recovery/groundwater treatment system; Vapor Extraction and Bioventing systems near Buildings 108 &113 (north control area). Limited source removal near truck rack
─ Current Remediation Strategy - focused around Truck Rack Area;
Additional site investigation required underneath pad
─ Access limited/require coordination during investigative field work ─ Horizontal drilling to get underneath the truck rack; maintaining pad integrity for future use
• South Control Area ─ Previous Remediation Activities - LNAPL recovery/Groundwater treatment system; Vapor Extraction and Bioventing systems ─ Current Remediation Strategy - Continued operation of groundwater treatment system; Soil excavation with on-site treatment ─ Access limited/require coordination during field work
Environmental Condition
18 . Procurement Sensitive - For Official Use Only
ENV – Environmental Condition
• North Tank Farm ─ Previous Remediation Strategies - Site investigation ─ Current Remediation Strategy - Add Soil Vapor Extraction/Air Sparging
(SVE/AS) systems around one tank ─ Access limited/ require coordination during field work
• South Tank Farm
─ Previous Remediation Strategies - Extensive site investigation, focused SVE/AS, limited vapor recovery
─ Current Remediation Strategy - Expand SVE/AS systems, add thermal treatments for selected tanks and ex-situ biotreatment for SE corner;
continue groundwater monitoring
─ Access limited/require coordination during field work; some areas around tank remedial systems will be fenced off during construction/operations

Installation Restoration Program Sites
21 . Procurement Sensitive - For Official Use Only
Land Use Constraints
• Four active Installation Restoration Program sites at the property:
–Site 6 (South Ravine Misc. Disposal Area) –Site 31 (South Ravine Construction Disposal Area) –Site 32 (Southeast Ravine Construction Disposal Area) –Site 33 (Tar Areas)
• Currently site investigations are ongoing at all four sites
• The site boundaries for Sites 6, 31, and 32 are well defined. The most likely long term land use scenario is to restrict development of these sites under land use controls
• The nature and extent of contamination and the scope of response actions for Site 33 are unknown at this time
• The DON will require future lessees/operators to allow DON’s personnel/contractors to continue to have access to these sites for environmental work
• There is a LUC in place at Pier 12 requiring that the sediments directly below the pier cannot be disturbed.
