Questions and Answers - 10/8/15

1. It states on the last sentence of the first paragraph on page 26 of 72 that "A PMP certification would be preferred for the KM TDL lead." Since the word "preferred" is used, would it be "technically acceptable" to propose someone without a PMP?

ANSWER: Yes, a proposal without a PMP could be considered technically acceptable. However, a PMP certification will be considered a strong positive factor in the technical evaluation.

2. FAR 52.212-2 states: "(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered."

Will the government confirm that this contract will be evaluated in accordance with FAR 52.212-2 and not purely on the lowest price?

ANSWER: Yes, technical acceptability is the first evaluation criterion.

3. Page 25 of 72 - section 12. Personnel Requirements - It states that in addition all personnel must have experience in PPB&E and DON.

Question: Would you consider personnel that have all of the required experience based on the PWS requirements, but from supporting other federal agencies?

ANSWER: Yes this would be considered acceptable experience.

4. Factor 1 - Technical is based on FAR 52.212-1 - Instructions to Offerors-Commercial Items.

It states: (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.

Question: It's not clear whether a technical approach is needed to comply with the PWS requirements or just key personnel resumes? Can you clarify what is needed to specifically comply with Factor 1?

ANSWER: Yes a technical approach must comply with the Performance Work Statement.
