About this file

This document is Amendment 0004 to Solicitation N62470-24-R-0051 for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for architect-engineer services located primarily in the Northeast region of the Continental United States. The amendment provides a revised synopsis, responses to pre-proposal inquiries, and an updated proposal due date. Key details:

The revised synopsis maintains the requirement for three design teams and additional information on the Project Managers, but clarifies where this information must be located in the proposal. In response to inquiries, the amendment states that the due date has been extended to 2:00 PM local time on August 22, 2024 to allow offerors time to obtain a unique entity identifier (UEI) and reconfigure their SF330 Part I submissions to comply with the new requirements. The amendment also indicates that no further extension of the question-and-answer period is needed, as the revised synopsis only clarified existing requirements.

Amendment 0004 is issued to provide the following:

1) To provide revised synopsis.

2) To provide responses to pre-proposal inquiries.

Inquiries and Responses:

15. Question: Based on the amendment posted today, the new requirement that JVs obtain a UEI prior to submission (versus initial requirement of SAM registration prior to award) and the changes to criteria 2 and 5 submission requirements significantly impact most sections of the

SF330 Part I.

With the deadline for printed responses set for a week from now, will NAVFAC provide Offerors an additional extension of two weeks to allow sufficient time to obtain UEIs (which can sometimes take a week or more), and reconfigure their SF330s to comply with the new requirements?

Response: Refer to Amendment 0003, the response date has been updated to 2:00 PM Norfolk, VA local time, 22 August 2024.

16. Question: Will NAVFAC consider extending the question-and-answer period for one week due to the magnitude of changes released today, to allow Offerors to carefully review and request clarification on any answers provided?

Response: The requirement to provide for three design teams and additional information on the

PMs was in the original synopsis, and the revised synopsis clarified where the information must be located; therefore we do not see needing more than a couple of days to create the additional inserts into Section H. To allow for QC and publishing, we will amend to extend the due date in accordance with Amendment 0003, to 2:00 PM Norfolk, VA local time, 22 August 2024.
