About this file

This is Amendment 0001 to solicitation N62470-24-R-0055, which provides responses to six pre-proposal inquiries regarding NAVFAC's A-E services contract. The amendment clarifies several submission requirements, including that NAVFAC will accept interim CPARS ratings for completed projects to meet past performance requirements, and that CPARS evaluations should be submitted as an attachment to the SF330 rather than in Section F.

The amendment also addresses multiple requested changes to the Small Business Subcontracting Plan (Attachment B) to align with current FAR requirements. These changes include updates to language regarding subcontractor requirements, threshold values for maintaining records on subcontract solicitations (changing from $150,000 to the simplified acquisition threshold), and revised requirements for documenting outreach efforts to small business entities. NAVFAC confirms that all requested edits can be made to comply with applicable FAR requirements.

Amendment 0001

Amendment 0001 is issued for the following reasons to respond to the following pre-proposal inquiries

Pre-Proposal Inquiries and Responses

1. Question: PAGE 6 of 11. CRITERION 3. Submission Requirements. The Solicitation states: "Submit a 'Completed' CPARS Evaluation for each project under Criterion 1."

It is common for Task Order projects performed by AE firms to receive Interim CPARS from the Government throughout the delivery process, yet sometimes Government clients do not always issue a 'Final' CPARS in the system. Will NAVFAC accept the most current 'Interim' CPARS rating received for a completed project as meeting this submission requirement for past performance?

Response: NAVFAC accepts the most current interim CPARS rating received for a completed project as meeting this submission requirement for past performance.

2. Question: PAGE 10 of 11. SF330 Submission Requirements. The Solicitations states:

“(the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business Subcontracting criterion, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration)…" Because ‘PPQs’ are mentioned in this excerpt, we assume that CPARS are also excluded from the page limit. Please confirm that CPARS are not counted towards the SF330 Part I page limit. "

Response: CPARS are not counted towards the SF330 Part 1 page limit.

3. Question: PAGE 6 of 11. CRITERION 3. Submission Requirements. "SUBMIT A

COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER CRITERION

1" For clarification, would NAVFAC prefer to see the copies of CPARS after each Criterion 1 project in Section F, or as an Attachment to the SF330?

Response: Please provide CPARS Evaluations as an Attachment to the SF330.

4. Question: Would the Government please allow the following change to Attachment B

(SBSP) Small Business Sub-Contracting Plan Paragraph 9 in order to comply with FAR 52.219-9(d)(9)?

From: “Contractor Name agrees that the FAR clause 52.219-8 entitled "Utilization of Small Business Concerns" will be included in all subcontracts which offer further subcontracting opportunities, and all subcontractors, except SB concerns, that receive subcontracts in excess of $750,000 ($1,500,000 for construction) will be required to adopt plans that comply with the requirements of the clause at 52.219-9, Small Business Subcontracting Plan.”

To: “Contractor Name will include the clause of this contract entitled “Utilization of Small Business Concerns” in all subcontracts that offer further subcontracting opportunities, and will require all subcontractors (except small business concerns, including entities that are treated as small business concerns by statute for certain purposes (e.g., ANCs, see 13 CFR 125.3(b)(2))) that receive subcontracts in excess of the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, with further subcontracting possibilities to adopt a subcontracting plan that complies with the requirements of this clause.”

Response: Edits can be made to comply with applicable FAR requirements.

5. Question: Would the Government please allow the following change to Attachment B (SBSP) Small Business Sub-Contracting Plan Paragraph 11.c. in order to comply with FAR 52.219-9(d)(11)(iii)?

From: “On a contract-by-contract basis, records on all subcontract solicitations over $150,000 and indicating for each solicitation:”

To: “Records on each subcontract solicitation resulting in an award of more than the simplified acquisition threshold, as defined in FAR 2.101 on the date of subcontract award, indicating:”

6. Question: Would the Government please allow the following change to Attachment B (SBSP) Small Business Sub-Contracting Plan Paragraph 11.d. in order to comply with FAR 52.219-9(d)(11)(iv)?

From: “Records to support other outreach efforts, e.g., contacts with small business trade associations, business development organizations, and attendance at small business procurement conferences and trade fairs, and frequency of accessing SAM.”

To: “Records of any outreach efforts to contact trade associations, business development organizations, conferences and trade fairs to locate small, HUBZone small, small disadvantaged, service-disabled veteran-owned, and women-owned small business sources, and veterans service organizations.”
