About this file

This is an Amendment to Federal Contract Solicitation N62470-26-R-0009 that addresses pre-proposal inquiries and provides clarifications on submission requirements for Architecture and Engineering (AE) services.

The amendment clarifies four key submission requirements: (1) projects must be completed with respect to the services provided by the firm seeking evaluation, though design-build projects may be submitted if the design deliverable or CLIN is complete; (2) the revised synopsis aligns project experience timeframes with key personnel resume requirements; (3) project descriptions may include work completed under multiple task orders or task order modifications on the same contract, as task orders on IDIQ contracts are considered individual projects; and (4) firms must submit proof of professional engineering registration for a minimum of one jurisdiction where they are lawfully permitted to practice, rather than all jurisdictions in which they are licensed. The amendment references a separate revised synopsis attachment and directs respondents to page 9 of the synopsis for complete submission requirements regarding firm eligibility documentation under FAR 36.601-4(b).

Amendment 0003

Amendment 0003 is issued for the following reasons:

1. Pre-proposal Inquiries and Responses

2. Provide Revised Synopsis. See separate attachment for revised synopsis.

1. Pre-Proposal Inquiries and Responses

4. Inquiry: The synopsis states that projects must be completed with respect to the services provided by the firm to be considered for evaluation. Can projects be submitted that are not complete in its entirety such a design-build as long as the design deliverable or CLIN is complete?

Response: As stated in the Synopsis under Criterion 1, projects “must be completed projects with respect to the services provided by the firm to be considered for evaluation.”.

5. Inquiry: The synopsis state that projects can go back 8 years, but the resumes for key personnel can only list experience within the past 5 years. Can both be aligned to go back 8 years?

Response: See revised synopsis in this amendment.

6. Inquiry: Can a project description (associated with a specific Task Order) include work completed under other Task Orders or Task Order Modifications? Many significant projects (single project, single site) are awarded through multiple Task Orders.

Response: As stated in the synopsis, “(f)or submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award.

7. Inquiry: Can you clarify what we are to submit to satisfy the following requirement: "Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. Does this mean our Business / Engineering / PE licenses from the State which we are Incorporated (Virginia) or all states which we are licensed in?

Response: Submission requirements are as specified in the last paragraph on page 9 of the synopsis. If the submitting firm is lawfully permitted to practice professional engineering in more than one jurisdiction, submit proof of firm eligibility for a minimum of one jurisdiction.
