N62470-17-R-5013 Market Research/Request for Information (RFI)
Naval Facilities Engineering Command (NAVFAC) Atlantic Mass Notification Transceiver
SUBJECT
Request for Information from Firms to Obtain Information to be Used in a Justification and Approval for Use of Other Than Full and Open Competition Under the Authority of FAR 6.302- 1.
DESCRIPTION
1. This is not a solicitation announcement. This is a Request for Information (RFI) announcement only. This is a market research tool being utilized in accordance with DFARS PGI 206.302-1 to obtain information to be used in a Justification and Approval for Use of Other Than Full and Open Competition under the authority at FAR 6.302-1. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process.
2. This is a survey of the market potential. This notice does not constitute a Request for Proposal.
It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Any information submitted by respondents to this notice is strictly voluntary.
3. NAVFAC Atlantic intends to award a construction contract to build a new facility located at Camp Lemonnier, Djibouti. The design specifications include a requirement to acquire, install, and program a mass notification transceiver during construction of this facility. The design specifications do not currently specify that the transceiver to be procured has to be manufactured by Federal Signal®. However, the transceiver is required to be compatible with the existing Federal Signal® mass notification system at Camp Lemonnier, Djibouti and must ensure compliance with the current Federal Signal® warranty program that is in place for that system.
Therefore, NAVFAC Atlantic intends to install a transceiver manufactured by Federal Signal® optimized, programmed, and commissioned by a Federal Signal® Qualified Technician for compatibility. This survey is to conduct market research to support this determination.
Necessary requirements of this mass notification transceiver are detailed below.
The mass notification transceiver equipment (“the transceiver”) procured as part of this requirement must be fully compatible with the existing Wide Area Mass Notification System (MNS) produced by Federal Signal®. The transceiver is to be installed, optimized, programmed, and commissioned during construction of a new facility at Camp Lemonnier, Djibouti.
The vendor must provide proof that will assure operational compatibility of the transceiver to be procured with existing equipment. The existing MNS consists of Federal Signal® notification equipment that utilizes brand name communication protocol protected under the manufacturer proprietary rights, patent laws, and product listings with Underwriters Laboratories INC (UL).
The transceiver to be procured must comply with UFC 4-010-01: Minimum Antiterrorism for Buildings, and UFC 3-600-01: Fire Protection Engineering for Facilities.
NAVFAC Atlantic is requesting information on the capabilities of other manufacturers of transceivers that meet the above requirements. NAVFAC Atlantic anticipates that using a manufacturer other than the one that manufactured the existing equipment that is currently installed in other buildings at this location will result in a substantial duplication of cost to the Government and result in unacceptable delays in fulfilling the Government’s requirements.
It is requested that firms submit to the contracting office a brief capabilities statement package (no more than 4 pages single-sided, singled-spaced, 12 point font minimum) demonstrating the following:
(1) Capabilities of the firm to meet the requirements above with specific information about past work involving mass notification transceiver equipment and compatibility with Federal Signal® equipment;
(2) Estimate of the time and cost associated with analyzing another manufacturer’s equipment for compatibility with the existing Federal Signal® equipment; and,
(3) Company profile to include DUNS number, CAGE Code, and statement regarding small business designation and status.
The package shall be sent via email: erica.s.walker@navy.mil
Package must be received no later than 12:00 PM Eastern Standard Time on 12 December2017.
Questions or comments regarding this notice may be addressed to Erica Walker via electronic mail (email) at erica.s.walker@navy.mil.
