RFI (Requests for Information) Questions and Answers
Dated: August 22, 2013
Question 1:
Please confirm that Solicitation for N62470‐13‐R‐3047 is the follow‐on to the Sources Sought for
N62473‐R‐FACP?
Answer 1:
N62473‐13‐R‐3047 is the resulting synopsis from Sources Sought N62473‐13‐R‐FACP. This synopsis is the follow‐on contract to N62473‐11‐D‐0010
Question 2:
Is NAICS Code # 541320 (Landscape Architectural Services) a correct number?
Answer 2: 541320 is the correct NAICS.
Question 3:
Could a firm with other elected NAICS code than 541320 (as shown in SAM database), become qualified for this contract?
Answer 3: To be qualified for this contract, the firm must have NAICS code 541320 in their System for Award Management (SAM) record and specifically within the Representations and Certifications section of their SAM database record.
Question 4:
What are the criteria for acceptance of a firm's claimed NAICS code number(s) in SAM database by Southwest Div.?
Answer 4: NAVFAC SW will verify NAICS code 541320 is listed within the firm's SAM database record, and specifically within the Representations and Certification section of their SAM database record.
Question 5:
Given A‐E tasks to be performed at "Federal" properties in various States; does any A‐E Professional Registration License required from Prime A‐E firm's owners, principals, project managers or quality control persons?
Answer 5: As stated in the synopsis, "In accordance with the Brooks Act, the AE Firm must be a registered/licensed architectural and/or engineering firm. Provide evidence that your firm, subcontractor or proposed team members are permitted by law to practice the profession of
Architecture or Engineering, i.e. State registration number, a brief explanation of the firm's licensing in states that do not register firms, etc.
Question 6:
Does "Landscape Architect" Professional Registration License from all 6 listed States (i.e. California, Arizona, Nevada, Colorado, New Mexico and Utah) is required from one of the Prime A‐E firm's owners, principals, project managers or quality control persons?
Answer 6: As stated in the synopsis, "In accordance with the Brooks Act, the AE Firm must be a registered/licensed architectural and/or engineering firm. Provide evidence that your firm, subcontractor or proposed team members are permitted by law to practice the profession of Architecture or Engineering, i.e. State registration number, a brief explanation of the firm's licensing in states that do not register firms, etc.
Registration is not required from all six states. One state will suffice. Please note the synopsis stated the following requirement: The prime firm must have at least one Planner on staff in the Prime's office where the majority of the work will be performed that is certified by the American Institute of Certified Planners (AICP) and another (or the same) staff member in the Prime Office where the majority of the work will be performed accredited as a Leadership in Energy and Environmental Design (LEED), Green Associate (GA) or Accredited Professional by the US Green Building Council (USGBC).
Question 7:
In order for the Prime A‐E firm to qualify under NAICS code 541320; could one of the sub‐consultants to the Prime A‐E be a "Registered Landscape Architect" having elected his/her firm to have NAICS code 541320 within the SAM Database?
Answer 7: No, the requirement rests with the Prime.
