About this file

This document contains a comment resolution matrix and information on a forthcoming federal contract opportunity for weight handling equipment. The comment resolution matrix addresses questions received about a previous China Lake project and indicates that jib cranes will be solicited through an existing Weight Handling Equipment Multiple Award Contract. It notes applicable Buy American requirements and states that specification details will be provided in the July 2022 solicitation. The related federal contract opportunity notice indicates that the Naval Facilities Engineering Command will award up to ten IDIQ contracts under a Weight Handling Equipment Multiple Award Contract to acquire new and overhaul existing weight handling equipment of various types for Navy, Marine Corps, and other federal activities. Work will include site surveys, design, fabrication, crane installation, testing and training.

Comment Resolution Matrix for Sol. N62470‐21‐R‐9013

ID # Information Request (Question) Government Response

There were a series of jib cranes that were supposed to be on the China lake project. I have yet to see those posted. Are those going to be put though the GC on site or will they be through NCC? Can you give me any indication on when those will come out?

Currently the jib cranes are anticipated to be solicited on the existing Small Capacity WHEMAC.

A tentative solicitation date has not yet been determined.

2 Are there “country-of-origin” restrictions being imposed on this program regarding sourcing of product components? If yes, which FAR regs. apply?

There are applicable Buy American requirements that are incorporated in all Navy Crane Center crane contracts. The clauses will be available in the solicitation when that becomes available in July 2022. The anticipated clauses are as follows: FAR 52.225-12; FAR 52.225-13; DFARS

252.225-7001; DFARS 252.225-7002; DFARS 252.225-7012

3 To what extent are spares being provided by the OEM beyond the contract period and the one-year warranty? Specification details will be provided in the solicitation when it becomes available in July 2022.

4 What is the typical progress payment schedule for each procured item? We assume the schedules will vary, depending on size and scope of the equipment.

Progress Payments are based on incurred costs in accordiance with FAR 52.232-16. Please refer to the full text of this clause for details at https://www.acquisition.gov/far

5 Do you have available any sample performance and payment bonds which you typically use for this contract?

Standard Forms 24 and 25 are typically used for Bid Bond and Performance/Payment Bond requirements. Those forms are available on line at https://www.gsa.gov/forms

6 What are the RAM criteria for each system and its individual components? This may be helpful in predicting the timeline and quantity of needed spares during the operating cycle per unit? Specification details will be provided in the solicitation when it becomes available in July 2022.
