DESCRIPTION AND SPECIFICATIONS
EVALUATION FACTORS
The Basis of Evaluation of proposals will be Best Value Trade-Off. The contract will be awarded to the responsible Offeror who submits a proposal that provides the Best Value to the Government based on technical and price competition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.
Relative Importance of the Evaluation Factors The relative order of importance of the non-cost/price evaluation factors is that technical factors are equal to each other and when combined are approximately equal to price. According to FAR 15.304, the evaluation factors that apply to this acquisition are part of this RFP and are evaluated individually.
The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
Factor 1: Experience
(i) Solicitation Submittal Requirements:
The Offeror shall submit one project performed as prime or subcontractor that best describes experience on relevant projects that are similar in scope to the work described in the solicitation/Scope of Work (SOW).
The project description must reference work experience with correlated numerical modeling of a fluid dominated geothermal energy production field.
For the purposes of this evaluation, a relevant project is further defined as a government or commercial contract/project, completed by the Offeror within the last five years (from the proposal due date of this solicitation). Such projects shall be directly related to geothermal resource management, and the relationship of the project presented to the work described in the SOW shall be clearly stated.
The “Experience and Past Performance Project Data Sheet” attachment is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed three single-sided pages.
A project is defined as a complete effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
Proposals that fail to provide all requested data, a point of contact that is accessible, and a correct current phone number may be removed prior to evaluation. The Government may contact references for the submitted projects to verify information presented.
Projects that are not similar in scope to this contract, as described above, will be removed prior to evaluation.
Projects submitted which are outside the five-year period specified or are above the maximum number (1) allowed for consideration will be removed prior to evaluation.
Offerors who submit relevant projects for a subsidiary, sister, parent or predecessor company, or branch office of the company identified in the SF 18 must fully explain what major or critical aspects of work they’ll perform in this contract. If it is not clear how that office will participate in this contract, the project will not be considered. The Offeror may NOT utilize experience of a subcontractor to demonstrate experience under this evaluation factor.
(ii) Basis of Evaluation:
The basis of evaluation will be focused on the experience of the offeror in performing contracts and/or task orders similar to the work described in the SOW, and relevant experience performing work directly related to geothermal resource management.
Factor 2: Technical Solution
The Offeror shall provide a narrative describing the technical approach to the project that meets the requirements of the SOW provided in the RFP. The narrative shall not exceed 3 single-sided pages (12pt font, double-spaced paragraphs) including graphics that supplement the narrative.
The Government will evaluate the narrative and graphics (if included) considering the extent to which the Offeror demonstrates a clear understanding of the project requirements. The Government will evaluate the effectiveness of the technical solution to determine the likelihood that the work will be performed in accordance with the technical requirements of the RFP.
Factor 3: Price
Price shall be submitted on the Price Schedule included in the solicitation.
(1) The Government will evaluate the price based on the cumulative price for all contract line items.
(2) Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
• Comparison of proposed prices received in response to the RFP.
• Comparison of proposed prices with the Government Estimate (GE).
• Comparison of proposed prices with available historical information.
• Comparison of proposed prices with resources proposed.
• Information/reports obtained from DCAA or other outside agencies as required.
Note 1: A price that is found to be either unreasonable high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable.
Note 2: Any inconsistency whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently price proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the Offeror.

This firm-fixed price contract is for the preparation and delivery of a numerical model for the Coso geothermal field, located on Naval Air Weapons Station (NAWS) China Lake, CA.
The Navy Geothermal Program Office (GPO), EXWC PW68, is the Department of Defense’s lead agency for geothermal resource management and requires numerical/reservoir modeling support for the Coso geothermal field. This contract shall require a numerical model, which is commonly used in the geothermal industry to simulate subsurface activities; forecast enthalpy, mass, pressure, and production curves based off historical well and other relevant reservoir datasets. The numerical model shall allow for scenario modeling/forecasting based on varying inputs (e.g. inject volume of water into well A, B, C, and forecast yields x vs. inject volume of water into well A, C, D and forecast yields y). The Contractor shall also engage in optimizing injection due to the location which is in the northern Mojave Desert, where water is scarce. The Contractor shall provide the Government an updated, practical, and data-based numerical model that can provide independent forecasts related to resource enthalpy, mass, and pressure.

However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The
Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code 541690- assigned to contract number N62473-13-Q-4630.
