About this file
This document is a set of Questions and Responses related to a Request for Information (RFI) issued by the Department of the Navy Naval Facilities Engineering Command (NAVFAC) for the identification of contractor owned/operated nuclear power sites.
The RFI seeks feedback from interested parties on the amount of power generation, land requirements, and technology for nuclear power generation to enhance energy security and reliability for DON installations and surrounding communities. The RFI has identified seven priority sites, each with different energy demands, and is open to receiving responses on alternative installation sites as well. The DON is interested in receiving responses from any party that can provide feedback on the development of contractor owned/operated nuclear power projects, including information on waste management, storage, and regulatory requirements. The release of this RFI does not guarantee any follow-on solicitations, and the specific acquisition approach has not yet been determined. All questions related to this RFI should be directed to the NAVFAC email address provided.

Our biggest question is really just the level of energy needed - can you provide the total energy demand (MW) that they Navy wants for each base?
Through this RFI, the DON identified seven (7) initial priority sites, each site has different energy demands. The DON is seeking feedback from parties on the amount of generation, land requirements, technology, etc from any proposed developer or respondent. Given that the DON is still in the exploratory phases, we ask respondents to provide information on the amount of power generation expected from their proposed technology/ or solution. Our goal is to enhance energy security and reliability for DON installations and the surrounding communities, and invites comments on various technologies, business models, contracting methods, and partnerships that can contribute to resilient, redundant energy systems in the face of evolving geopolitical challenges, climate change, and emerging threats across the DON.
Also, is there is any additional information that the Navy has compiled about these bases for addressing questions for this RFI?
The installations identified in the RFI are priority sites, and are non-binding as actual sites. The DON seeks feedback on any alternative sites (installations) which may be of interest to the respondent. At this time, there is no additional public information on any of the identified priority sites
We have several other more detailed questions that we could provide but we thought we'd start with whatever is already readily available
The DON welcomes any additional questions, if sensitive or company proprietary, we ask that you provide you response as part of your RFI response, marked procurement sensitive.
Is the Navy only interested in receiving responses from vendors, suppliers or developers of GenIV reactors, or would the Navy be open to receiving responses from entities discussing the support of nuclear project development
The DON is interested in receiving responses from any interested party who may be able to provide feedback and consideration for the DON development of contractor owned/operated nuclear development project(s). The RFI was released to understand what is in the realm of the possible for energy generation, agnostic to the type of generation.
Does the Navy intend to issue a standalone follow-on RFP for the services or products related to the information gathered in this RFI?
The release of this RFI does not guarantee that any follow on RFPs will be released. In the event that the DON does release an actual solicitation, the exact acquisition model and tool is still being determined.
Can the Navy provide any insight to its internal Office of Primary Responsibility (OPR) and preferred contracting agent for projects involving deployment of nuclear technology for installation energy resilience?
Through the RFI process, the DON hopes to gather more information to discern what is within the realm of the possible for contractor owned/operated nuclear power generation. Once responses are gathered, the DON will determine the Office of Primary Responsibility and any preferred contracting agent(s).
In reference to lines 95-98 of the RFI “Contractors who own or operate nuclear power sites on Navy or USMC installations would be responsible for possession, storage, and management of nuclear and spent fuel ...”. Is the Navy able to clarify if contractors are expected to fully take on this risk and liability, or if the Navy intends to assume any responsibility for waste management?
The DON is still in the early exploratory stages of this process, and is seeking feedback from potential partners in response to this RFI any possible recommendations to waste management, storage, technology, land requirements, etc. Please refer to Nuclear Regulatory Commission and Department of Energy regulations regarding responsibility for management, storage and disposition of spent fuel and radioactive waste for specific details for commercial nuclear power plants. While the DON has yet to evaluate the RFI responses, the current intent of the DON is that the contractor which owns and operates the generation will manage all aspects of the reactor program.
Is there a technical POC assigned to the effort yet? If so, can you share that contact information.
All questions or concerns related to this RFI, should be sent to NAVFACHQ-RE@us.navy.mil.
The project team will then send the questions or concerns to the appropriate POC identified for this effort.
