The PM is authorized by the Contracting Officer to perform general oversight and technical administration of the negotiated contract. The PM will administer the scope and NAVFAC corporate and outside agency interface.
The PM is also the point of contact on technical matters.

The Contract Specialist is responsible for all contract terms, changes or deviations requiring contract adjustments.
No changes to the contact scope will be made or additional work authorized without the prior approval of a
Contracting Officer.
4. Project Scope:
4.1. Scope Description: This project consists of all work necessary to develop and implement two separate aviation criteria training courses (21 hrs total content) relating to aviation facilities design criteria intended for delivery over three days. The Project Manager may shift the duration of each respective course as required to adequately cover the content, however, the combined overall duration of both courses is limited to three-days total (21 hrs total content/3 hrs break). The course content, in general terms, will cover significant topics in the Ref (j)
Document Training List. The intent is to summarize the significant topics, include special focus areas, lessons learned, and special instruction, and to tailor the material for the target audience.
4.1.1. (Base Contract) Airfield Planning and Design Course (Content only): The first training course titled
“Airfield Planning and Design” will be two-day class (14 hrs content/2 hrs break) and relate to planning and design of airfields also typically known as “horizontal” airfield facilities. This course is based mainly on UFC 3-260-01 criteria (ref ( j) (2)) but other references (j) content must be included.
4.1.2. (OPTION 1) Aircraft Hangars and other Airfield Structures Course (Content only): The second course titled “Aircraft Hangars and other Airfield Structures” will be a one-day class (7 hrs content/1 hr break) and relate to planning and design of significant airfield structures including aircraft maintenance hangars, corrosion control hangars and air control towers. This course is based mainly on UFC 4-211-01 criteria (ref (j)(6)) but other reference ( j) content must be included.
4.1.3. Training Execution: See Training Delivery and Execution, Training Execution and Schedule of Fees and Options
4.2. Qualifications of Developers and Instructors: Content developers and instructors shall have 10 years minimum design experience the respective general topics (Airfield Planning and Design and Airfield
Hangars/Structures (Aircraft Hangars, Air Traffic Control Towers, etc.) ) for the two classes. The developer/instructor for Airfield Planning and Design content should have minimum three past projects experience utilizing UFC 3-260-01 criteria (ref ( j) (2)). The developer/instructor for Airfield
Hangars/Structures content should have minimum three past projects experience utilizing UFC 4-211-01 criteria (ref (j)(6)). Each should be a professional engineer/architect registered in their respective states and/or others. Each developer/instructor should have specialized subject matter training for the respective general topics beyond that obtained for their professional degrees. Trade symposiums, conferences, and other professional training sponsored by recognized professional organizations contribute towards this requirement if it is related to the content topics.
4.3. Target Audience: The target audience is mainly comprised of Navy/USMC professionals associated with the design, planning and management of aviation facility projects including aviation/airfield facility planners, architects and engineers (civil, geotechnical, structural, mechanical, electrical, fire protection, and cost) . The audience will also include other associated airfield professionals including Community Planning and Liaison
Officers (CPLOs), project managers, airfield safety personnel, and airfield managers.
4.4. Training Goal: The intent is that the target audience is to gain familiarization with major UFC/UFGS in the
Ref (j) Document Training List and resources, significant technical content topics common to airfield planning and design, special focus topics with historical problems, lessons learned, best practices, and significant processes unique to aviation facility design.
4.5. Training Content: Develop training content slides for the following minimum topics not necessarily in this order: (additional topics may be added within the respective broader topics and some topics may be condensed)
All topics should be developed with high-level overview, diagrams, examples, photographs, glossary, where to find key information, and relevant design considerations where possible. Content must be developed/edited to fit the allotted time for the respective course.

5. Meeting/Workshop Scope –
5.1. General Meeting Requirements: General Meeting Requirements for the various onsite workshops and meetings.
5.1.1. Manage meeting to achieve necessary goals. Facilitate discussion, resolution, and finalize responses to review comments. Tele-conference should be established to facilitate participation of remote meeting attendees.
5.1.2. Discuss and clarify any requirements for the overall system and its subsystems.
5.1.3. Come to consensus on baseline requirements and best practices
5.1.4. Track issues, parking lot items, action items, and other follow-up items requiring resolution. Develop plan to facilitate and resolve outstanding items outside of meeting.
5.1.5. Incorporate decisions and recommendations into deliverables.
5.1.6. Develop meeting minutes, final comment responses, and actions. Submit to Project Manager for review within 7 days of conclusion of meeting.
5.2. Government Review Requirements:
5.2.1. General Review Requirements for the submittal reviews. (See Scope Phases, Meetings and
Requirements below.):
5.2.1.1. The Whole Building Design Guide (WBDG) Criteria Management System (CMS) will be used to manage submittal reviews and the comment resolution process. The consultant is required to use the system to post submittals and manage/resolve comments.
5.2.1.2. The Project Manager will announce the review process and schedule for each submittal.
5.2.1.3. The consultant will review comments and formulate responses in preparation for the comment review meeting. The consultant must:
5.2.1.3.1. Respond to and resolve comments in the CMS system.
5.2.1.3.2. Make documents available for electronic review in the CMS system.
5.2.1.3.3. Consolidate and categorize comments for tracking, review, and action
5.2.1.3.4. Contact reviewers to discuss comments that need clarification prior to review meeting
5.3. Scope Phases, Meetings and Requirements:
The following is an outline to be followed for the aviation community training development process.
5.3.1. Kick-off Meeting: Conduct a Kick-off meeting with the representation from the consultant, Project
Manager, and the working group team. The focus of this meeting will include:
5.3.1.1. Review criteria development process
5.3.1.2. Review the project scope
5.3.1.3. Review training expectations and target audience
5.3.1.4. Review and finalize training content outline
5.3.1.5. Discuss special content as focus areas to address problematic topics for the government
5.3.1.6. Confirm schedule
5.3.1.7. Consultant to distribute final meeting minutes and revised/final content outlines
5.3.2. 65% Submittal: Develop 65% level draft slides with placeholder slides for all content. Full outline of content to be presented should be evident with clear formatting of slides, photos, drawings, etc. to give full sense of plan, approach and content. Some slides should be fully developed while others may still be outlined and show intended structure so that entire presentation is 65% complete.
5.3.3. 65% Submittal Government Review: Conduct Review in accordance with Government Review
Requirements.
5.3.4. 65% Submittal Review Meeting: Conduct meetings in accordance with General Meeting
Requirements. Conduct a 65% review meeting with the representation from the consultant, Project
Manager, and the working group team. The focus of this meeting will include:
5.3.4.1. Demonstration of current submittal training content
5.3.4.2. Review and resolve comments.
5.3.4.3. Identify areas of increased/reduced content.
5.3.4.4. Discuss appropriate detail of content.
5.3.4.5. Discuss outstanding project issues.
5.3.4.6. Discuss plan, schedule, admin and technical issues.
5.3.5. Pre-Final Draft Submittal: The Pre-Final draft submittal should represent a complete document in that all sections are fully formed with the level of detail expected in the final document. All content slides should be fully developed with content, photos, examples and graphics as applicable. A class syllabus and agenda should be presented. It is intended that this material is fully developed except for incorporation of any subsequent review comments.
5.3.6. Pre-Final Draft Submittal Government Review: Conduct Review in accordance with Government
Review Requirements.
5.3.7. Pre-Final Draft Review Meeting and Dry Run Presentation. Conduct meetings in accordance with
General Meeting Requirements. A Pre-final Presentation / Dry-run rehearsal shall be provided to validate material, presentation and duration. Government comments and feedback will be provided immediately. Also at meeting include:
5.3.7.1. Dry run walk-through enough to explore content and understand depth of coverage.
5.3.7.2. Review and resolve comments.
5.3.7.3. Identify areas of increased/reduced content.
5.3.7.4. Discuss plan, schedule, admin and technical issues.
5.3.8. Final Submittal: The Final submittal should represent a document ready for publication. It must include the following:
5.3.8.1. Final electronic content slides with all comments incorporated
5.3.8.2. Final Class Syllabus
5.3.8.3. Final Class Agenda
5.3.9. Final Submittal Government Review: Conduct Review in accordance with Government Review
Requirements. Government will review for final back check of comments.
5.3.10. Final Submittal Review Meeting: Conduct meetings in accordance with General Meeting
Requirements. Final meeting will be conducted by phone if required.
5.4. Training Execution:
5.4.1. Delivery and Execution: The consultant will develop and deliver the training by qualified personnel.
It must be designed to be delivered by one instructor per class that is an expert for each respective class with qualifications listed above. Course 1 will be delivered and piloted on-site at Norfolk Naval Station, in Norfolk, Virginia (Base contract). The course will be delivered on (TBD). The specific date will be coordinated following award of this contract. Course 2 will be delivered and piloted on-site at Norfolk
Naval Station, in Norfolk, Virginia (Option 1). The specific dates will be coordinated following award of this contract.
Additionally as options, the two classes may be offered independently or jointly at additional locations including NAVFAC Southwest in San Diego, CA; NAVFAC Pacific in Honolulu, HI; NAVFAC
Southeast in Jacksonville, FL; NAVFAC Northwest in Silverdale, WA, NAVFAC EURAFSWA in
Naples, Italy, and NAVFAC FAR EAST in Yokosuka, Japan. See Contract Options.
The courses will be provided and presented electronically utilizing Microsoft Power Point, compatible with the 2016 version. Course materials shall be provided to each student consisting of a hard copy of the presentation and all corresponding course materials. For purposes of this scope, the course size will consist of thirty (30) students at each location. Provided training shall be certified so that hours can be used as CEU/PDH’s towards state licensure requirements.
5.4.2. Training courses may be executed concurrently or independently in accordance with project scope.
Classes are set up as base plus options. Execution dates are TBD by the project manager in accordance with project scope. Consultant will gather student course feedback at the end of the course and will compile and forward to the Government Project Manager.
5.4.3. After Action Review (AAR): Consultant shall participate in an After Action Review with the
Government Project Manager to review student feedback to make adjustments to the course material as is required. The AAR will be executed via telephone unless done onsite after class.
5.5. Meetings Summary

7. Submittal Due Dates: Work shall begin upon receipt of contract document and pursued diligently in accordance with the date schedule established therein. Assessment of the schedule shall be provided monthly to the NAVFAC
Atlantic PM.

d) Documents required to be submitted in portable document format (PDF) shall be fully bookmarked including chapter and section titles, UFC format numbers, and page numbers. Drawings shall be bookmarked by title and drawing number. Bookmark pane shall be visible when opening the document.
e) Graphics and diagrams used shall also be submitted in their original source format (Microsoft Visio, Adobe
Illustrator, AutoCAD, etc.) and JPEG.
f) Sketches and diagrams used shall also be submitted in original source file AutoCAD 2007 format and be developed in accordance with reference (a).
