Proposals are evaluated for acceptability only. Trade-offs are not permitted.
5. Added to Attachment C, OFFER SCHEDULE, Option Year 1, Item 0002.
THE OFFERORS SHALL ACKNOWLEDGE RECEIPT OF ALL AMENDMENTS ON THE PRICE
SCHEDULE SHEET.
EVALUATION FACTORS
The basis of evaluation of proposals will be Lowest-Price Technically Acceptable (LPTA). The task order will be awarded to the responsible offeror who submits a proposal that provides the Best Value to the Government based on technical and price competition. Proposals are evaluated for acceptability only. Trade-offs are not permitted.
Factor 1: Experience
(i) Solicitation Submittal Requirements:
The Offeror shall submit one project performed as prime or subcontractor that best describe experience on relevant projects that are similar in scope to the work described in the solicitation/Scope of Work (SOW).
Project must reference geological (e.g., geophysical, geochemical, remote sensing, hydrogeology, etc.)
work experience with a fluid dominated geothermal energy production field.
For the purposes of this evaluation, a relevant project is further defined as a government or commercial contract/project, completed by the Offeror within the last five years (from the proposal due date of this solicitation). Such projects shall be directly related to geothermal resource management, and the relationship to the work described in the SOW shall be clearly stated.
The “Experience and Past Performance Project Data Sheet” attachment is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed three single-sided pages.
A project is defined as a complete effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
Proposals that fail to provide all requested data, a point of contact that is accessible, or a correct current phone number may be removed prior to evaluation. The Government may contact references for the submitted projects to verify information presented.
Projects that are not similar in scope to this contract, as described above, will be removed prior to evaluation.
Offerors who submit relevant projects for a subsidiary, sister, parent or predecessor company, or branch office of the company identified in the SF 18 must fully explain what major or critical aspects of work they’ll perform in this contract. If it is not clear how that office will participate in this contract, the project will not be considered. The Offeror may NOT utilize experience of a subcontractor to demonstrate experience under this evaluation factor.
Failure to meet any of the submittal requirements may result in the project not meeting the technical acceptability.
(ii) Basis of Evaluation:
The basis of evaluation will include a determination as to whether the project is similar in scope [i.e. type of work, methods, techniques], as defined in the SOW. The assessment of the Offeror’s relevant experience will be used as a means of determining the technical acceptability of the proposal.
Attachment A
Factor 2: Key Personnel
The Offeror shall identify key personnel to perform the work such as a Geologist/Geochemist/Chemist.
Key personnel shall have experience with analyzing and interpreting liquid and gas geochemistry from hot spring systems and reporting such results to non-technical personnel such as Tribal Entities, DoD installation officers, and public agencies.
Firms shall demonstrate that the proposed key personnel have the capability to manage work and to meet the requirements specified in the solicitation. This information shall be provided by submitting a current resume.
The basis of evaluation will focus on the qualifications of their proposed key personnel. The evaluation of key personnel will consider education, professional qualifications, and experience in the following areas:
interpreting geochemical characteristics of geothermal field samples, reporting to non-technical personnel, and project management.

2.0 PERFORMANCE WORK STATEMENT
This firm-fix-price contract is for the preparation and delivery of a monitoring report for the Coso Hot Springs Monitoring Program at Naval Air Weapons Station (NAWS), China Lake, California.
The Coso Monitoring Program was initiated by the US Navy’s Geothermal Program Office (GPO) in 1978 to gather baseline data on the surface and near-surface thermal activity at Devils Kitchen and Coso Hot Springs, which are the main active thermal features associated with the Coso geothermal area located within the Naval Air Weapons Station (NAWS), China Lake, CA. The purpose of the yearly Coso Monitoring report is to document changes in the physical and chemical parameters related to the Coso Hot Springs Archaeological District, and to gain insight into the geology and hydrology of the near surface geothermal activity in the Coso Hot Springs area. Establishing an unambiguous and quantitative baseline permits comparison of conditions over a period of years.
The consultant shall prepare a report that summarizes the status of selected physical and chemical parameters from the Coso Hot Springs area, data for which shall be provided by the Government.

EVALUATION FACTORS
Factor 1: Experience
The Offeror shall submit one project performed as prime or subcontractor that best describe experience on relevant projects that are similar in scope to the work described in the solicitation/Scope of Work (SOW). Project must reference geological (e.g., geophysical, geochemical, remote sensing, hydrogeology, etc.) work experience with a fluid dominated geothermal energy production field.
The basis of evaluation will include a determination as to whether the project is similar in scope [i.e. type of work, methods, techniques], as defined in the SOW. The assessment of the Offeror’s relevant experience will be used as a means of determining the technical acceptability of the proposal.
The evaluation of key personnel will consider education, professional qualifications, and experience in the following areas: interpreting geochemical characteristics of geothermal field samples, reporting to non-technical personnel, and project management.
