N62470-20-R-4007 Requests for Information

1. We understand that this is going to be a Design-bid-build contract. Has the design phase already been awarded and/or completed and if design has been completed to which percentage of design. If the design has been awarded partially can we bid only for the design part?

RESPONSE: There is no remaining design to be awarded; PH 1 design is 100% complete.

This solicitation will be for ‘construction’ only.

2. Does this specific opportunity involve some design (to a certain percentage of design completion) or does it entail construction only?

RESPONSE: This solicitation will be for construction only.

3. Corporate Experience, Safety, Past Performance evaluation: is this based only on US Federal projects accomplished by the offeror or may projects delivered for private clients other than DoD be included in our qualification package? May we demonstrate both US Federal experience and private industry related experience?

RESPONSE: Generally, Offerors can submit US only projects, private industry projects or a combination of US and private industry projects. The solicitation will provide the definition of a “relevant” project for purpose of technical proposal submission and some projects ‘may’ be considered more favorably than other projects for purpose of evaluation. Please review the solicitation technical factor requirements indicated within the RFP package when issued.
