NAVFAC SW
RFI (Requests for Information) Questions and Answers
Dated: September 20, 2013
Question 1:
The solicitation requires the Project Lead to be a Registered Architect. Can you open the qualification of the project lead to a registered PE or Architect that can show the experience in successfully managing large IDIQs with Multiple concurrent Task order of a similar size and scope?
Answer 1:
This requirement cannot be changed. As stated in the synopsis, the Project Lead shall be a Registered Architect and a staff member of the prime A‐E firm.
Question 2:
The IDIQ solicitation makes it clear that projects submitted in relation to Selection Criterion 1 PROFESSIONAL QUALIFICATIONS and Selection Criterion 2 SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, must be “recently completed projects…” “Recent” is defined as “professional services completed within the past five years prior to the SF330 due date”. Concerning the definition of “completed”.
a. Does Southwest Division consider the “completion of professional services” for an architect to be the date at which drawings are stamped as final and ready for construction? Or do you prefer to use a definition that includes all Post Construction Award Services? We assume that the “completion of professional services” for an architect is the date at which drawings are stamped as final and ready for construction, since this is the standard of every Southwest Division RFP that I can remember. Please confirm that assumption.
b. Similarly, if the relevant experience includes development of the RFP bridging documents that will be used as the basis of issuing a Design/Build RFP, we assume that the “completion of professional services” is the date at which time the RFP is issued for bid. Please confirm that assumption.
Answer 2:
Definition of completion of professional services:
1. Fully Design or Design Bid Build: "completion of professional services" for the designer of record (DOR) is the date at which final drawings are stamped, approved by the client/NAVFAC Southwest (SW) Project Manager (PM), and ready to be issued for advertisement (bid) for construction. Do not include PCAS or Construction Contract Administration Services.
2. RFP Document Preparation: "completion of professional services" for the DOR is the date at which the final RFP documents are signed and approved by client/NAVFAC SW PM and ready to be issued for advertisement for construction (normally for Design Build contract).
3. Design Build (DB) Contract: "completion of professional services" for the DOR is the date at which final drawings are stamped and approved by the client/NAVFAC Southwest Project Manager.
Construction completion date of a DB construction contract is not the same date as the completion of professional services for the DOR.
Question 3:
Due to the comprehensive nature of the proposal, would NAVFAC offer some relief on the maximum page count, increasing to 50 pages?
Answer 3:
The page count remains at 30 pages maximum, as specified in the synopsis.
Question 4:
Can we apply a readable font size smaller than 10pt for graphics and captions?
Answer 4:
To ensure legibility, the minimum font size remains at 10pt.
Question 5:
We are interpreting "completed" projects to refer to completion of professional services (design) and not construction, can you confirm this interpretation?
Answer 5:
Refer to RFI Questions and Answers, dated September 20, 2013: Question and Answer 2.
Question 6:
The solicitation states that resumes are required for "each proposed team member who will specifically perform the primary and secondary services." Four specific positions are identified in the solicitation:
the Project Lead; the person responsible for Quality Control; the LEED AP responsible for sustainable design; and the certified Planner. Please confirm that the definition of other key personnel, and provision of resumes for those key personnel, are left to the discretion of the proposer, based on the proposers approach to providing the defined primary and secondary services, working within the page limitation for the SF 330. Specifically, in bullet four of the listed Primary Services, you require "support and coordination of various technical disciplines, such as architect, civil, structural, mechanical, electrical, geotechnical, environmental, and planner." Does this constitute one resume for an individual to provide oversight, or 8 resumes to cover each of the disciplines?
Answer 6:
Key personnel decisions are left to the discretion of the proposer. Each key personnel is required to provide relevant projects which are recently completed and best illustrate the qualifications in performing the required services.
Question 7:
The solicitation states that "The prime contractor shall have a minimum of three registered professional Architects on staff to perform the work anticipated under this contract." Please confirm whether resumes must be provided for at least three registered architects, or if the proposer/prime contractor simply needs to confirm that there are least three registered architects on staff as part of the SF 330 response.
Answer 7:
Resumes shall be provided for the three registered architects on staff wherein one of the three architects could be the Project Lead. Also, it does not preclude the firm from identifying one of the registered architects as a LEED AP too, as long as, the member demonstrate his/her experience in his/her respective role.
Question 8:
Per the solicitation, under the heading "Selection Interview Requirements" ‐ a JV agreement needs to be in place at the time of the interview. Please confirm that a SAM registration, CAGE and DUNS number for the JV will only be required after the contract is awarded and that the entities comprising the JV should submit under Part 1, Item B5 with their existing DUNS numbers.
Answer 8:
Yes, a JV agreement needs to be in place at the time of the interview.
If a JV is selected for award, the JV would be required to register in SAM (and establish DUNS and CAGE) PRIOR to contract award. At this time, proposed JV's may submit the SF330 and shall list the DUNS numbers for the firms comprising the JV in Part 1 Block 5.
