Synopsis for Base Operating Support Services at Jebel Ali, U.A.E.
BASE OPERATING SUPPORT SERVICES FOR US NAVY COMPOUND, QUAY 9,
JEBEL ALI, U.A.E.
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS
PROCUREMENT WILL BE SOLICITED ON AN UNRESTRICTED BASIS. SOLICITATION
DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL
APPROXIMATELY 27 MARCH 2014.
Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic) intends to issue a request for proposal for Base Operating Support Services (BOS) for U.S. Navy Compound, Quay 9, Jebel Ali, U.A.E. The work includes, but is not limited to, providing all management, supervision, labor, materials, and equipment necessary to provide services for: General Information, Management and Administration, Facility Support (Facility Investment, Custodial, Pest Control, and Pavement Clearance), Waste Water, and Environmental.
The work will be accomplished under a combination Firm Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period with four one-year option periods. The NAICS code for this procurement is 561210, Facility Support Services with a size standard of $35.5 million.
These services are currently being performed under FFP IDIQ contract N33191-10-D-0207 by Inchcape Shipping Services.
Information about the current contract and the incumbent contractor (e.g., value of last option exercised, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for the information.
The anticipated date of RFP issuance is on or about 27 March 2014. Proposal due date will be on or about 12 May 2014.
Offerors can view and/or download the solicitation at www.fbo.gov when it becomes available.
Notices, amendments and responses to RFIs will also be posted to www.fbo.gov. All prospective offerors must register themselves on the website. This is the method that will be utilized for distributing amendments and other information to offerors. It is the offeror’s responsibility to check the website frequently for any amendments to the solicitation.
All responsible sources may submit a proposal which shall be considered by the agency.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and corporate experience information, along with a price proposal for evaluation by the Government. The best value lowest priced technically acceptable source selection process is anticipated to be used for this acquisition. The Government expects that the best value will result from selection of the technically acceptable proposal with the lowest evaluated price.

It is anticipated that the solicitation will require the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Technical and Management Approach Factor 3 – Safety Factor 4 – Past Performance
An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov.
