Presolicitation Notice Inquiry Responses

1. Question: Is this a new or follow on requirement? If it is a follow on, please let us know the current contract number and contract value?

Response: This is a follow on requirement and the current contract value is not to exceed $25 million.

The current contract numbers are: N62473‐06‐D‐2401; N62473‐06‐D‐2402; N62473‐07‐D‐3201; N62473‐

07‐D‐3202; N62473‐07‐D‐3203; and N62473‐07‐D‐3204.

2. Question: Will the solicitation go out as a 100% small business set aside?

Response: Yes, the solicitation will be issued as a 100% small business set aside.

2. Question: Who is the incumbent? Is it still eligible to bid as a prime for this contract?

Response: The incumbents are: ICF Jones & Stokes; Tierra Data Inc.; AMEC; Garcia & Associates; RECON;

and HDR Environmental, Operations and Construction, Inc. Small businesses with the NAICS code

541690 – Other Scientific Technical Consulting Services are eligible to propose as a prime.

3. Question: What is the date and time of the Pre‐Proposal Phone Conference?

Response: The date and time for the Pre‐Proposal conference will be provided at issuance of the solicitation.

5. Question: Will the small business prime be allowed to subcontract to a large firm?

Response: Small Business prime must be able to perform the required percentage in accordance with

Federal Acquisition Regulations (FAR) 52.219‐14, and 13 Code of Federal Regulations (CFR) 125.
