About this file

This is an amendment to federal contract solicitation N62470-26-R-0014 issued by the Navy. The amendment addresses two primary modifications to the original solicitation.

The response due date has been extended from 21 May 2026 at 2PM local time to 4 June 2026 at 2PM local time. Additionally, the amendment includes pre-proposal inquiry responses that clarify two key evaluation criteria. First, NAVFAC confirms that a project with AICUZ (Airport Influence Control Use Zone) technical and analysis tasks 90% complete with a final draft report awaiting approval qualifies as "substantially completed" as defined in the synopsis, consistent with Navy AICUZ Policy requirements for CNIC approval prior to public release and implementation. Second, regarding the Specialized Experience evaluation criteria, the response directs offerors to consult the revised synopsis included in this amendment, indicating that the timeframe for substantially completed projects has been modified from the original parameters, though the specific expanded timeframe details are referenced in the revised synopsis document.

N62470-26-R-0014

Amendment 0001

Amendment 0001 is issued for the following reasons:

1. To revise response due date

2. Pre-Proposal Inquiry and Responses

1. The response due date is extended from 21 May 2026 at 2PM local time to 4 June 2026 at 2PM local time.

2. Pre-Proposal Inquiry and Responses

1. Inquiry: Per synopsis, “Substantially completed is defined as 90% complete, with final draft awaiting approvals”. Per Navy AICUZ Policy (OPNAVINST 11010.36D & AICUZ Consistency Guide), AICUZ reports must be approved by CNIC before public release and implementation/outreach. This sequencing prevents projects with AICUZ technical/analysis tasks complete and final draft awaiting approvals, and with outreach services yet to be performed, from reaching an overall project completion of 90%. Please confirm NAVFAC considers a project with AICUZ technical/analysis tasks 90% complete and final draft report awaiting approval as substantially complete?

Response: Yes.

2. Inquiry: The evaluation criteria for Specialized Experience across the types of projects and work locations is very limiting. Will NAVFAC consider expanding the timeframe for substantially completed projects from the past 5 years to past 7 years?

Response: See revised synopsis in this amendment.
