59 03/28/22 61 01 11 00 1.7 Please confirm if Government has already submitted the Project to Italian Mixed Commission Authorities (COMIPAR) and consequently obtained the approval of GENIODIFE (Direction of Works and State Property) according to D.M. 16/01/2013.

Confirmed the project has been approved by the CMC on 22 DEC 2021.

60 03/28/22 61 01 11 00 1.7 It is understood that contractor has to obtain the Landscape Authorization permit

"PROCEDURA DI

AUTORIZZAZIONE

PAESAGGISTICA (art.

146 E 149 Dlgs 42/2004)". Please confirm if the Government obtained a Preventive Landscape Authorization as required by Legislative Decree 22/01/2004 n.42, for the restricted area of Torrente Ossena (n.25 of R.D.

CMC.

61 03/28/22 63 01 14 00 1.2 Please clarify requirement for fencing of Temporary Gate 3. It is understood that the Government will provide temporary concrete barriers similar to the ones already in use in the base (cfr. Section 01 11 00 pag 60) to be installed according to drawing layout C-114. It is not specified if wire connecting will be provided. Please confirm if the wire connection is required and if it will be provided by the Government with all needed accessories?

Continuous 3/4" min. steel aircraft cabling attached to the top of the barrier with steel eyebolts shall be provided with the temporary concrete barriers.

160m of steel cabling will be government furnished with the temporary concrete barrier indicated in Section 01 11 00.

Steel cabling, including anchoring, shall be installed by the Contractor.

62 03/28/22 985 09 90 00 1.4.2 With reference to paint and coating, it is requested for whoever to perform the work to be certified SSPC QP 1. It is intended that this qualification applies only for works on steel surfaces on site, reading the specs it seems that this ceritification could be applicable to any type of support such as concrete, mortar, gyps or any other material. Could the Government confirm that it is applicable for only steel surfaces?

QP1 is a minimum level certification required by SSPC and is applicable to all surfaces pursuant to the Specifications.

63 03/28/22 625 05 30 00 1.3 Could the Government clarify and confirm applicability of listed LEED requirement on steel decks? Steel decks have limited amount of different components and seems unreasonable that, as per LEED requirements, at least 20 different permanently installed products have to be sourced from at least five different manufacturers that meet LEED criteria.

For the whole project it is required one QCM without this specific qualification but with expertise. Could the Goverment confirm that the nominated QCM as required in Section 01 45 00 Paragrapgh 1.5.1.2 of Specs would be sufficient?

Consistent with both Section 01 45 00.00 20 and 03 30 00, evidence of extraordinary proven experience may be considered by the Contracting Officer as sufficient to act as the Quality Manager.

66 03/28/22 1418 25 10 10 1.5.3 With reference to the existing Utility Monitoring and Control System (UMCS) that should manage the new installations under this contract, as per Specs the Contractor is required to submit to the Government within 90 days from NTP the existing condition report, design drawings and product datasheets.

Please clarify in order to obtain the required documents as specified above, if the Contractor should perform a complete survey of all the UMCS systems actually in use, in order to generate the existing condition report, as built drawings and datasheets? Or if the above listed documents will be made available by the Government to the Contractor?

Section 3.1 of Specification 25 10 10 states the requirements of an Existing Conditions Survey.

Verification of what is going to be installed and how it inter-relates to the existing UMCS is required to meet this section. In addition to field work, coordination with the Government on obtaining as-builts and data sheets for existing equipment should be considered as part of the project scope. The Existing Conditions Survey provides confirmation that the Contractor’s proposed system will be compatible with the existing UMCS system.

67 03/28/22 1479 26 31 00 1.2.1 Please clarify the responsibility of the Contractor in terms of obtaining the required permits for PV system.

Should the Contractor be responsible for requesting the permits directly to the different entities, it will be required to obtain from the Government a power of attorney allowing to act fully on behalf of the Goverment. This would include full access to Terna Portal that should be already active for the existing PV Systems in Aviano Air Base. In our experience the Contractor is entitle to prepare on behalf of the Goverment the necessary prefilled documentation with the only data under Contractor's control and afterwards the Goverment proceeds directly with local bodies/authorities.

Contractor is entitled to prepare on behalf of the Government all the necessary documentation for the photovoltaic system and assist (producing the necessary documents, and with Contractor's participation) the Government in carrying out all the practices at the Electricity Supplier and the authority in charge.

Afterwards the Government will proceed in signing the contract .

The Contractor will not legally represent the Government in payments related to the practice and activities on Terna's website.

However, Contractor shall assist the Government in preparing all documents needed.

68 03/28/22 1581 26 51 00 1.5.9 With reference to the Luminaires and to the required product tests as standard tests for the equipment, the list of testing laboratories that should have performed those tests appear to permit testing by only US entities. Could the Government clarify if testing performed by analogue European laboratories are acceptable if they provide the same (or better) certification?

69 03/28/22 758 07 24 00 3.5.1 With reference to the exterior finishing works (EIFS) it is required to clarify if the requirement of having on site a full time third party independent inspector during the entire peformance of the activities (from the beginning to the final completion, cleanup) is mandatory? Or if the presence of the third party inspector is sufficient for the verifications during the beginning of each phase of work.

Periodic inspections are acceptable rather than having a full time inspector on-site. Inspector shall be available at pre-installation conference, start of installation, periodic inspections during installation, and final completion in order to check all items on the Check List from Section 07 24 00 Paragraph 3.5.2.

70 03/28/22 Solicitation Factor 3 The solicitation requires that the Gantt chart may be on a single 11” x 17” page that will not count against the page limitations for the narrative. We respectfully request that you allow 2 11"x17" pages for the schedule to better describe the proposed phasing plan.

The Government will be accepting proposals per the submission instructions stated in Section 3.2, Factor 3 of the solicitation.

71 03/28/22 Please confirm if the Bldgs. 103 and 106 are both occupied. If so, please clarify if the Govt.
