E. SAFETY. Contractor will be expected to comply with federal, state, and local regulations and policies in relation to the Quality Assurance/Quality Control protocols [i.e. EM-385-1-1 Safety and Health procedures and other document review processes) specific to the project requirements.

2.0 PERFORMANCE WORK STATEMENT

This firm-fix-price contract is for updating the fluid-geochemistry database, performing field health and fluid augmentation monitoring, and providing recommendations for geochemical sampling techniques and process at Coso geothermal field located at Naval Air Weapons Station (NAWS), China Lake, California.

The Contractor shall gather and analyze extant and emergent geochemical and isotopic data to monitor the geochemistry of the Coso geothermal system. The purpose of this effort is to provide a geochemical expertise that the Navy does not possess internally, expertise that is a critical component of the Geothermal Program Office’s program to protect the Navy’s equity in the Coso geothermal resource.

The Contractor shall continue the compilation and evaluation of all Coso geothermal system geochemical analyses from brine and gas samples, including a variety of gaseous species and isotopes. Evaluation of the quality of these data will allow the Contractor to assess the operational sampling and analysis protocols and procedures currently in use at Coso. The Contractor shall recommend modifications to these protocols and procedures, as appropriate to ensure the program is maintained at or above geothermal industry standards.

The Contractor shall conduct 4-D geochemical modeling of production field fluids (brines and gases) to track changes occurring in the reservoir due to production and injection activities. This shall be done in

N62473-13-Q-4624

Geochemistry of the Coso Geothermal System

NAWS China Lake, CA order to track the maturity and overall health of the Coso geothermal field. The Contractor shall use geochemical data to examine and predict reservoir effects of various injection fluids, such as: hot production fluids, cool/cold production fluids, cool steam condensate, concentrated brine, brackish local groundwater, and low TDS groundwater.

The Contractor shall investigate and recommend new techniques and processes which will contribute to the Navy’s basic understanding of the relationship of the geochemistry of the Coso geothermal system, particularly the relationship of reservoir fluids to heat, host rock, source rock, reservoir conduits (plumbing), time, and other physical parameters.

The Contractor shall provide findings and recommendations in a detailed report to the Geothermal Program Office (GPO).

4.0 REQUIREMENTS

The Contractor shall gather and analyze extant and emergent geochemical data to monitor the chemistry of the Coso geothermal reservoir. This effort shall extend and build under Navy Contract N68936-07-C- 0073.

Under this contract the Contractor shall be responsible for completion of task A,B, and C requirements and each applicable deliverable within.

TASKS:

A. Update fluid-geochemistry database

The Contractor shall update the established GPO Coso geothermal field fluid-geochemistry database (MS Access-based) of all geochemical analyses from brine and gas samples. The Contractor shall both compile and evaluate the quality of the new data using established Quality Assurance/Quality Control protocols, or equivalent with prior Navy approval. The existing protocols are detailed in Section 3.0 Reference Documents. The Contractor shall recommend and establish (with Government approval) additional QA/QC protocols for new analyses as they are added to the GPO Coso database. The database includes analytical results such as major constituents, minor and trace element constituents, gaseous species and isotopes, and standard chemical measurements such as Eh, pH, and TDS, and shall be obtained from the Navy Geothermal Program Office.

Since the vast majority of emergent geochemical data will come from the Navy’s Coso geothermal development contractor (COC), evaluation of the quality of these data will allow the Contractor to assess the COC sampling and analytical protocols and procedures. The Contractor shall recommend modifications to the Navy’s Coso geothermal contractor’s geochemical monitoring program, as appropriate to ensure the program is maintained at or above geothermal industry standards for a geothermal resource of this type and magnitude.

B. Perform Geothermal field health and fluid augmentation monitoring

The Contractor shall continue the established time-trend analysis of indictor constituents, detailed in Section 3.0 Reference Documents, to include, but is not limited to, chloride, boron, enthalpy, and appropriate geothermometers. This shall be done in order to track the maturity and overall health of the Coso geothermal field. (For example, since a change in the chemical composition of the produced fluids often proceeds the cooling of a geothermal field, monitoring these chemical parameters provides an “early warning” of a potential reservoir crisis.) The Contractor shall conduct 4-D geochemical modeling of production field fluids (brines and gases) to track changes occurring in the reservoir due to production and injection activities. The Contractor shall conduct enthalpy mapping and through that, assess injection efficiencies in the geothermal field. The Contractor shall conduct enthalpy monitoring of the reservoir geochemistry with changes in fluid flow characteristics and wellhead and subsurface pressure/temperature data provided by the Navy and COC. Such monitoring shall be conducted on both a field-wide and individual well basis. Modeling is to be presented in both written and in ARCGIS or equivalent format.

The Contractor shall use geochemical data to examine and predict reservoir effects of various injection fluids, such as: hot production fluids, cool/cold production fluids, cool steam condensate, concentrated brine, brackish local groundwater, and low TDS groundwater. A significant component of this task will be a focus on the chemical and isotopic characteristics of the Coso geothermal fluids through the utilization of a variety of noble gas and stable isotopes, plus gas isotope geothermometers. Data for this component of Task B will also be provided by the Navy GPO. No field sampling or sample analysis will be required of the Contractor.

C. Provide Recommendations

The Contractor shall investigate and recommend new techniques and processes, which will contribute to the Navy’s basic understanding of the geochemistry of the Coso geothermal system, particularly the relationship of reservoir injected fluids to host rock, source rock, heat source, reservoir conduits, other physical parameters, and time.

5.0 DELIVERABLES

The Contractor shall prepare a half year and final summary report detailing how each task was performed.

The report shall contain services summarized in section 4.0.

6.0 DELIVERABLE SCHEDULE

The Contractor shall deliver the half year summary report 6 months after award (Refer to 3.0 Reference documents for what should be included).

The Contractor shall deliver the final summary report 10 months after award (Refer to 3.0 Reference documents for example of what should be included).

7.0 MEETINGS

The Contractor shall perform one site visit to NAWS China Lake and the Coso Geothermal Field.

Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed three single-sided pages.

A project is defined as a complete effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

Proposals that fail to provide all requested data, a point of contact that is accessible, or a correct current phone number may be removed prior to evaluation. The Government may contact references for the submitted projects to verify information presented.

Projects submitted which are outside the five-year period specified or are above the maximum number (1) allowed for consideration will be removed prior to evaluation.

Offerors who submit relevant projects for a subsidiary, sister, parent or predecessor company, or branch office of the company identified in the SF 18 must fully explain what major or critical aspects of work they’ll perform in this contract. If it is not clear how that office will participate in this contract, the project will not be considered. The Offeror may NOT utilize experience of a subcontractor to demonstrate experience under this evaluation factor.

Failure to meet any of the submittal requirements may result in the project not meeting the technical acceptability.

The basis of evaluation will include a determination as to whether the project is similar in scope [i.e. type of work, methods, techniques], as defined in the SOW. The assessment of the Offeror’s relevant experience will be used as a means of determining the technical acceptability of the proposal.

Factor 2: Key Personnel

The Offeror shall identify key personnel to perform the work such as a Principal Investigator. Key personnel shall have experience with analyzing, modeling, and interpreting geochemical characteristics of geothermal plants and reporting such results to non-technical personnel such as Tribal Entities, DoD installation officers, and public agencies.

Firms shall demonstrate that the proposed key personnel have the capability to manage work and to meet the requirements specified in the solicitation. This information shall be provided by submitting a current resume.

The basis of evaluation will focus on the qualifications of their proposed key personnel. The evaluation of key personnel will consider education, professional qualifications, and experience in the following areas: interpreting geochemical characteristics of geothermal field samples, reporting to non-technical personnel, and project management.
