About this file
This document contains responses to questions regarding a request for information (RFI) for architectural and engineering services. The RFI is for mechanical, electrical, and plumbing services at various military installations within the area of responsibility of the Naval Facilities Engineering Command Southwest, but services may be available worldwide. The small business set-aside solicitation number is N62473-19-R-1226. Responses clarify that the due date for responses to the RFI is August 6, 2019 at 2:00 PM Pacific Time. An amendment was issued to allow experience with either new or existing HVAC systems to qualify under the specialized experience criteria. Firms may propose engineers from different offices or locations to complete the work. Only architectural and engineering services are required, not construction. To qualify as a small business, a firm must be registered as such with the Small Business Administration. Past performance questionnaires may be completed by a construction prime contractor for design work completed under a design-build project. Only one past performance evaluation will be considered for each project referenced.

RFI Questions and Responses N62473-19-R-1226 A-E IDIQ FOR Mechanical, Electrical & Plumbing
Question # 1: Could you please confirm the “Response Date” of Aug 06, 2019 at 2:00am
Pacific?
Response # 1: Response is due by August 6, 2019 at 2:00 PM Pacific.
Question # 2: Under criteria 2, submission requirements, solicitation requires:
•A minimum of one (1) project shall demonstrate relevant self-performed (see definition) experience with the preparation of a Request for Proposal for Design-Build for the renovation/repair of an existing HVAC system.
We feel that this limits the competition to only the company (or companies) who has the existing contract. To be fair to other small business entities, we would like to recommend this paragraph be replaced as follows:
•A minimum of one (1) project shall demonstrate relevant self-performed (see definition) experience with the preparation of a Request for Proposal for Design-Build for new building HVAC system or the renovation/repair of an existing HVAC system.
Response # 2: In response to your RFI, Amendment 01 has been issued/posted to FedBizOps modifying Criterion 2 as follows.
Amendment 01 – Dated July 17, 2019. The words “a new building HVAC system or” is added as follows:
Criterion 2 —Specialized Experience & Technical Competence (SF-330, Part I, Section F): Submission Requirements: The first paragraph’s second bullet item is revised to read as follows:
- A minimum of one (1) project shall demonstrate relevant self-performed (see definition) experience with the preparation of a Request for Proposal for Design-Build for a new building HVAC system or the renovation/repair of an existing HVAC system.
Question # 3: I would like to request a point of clarification. The subject solicitation (number
N62473-19-R-1226 ) states:
All projects provided in the SF-330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract identified in SF-330, Part I, Section C.
We are part of a JV and have several offices and our engineers that would service this contract may be located in more than one office/branch/regional office. Can we propose to use engineers from various locations? (for example, we have engineers available to relocated to southern CA that may be a great fit). Can we use an engineer and project example from outside of the southwest (we would indicate actual office where the engineer performed the work). Or, do all project examples need to have been performed by the same main office from where we will be managing the contract?
Any calcification you can provide is greatly appreciated.
Response # 3: If the Offeror would like to submit projects done by engineers and/or branch offices from another location, you can do so as long as long as these firms are listed under Part I – Contract-Specific Qualifications, Section C. Proposed Team, of the SF330.
Offerors can submit relevant projects outside the southwest.
Question # 4: 1. Would the navy accept companies to bid only for specific area disciplines (i.e.
electrical engineering firm bidding for electrical portion only)?
2. What qualifies a company as “small business” set-side?
Response # 4: 1. No. The contractor is expected to bid on all portions of the MEP IDIQ.
2. You must be registered as a small business with the Small Business
Administration. See their website for more information: https://www.sba.gov/business-guide/launch-your-business/register-your-business
Question # 5:. We are in the process of getting our PPQs. If the project was full plans, specifications as part of a Design Build team, can we use the general contractor as our reference? The reason is that we are getting push backs from the Navy reviewer since we were part of DB team under a general contractor and not directly contracted with the
NAVFAC?
Response # 5: "Since this contract is just for Architectural-Engineering services and does not require construction services, the construction prime contractor can complete the PPQ for the design firm (e.g. Offeror) on a design-build project ."
Question # 6: Is there a value to provide more than one PPQ (as additional references) for a single project (from section F)?
Response # 6: For each project, only the first PPQ/CPARS/ACASS that is submitted will be evaluated. Any additional past performance evaluations that are submitted will not be evaluated.
Question # 7: If the prime is a joint venture, can we submit two PPQs for the SAME project for EACH member of the joint venture?
Response #7: If the prime who is a joint venture is the same joint venture that completed the project, then please submit only one PPQ for the overall joint venture. If the project was completed by only one of the joint venture member that is proposing on this contract, then you can either submit a PPQ for the overall joint venture that completed the project OR submit a PPQ for just that one joint venture member that is proposing on this contract. Only one past performance evaluation will be reviewed for each project.
Question # 8: I am sorry to bother you again. But for a joint Venture (two firms, one mechanical and one electrical) that is formed specifically for this IDIQ, should we just submit one PPQ for the same project even though both firms worked on that project independent from each other (not as a joint venture) in the past? Or should we submit one PPQ for each firm (one for mechanical firm and one for electrical firm) of the newly formed joint venture?
Response #8: Assuming that both the mechanical firm and electrical firm were subcontractors on this project, it would be considered two separate projects since the mechanical would have a different contract number from the electrical. Therefore, please submit them as two projects (i.e. one for the mechanical scope and one for the electrical scope) along with one PPQ per project.
