1.1 NOTICE TO OFFERORS

1.1.1 THIS SOLICITATION IS BEING ISSUED AS AN UNRESTRICTED FULL AND OPEN, TWO- PHASE

PROCUREMENT. THE NAICS CODE FOR THIS PROCUREMENT IS 236220 AND THE SIZE STANDARD

IS $36.5M.

1.2.1 GENERAL OVERVIEW OF PROCUREMENT PROCESS

This solicitation is formatted as a Request for Proposal (RFP) according to FAR Part 36.3 and FAR Part 15. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. This acquisition will be solicited as a competitively negotiated two-phase procurement.

Phase I of the solicitation is in accordance with FAR Part 36.3. The Phase I technical proposal and will address

Technical Approach, Corporate Experience and Past Performance. The Phase I evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be notified and invited to submit a Phase II proposal package.

Phase II of the solicitation is in accordance with FAR Part 15 and shall be comprised of written technical and price proposals. The Phase II written technical proposal will address Safety and Technical Solution. The Phase II price proposal will address Price.

1.2.2 The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contracts to other than the offeror submitting the lowest total price; to award to other than the offeror submitting the highest technically rated proposal; and to award to the offeror(s) submitting the proposal(s) determined by the Government to be the most advantageous (best value) to the Government. OFFERORS

ARE ADVISED THAT AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT

CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable price and technical terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.

1.3 GENERAL OVERVIEW OF CONTRACT

1.3.1. This acquisition will result in the award of approximately five (5), Firm Fixed Price (FFP) Indefinite-

Delivery/Indefinite Quantity (IDIQ), Design-Build/Design-Bid-Build Multiple Award Construction Contracts

(MACCs) for the Sustainment, Restoration and Maintenance (SRM) construction projects, Military Construction

(MILCON) Projects, and Special Projects identified in the Maintenance Execution Plan (MEP) for FY 2018 through

2022 located on Camp Lemonnier, Djibouti, also worldwide. The Government intends to award approximately five

(5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors and their relative importance in the solicitation.

1.3.2. Construction projects to be performed under this MACC will primarily consist of general building type projects (new construction, renovations, alterations, demolition, repair work, and any necessary design) including:

industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, retail, food service, dormitory, community support facilities and both vertical and horizontal construction for Department of Defense activities in the Camp Lemonnier, Djibouti, Africa, whose Area of Responsibility (AOR) includes facilities located in Kenya, Africa, areas managed by NAVFAC EURAFSWA, but also worldwide.

1.3.3 The completion date for the basic contract is one (1) year from the date of contract award with four (4) one-year option periods. If the overall contract value is reached prior to expiration of a period, completion will occur at that point. The total five-year (base and four one-year options) estimated construction cost for all contracts is not to exceed $240,000,000.00 for the life of the contract. Projects for the MACC have an estimated construction cost between $3,000,000 and $50,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. The Government guarantees an award amount of $10,000.00 to each successful offeror over the full term of the contract, including option years. A task order for the minimum guarantee will be issued concurrently with the award of the basic contract for the contractors awarded an IDIQ but not awarded the seed project.

1.3.4 After award of the initial contracts and "seed" project, the successful IDIQ contractors will compete for future task orders. The request for proposal for each proposed task order will state the selection method for that task order.

Task order selection may be based on lowest price, lowest price technically acceptable, or best value trade-off. Only the successful IDIQ contractors will compete for task orders. Should an IDIQ contractor with a guaranteed minimum be unable to competitively secure a task order to meet the $10,000 minimum guarantee, the Government reserves the right to negotiate a task order directly with that contractor.

1.3.5 The intent of this contract is that all offerors selected to proceed to Phase II will have the opportunity to submit pricing for the seed project. Offerors not submitting pricing for seed project will be considered nonresponsive to the solicitation and will not be evaluated. Offerors must submit a price for CLIN 0001 at or below the statutory cost limitation for the seed project to be eligible for award.

1.3.6. Each task order will contain project specific evaluation factors that will vary depending on the unique requirements for each task order. Additionally, each task order will cite a specific completion date and associated liquidated damages.

1.3.7 A minimum of two proposals will satisfy the competitive requirements of the Multiple Award Construction

Contract (MACC) and preclude the necessity of soliciting for a replacement contractor if for any reason one or more of the contracts is terminated or the offeror is not able to participate in the process. The Government may choose to not exercise an option.

1.3.8 Contractor Performance Information: Contractor’s performance will be evaluated using the respective contractor performance evaluation report entry system located on the website http://www.cpars.gov/. Prior to commencement of work the contractor is required to provide the government with the name, phone number and e-mail address of the “Contractor’s Representative” that will be responsible for receipt and review of draft performance evaluations prepared by the government in the appropriate system. It is the contractor’s responsibility to keep this contact information current

2. GENERAL OVERVIEW OF THE SEED PROJECT

2.1 The initial project to be awarded as the first task order “seed” in Phase II is identified as Design-Bid-Build

(DBB) MILCON Project P505, Aircraft Parking Apron Expansion. The statutory cost limitation for this project is

$11,827,773.00. This project will provide an expansion of an existing concrete aircraft parking apron to support the steady-state and transient aircraft parking requirement. The project also includes an aircraft washrack required at all airfields to clean aircraft and prevent corrosion. Pavement will consist of new Portland cement concrete (PCC) with base course on a compacted subgrade to support aircraft, including P-8A, C-17, and C-5. The parking apron will include grounding points and tie downs for aircraft. This project will also regrade and provide aircraft rated asphalt pavement over base coarse and compacted subgrade for the existing apron islands to provide for taxi in/taxi out access and parking. The contract completion date for the seed project is 740 calendar days after notice to proceed.

Phase II of the solicitation will include the General Requirements for the seed project.

Pursuant to FAR 52.232-18, Availability of Funds, the Government's obligation under this solicitation, or any task order or contract that might result from the solicitation is entirely subject to, and contingent upon, the availability of appropriated funds. Should the Government be unable to award the seed project, the Government guarantees an award in the amount of $10,000.00 to each successful offeror upon award of the Multiple Award Construction

Contracts. This minimum guarantee is over the full term of the contract, including option years. No legal liability on the part of the Government shall arise until funds are made available to the Contracting Officer and a task order or contract is awarded by the Contracting Officer. Any offeror proposing on this solicitation does so at its own cost and with the full knowledge that a task order for the seed project, might not result from this solicitation.

3. BASIS FOR AWARD

3.1 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered.

3.2 The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the

Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3.3 The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

3.4 Factor 1 (Technical Approach), Factor 2 (Corporate Experience), and Factor 3 (Past Performance) will be evaluated in Phase I. Factors 4 (Safety), Factor 5 (Technical Solution) and Price will be evaluated in Phase II.

Factor 1 will only be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 1, then they will not be considered for Phase II. In Phase II, Factor 4 (Safety) will only be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 4, they will not be eligible for award, unless the deficiency(ies) is/are remedied through discussions. In making the best value award decision after Phase II, the government will consider http://www.cpars.gov/

Factors 2, 3, 5 and price. The relative order of importance of the non-price evaluation factors is that adjectivally-rated technical factors (Factors 2 and 5) are equal to each other and when combined are of equal importance to the performance confidence assessment (Factor 3). The combined non-price factors are approximately equal to price.

3.5 Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.

4. EVALUATION FACTORS FOR AWARD

1 . The solicitation requires the evaluation of price and the following non-price factors:

Phase I:

Factor 1 – Technical Approach

Factor 2 – Corporate Experience

Factor 3 – Past Performance

Phase II:

Factor 4 – Safety

Factor 5 – Technical Solution

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the

Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

2. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

(1) Solicitation Submittal Requirements:

Offerors shall submit one (1) marked “original”, one (1) marked “copy”, each in separate three-ring binder, and one

(1) electronic copy (CD format) of the solicitation submittal requirements identified below. The electronic copy does not have to include the price for the seed project; however, the price for the seed project must be included in the original and hard copies. In case of variation, the original hard copy proposal takes precedence over electronic or copies.

(2) Basis of Evaluation: The Government will evaluate price based on the total price for the seed project. Total price consists of the basic requirements and all option items, if applicable. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

(b) Non-price Factors:

Solicitation Submittal Requirements:

- Submit information for Factors 1-3 under Phase I

- Submit information for Factors 4-5 under Phase II

Factor 1 – Technical Approach:

(i) Solicitation Submittal Requirements:

The composition and management of the firms proposed as the design-build (DB) team for this contract will be evaluated in this factor. Both design-build and design-bid-build projects are contemplated under this MACC.

Therefore, the Offeror is required to address the design firm to be proposed on the MACC and anticipated future projects

The Offeror shall submit the following information:

(1) Provide a narrative describing the proposed primary construction firm(s) and primary design firm(s) for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. Offerors shall clearly state the

Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and CAGE code. The designated firm will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order. The Offer must provide a supporting signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment with the

Architect-Engineer firm that is proposed to be utilized as the Designed of Record (DOR).

If the experience of a design subcontractor is being claimed in Factor 2, the firm must be named in the above narrative and organizational chart. The organizational chart can be on one single sided 11”x17” size paper and will count as one (1) page.

The technical approach narrative shall be limited to one (1) double-sided page 8½” x 11” (or two (2) single-sided pages). The information requested in item #2 below is not included in this page limitation.

(2) In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for each member of the Offeror’s team identified in the narrative or on the organizational chart (e.g., joint venture partner, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).

(ii) Basis of Evaluation:

The assessment of the Offeror’s technical approach will be used as a means of evaluating the capability of the

Offeror to successfully meet the requirements of the RFP. This factor will be rated on an Acceptable or

Unacceptable basis. Offerors that are rated Unacceptable will be found ineligible for participation in Phase II.

Factor 2 – Corporate Experience:

The Offeror shall submit the following information:

(1) Construction Experience:

Submit a minimum of three (3) up to a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the projects proposed for this MACC. A project is defined as a complete construction effort performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

The Offeror shall have acted as the prime contractor on submitted projects. Offerors’ experience performing as subcontractors will not be considered, nor will experience of companies proposed to work as subcontractors on the awarded contract.

For purposes of this evaluation, a relevant project is further defined as:

Recency: Projects submitted for the Offeror must have been completed within five (5) years of the date of issuance of this RFP. Ongoing projects will not be considered.

Size: All projects shall include a final price of at least $10,000,000 in order to be considered relevant.

Scope/Complexity: New construction or renovation/repair of an Aircraft Maintenance Hangar; Aircraft

Parking Apron; Unaccompanied Housing, Bachelors Quarters; or Hotel.

Additionally, submitted relevant projects shall, cumulatively, demonstrate the following characteristics:

a) Experience with both new construction (at least one (1) project) and renovation (at least one (1) project).

b) At least one (1) relevant project must demonstrate experience with design-build.

c) At least one (1) relevant project must have a final price of $30,000,000 or greater.

The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the

Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project shall include a statement that clearly describes the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the

Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the JV members. Offerors who fail to submit experience for all JV members may be rated lower. Offerors are still limited to a total of five (5) projects combined. For a JV, the offeror shall submit the signed JV agreement. For 8(a)

Mentor-Protégé Joint Ventures, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies

(name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

Experience of proposed subcontractors will not be considered for construction experience.

(2) Design Experience

Submit a minimum of three (3) up to a maximum of five (5) relevant design projects performed by the proposed

Designer Of Record that best demonstrates experience in a diverse range of design tasks similar in size, scope and complexity to the projects proposed for this MACC. A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. Information for submitted each project must demonstrate that the

Designer of Record acted as the designer of record on the submitted project in order to be considered under this factor.

For purposes of this evaluation, a relevant project is further defined as:

Recency: A project submitted under design experience will meet the recency requirement if (a) the construction effort was completed within the five (5) years immediately preceding the date of issuance of the RFP, regardless of the design completion date, or (b) the construction effort is ongoing, but the design completion date was reached within the five (5) years immediately preceding the date of issuance of the RFP. The design completion date and/or construction completion date shall be clearly stated on the Construction & Design

Experience Project Data Sheet (Attachment A). Projects in which design work is still ongoing will not be considered.

Size: The construction project must have a final price of $10,000,000 or greater. Offeror must provide sufficient information to determine the final construction price .

Scope/Complexity: Design of new construction or renovation/repair for Aircraft Maintenance Hangar;

Aircraft Parking Apron; Unaccompanied Housing, Bachelors Quarters; or Hotel.

Additionally, submitted relevant projects shall, cumulatively, demonstrate the following characteristics:

a) Experience with design of both new construction (at least one (1) project) and renovation (at least one (1) project).

b) At least one (1) relevant project must demonstrate experience with design-build

c) At least one (1) relevant project must have a construction final price of $30,000,000 or greater.

If meaningful involvement is not demonstrated, experience of the affiliate/subsidiary/parent firm will not be considered.

The Offeror may utilize experience of a design subcontractor as the Designer of Record in order to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor. If the agreement/letter is not provided or meaningful involvement is not demonstrated, experience of the proposed designer will not be considered.

(ii) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects for construction and five (5) for design. Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design

Experience will not be considered.

Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.

Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.

Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.

Relevant projects constructed in Djibouti may be considered more favorably.

Factor 3 - Past Performance:

If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for construction experience. If a completed AE

Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for design experience. If there is not a completed CPARS evaluation then submit Past Performance Questionnaires (Attachment B) for each project included in Factor 2 for both Construction Experience and Design Experience for which a CPARS is not available AN OFFEROR SHALL

NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

When using PPQs, the Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal.

Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mikel Outen via email at mikel.outen@navy.mil.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2, Corporate Experience. Offerors may also address any adverse past performance issues.

Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The

Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(b) Basis of Evaluation:

This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 2, Corporate Experience and may also consider past performance on other projects currently documented in known sources. For purposes of this evaluation, relevance will be evaluated based on the recency/size/scope/complexity parameters described in Factor 2.

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the

Contracting Officer’s responsibility determination. The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.

In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available or so sparse that no meaningful assessment can be performed, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR

15.305(a)(2)(iv).) In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.” Although the Government may not rate an offeror that lacks recent, relevant past performance favorably or unfavorably with regard to past performance, the Government may determine that a “Substantial

Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in a best value tradeoff as long as the determination is consistent.

Factor 4 – Safety

The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture; however, only one safety narrative is required).

Technical Approach to Safety:

Describe the Offeror’s technical approach to safety for its employees as well as the plan that the Offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. The Safety Narrative which shall include all information requested in this paragraph shall be limited to one (1) single-sided 8½” x 11” size page.

(b) Basis of Evaluation:

The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The

Government will evaluate the Offeror’s overall safety record and the Offeror’s plan to select and monitor subcontractors .The Government’s sources of information for evaluating safety may include, but are not limited to, Government agencies, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) and Contractor

Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The evaluation will collectively consider the Offeror’s technical approach to safety and other sources of information available to the Government. The

Government will also evaluate the narrative to determine whether subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project.

This Safety Factor will be rated on an Acceptable/Unacceptable basis.

Factor 5 – Technical Solution

Provide a narrative describing the technical solution to the seed project that meets the requirements of the RFP.

Include the following:

Summary of the technical approach including; the means/methods, material and tools to be utilized to complete the work; required phasing to maintain the airfield operations during construction; mitigation plans for anticipated problems, logistical challenges and site constraints.

A Project organizational chart that lists the key positions (Project Manager, Site Safety & Health Officer, Construction QCM, Superintendent, for each specific discipline as well as the communication flow with the

Government, and subcontractors)

- Provide a project schedule with a Gantt chart. Include the contract duration and all major aspects of construction project. The contract timeframe identified in the RFP defines the acceptable contract duration; a shorter contract duration is desirable. The Government will evaluate a comparison of the contractor’s proposed contract duration and the acceptable contract duration. The Government’s evaluation of the contractor’s proposed schedule is a means of determining whether the contractor understands the scope of work and approaches the tasks in a logical and effective manner. Provide a narrative that explains the proposed contract duration, scheduling innovations and methods to provide a shorter contract duration.

Narrative shall not exceed two (2) 8½” x 11” double-sided pages (or four (4) single-sided pages). In addition, one

(1) single-sided 11” x 17” organizational chart may be provided. One (1) single-sided 11” x 17” schedule Gantt chart may be provided to graphically present the contract duration.

(a) Basis of Evaluation:

The Government will evaluate the narrative, organizational chart, and schedule considering the extent to which the

Offeror demonstrates a clear understanding of the project requirements of the seed project. The Government will evaluate the Offeror’s technical solution to determine adherence to the technical requirements of the RFP including adherence to the provided schedule milestones.

A higher rating may be provided for a schedule that clearly identifies realistic accelerated contract completion durations.

In addition, the contractor’s proposed contract duration shall become an enforceable part of the contract and will be reflected in the awarded Contract Completion Date (CCD) to the successful offeror.
