Technical Evaluation

Technical/Management Approach:

In order for an offeror’s proposal/quotation to be rated Technically Acceptable overall, each of the following factors must be rated Acceptable (see table 1 for definition).

Technical Factor 1: PWS Section 4 Technical Direction Letters

Offeror must demonstrate an understanding of, and an ability to meet, the requirements of each of the five general support categories:

PWS Section 4.1 – Knowledge Management

PWS Section 4.2 – Portfolio Management

PWS Section 4.4 – Financial Management

PWS Section 4.5 – Funds Execution

General statements that the offeror can or will meet the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrases of this RFP's Performance Work Statement/Specification in whole or in part, will not constitute a responsive proposal.

The offeror will be evaluated against the following criteria for each of the five general support categories:

1. Understanding and definition of the general support category supported by citation of a law, regulation, or official policy.

2. Written plan to support the requirements of each general support category. The plan must address specific steps/methodology, resources, risks, and priorities.

3. Provide at least one example of prior experience for each general support category that includes at a minimum: socioeconomic description of the customer, a general description of the scope of support, and specific accomplishments by the offeror for the duration of support.

Technical Factor 2: PWS Section 5 Place of Performance

The offeror must have facilities within the local commuting area of Naval Station Norfolk, Virginia. The offeror will be expected to attend frequent meetings at Naval Station Norfolk and must have individuals on the contract that are capable of gaining and maintaining access to Naval Station Norfolk.

Offeror must provide supporting documentation of contractor’s facilities location. Offeror must acknowledge and provide support for all key personnel (PWS 12.1) that they are located within the local commuting area.

Technical Factor 3: PWS Section 12.1 Key Personnel

The offeror must provide, for all proposed key personnel, the resumes (maximum length two pages per resume), offer letters, and copies of valid certifications that substantiate the personnel requirements for each key personnel position.
