About this file
This special notice from the Naval Facilities Engineering Command provides information on an upcoming unrestricted solicitation for base operating services in Washington state. Market research determined there was not a reasonable expectation of offers from two or more small businesses at a fair price for the size and complexity of work. The solicitation will include an evaluation of small business participation plans from all offerors and standard small business subcontracting targets for large businesses. Additional details on requirements will be in a future pre-solicitation notice, with release of the solicitation expected in the second quarter of fiscal year 2019. Responsible sources may submit proposals which will be considered. Registration in the System for Award Management is required.

THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.
This special notice is being issued in order to provide all interested parties with information on the planned acquisition strategy as determined through market research.
This procurement will be solicited on an unrestricted basis. A sources sought notice was posted to NECO/FedBizOps 12 December 2017 (N62470-18-R-3002) to determine availability and capability of businesses to perform the requirement. Given the nature of this work, particularly the size and complexity, market research revealed that there is not a reasonable expectation that offers from two (2) or more small businesses with acceptable technical proposals, at a reasonable price would be received if any type of set-aside was pursued. NAVFAC Atlantic's Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement.
The solicitation will include NAVFAC’s standard small business evaluation factor which will require all entities to provide historical achievements in utilizing small business concerns as subcontractors and demonstrate their proposed small business participation and commitment strategies. In addition, large business entities will be required to provide a small business subcontracting plan which will include NAVFAC’s standard subcontracting targets.
All responsible sources may submit a proposal which shall be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/.
Additional information about the requirement will be provided in the pre-solicitation notice. The solicitation is estimated to be issued in the second quarter of the Government’s fiscal year. No additional information is currently available.
