About this file
This special notice provides information on a planned acquisition for Base Operations Support services at Isa Air Base and its outlying support site in Bahrain. The Naval Facilities Engineering Command will issue a solicitation for these services by the end of the first quarter of fiscal year 2019. The resulting contract will be an Indefinite Delivery Indefinite Quantity agreement for recurring and non-recurring work items over a ten-year period. Market research determined there was not a reasonable expectation of offers from two or more small businesses that would be acceptable at a fair price, so the procurement will be unrestricted. All interested parties are encouraged to register in the System for Award Management and monitor the Naval Electronic Commerce portal for additional details to be released in the forthcoming pre-solicitation notice.

N62470-18-R-3004 Base Operations Support (BOS) Services for Isa Air Base, Bahrain, and its outlying support site, including the Patriot Battery site in Riffa, Bahrain
THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION,
SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.
This special notice is being issued in order to provide all interested parties with information on the planned acquisition strategy as determined through market research. The RFP is estimated to be released at the end of the Government’s first quarter in FY19.
The work will be accomplished under an Indefinite Delivery Indefinite Quantity (IDIQ) contract that is comprised of both Recurring Work and Non-Recurring work items. The contract term will include a base period of up to 12 months and seven (7) one-year option periods. The NAICS code for this procurement is 561210, Facility Support Services with a size standard of $38.5 Million.
A sources sought notice was posted to NECO and FedBizOps on June 25, 2018 to determine availability and capability of qualified firms to perform the requirement. Market research revealed that there is not a reasonable expectation that offers from two (2) or more small businesses with acceptable technical proposals, at a reasonable price would be received if any type of set-aside was pursued. NAVFAC Atlantic’s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement.
This procurement will be solicited on an unrestricted basis.
