About this file
This document contains questions and responses regarding solicitation N6247319R1219 for an Indefinite Delivery Indefinite Quantity contract for cost engineering, value engineering, and scheduling architect-engineer services at various military installations located in the Naval Facilities Engineering Command Southwest Area of Responsibility including California, Arizona, Nevada, Colorado, New Mexico, and Utah. The solicitation requires the prime architect-engineer firm to provide key personnel for cost engineering, scheduling, and value engineering roles, with the exception that the value engineering team may include personnel from a subcontractor. Certification as a Certified Cost Technician by the American Association of Cost Engineers does not meet the requirements for the Cost Engineer/Estimator position under this solicitation, which specifies certification by the American Association of Cost Engineers as a Certified Cost Professional, Certified Estimating Professional, or by the American Society of Professional Estimators as a Certified Professional Estimator. The application of FAR 36.601-4 and the architect-engineer licensure requirement for this contract will not be waived.

Question # 17: The solicitation indicates:
“Provide a maximum of five (5) resumes for key personnel that would be responsible for completing the required services.”
“...all of these key personnel (with the exception of the Value Engineer) shall be on the staff of the Prime A-E firm...”

The experience within the resume could be from a team and is not required to be from that single person. There is not a requirement to include resumes for each person from the Value Engineering team.
Question # 18: Will certification as a Certified Cost Technician (CCT) by the American
Association of Cost Engineers (AACE) meet the requirements for the Cost Engineer/Estimator position?

The Cost Engineer/Estimator shall be certified by either the American Association of Cost Engineers (AACE) as Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or the American Society of Professional Estimators (ASPE) as Certified Professional Estimator (CPE).
