About this file

This Sources Sought Questions and Answers document outlines requirements for a Naval Criminal Investigative Service (NCIS) robotic quadruped procurement. The agency seeks three small robotic dogs with electro-optical (EO) and LIDAR camera systems for dynamic entry specialists to use in high-risk building entries and dangerous area searches. Key technical specifications include the ability to navigate 7-inch obstacles, climb 7-inch stairs, provide views under furniture, operate in cluttered indoor environments, and maintain minimal operator-directed movement.

The procurement will use a Firm Fixed-Price contract, with potential purchase through government-wide available contracts (GWACs) or a purchase order. The agency's purchasing authority ranges from the Simplified Acquisition Threshold (SAT) for purchase orders to $500,000 for task order delivery orders. The desired timeframe for delivery is 90-120 days from order placement. The robots must be rugged, simple to operate, and require minimal training and maintenance, with operator-controlled movement and limited autonomous capabilities focused on stability and navigation.

SOURCES SOUGHT QUESTIONS AND ANSWERS – ROBOTIC DOG / N62385-25-SSA-0015

Question 1: What are the specific performance requirements for the quadruped's maneuverability in confined spaces and over obstacles?

Answer: Required to be able to stay upright while negotiating over 7-inch obstacles and climb 7-inch stair rises, and able to provide a view under beds and tables while searching a domicile or business

Question 2: What environmental operating conditions must the robots withstand?

Answer: Will be employed in mostly indoor domestic and business environments that could be filled with clutter, dust, and debris

Question 3: What are the required data output formats and communication protocols for the EO and LIDAR systems, and what are the specific needs for secure data transmission?

Answer: Unspecified – The controller will need to display the camera feeds and SLAM floorplan outputs from the EO and LIDAR systems without the need for any other system

Question 4: Are there any specific payload integration requirements beyond the EO and LIDAR systems?

Answer: If the EO system is not usable in low/no-light environments any required illumination (visible or IR) to allow the EO to operate in darkened rooms would also need to be addressed.

Question 5: What level of autonomy is expected for these robots?

Answer: The operator should direct all movement directions, autonomy could be limited to stability and limb movements needed to accomplish operator movement requests without falling over obstacles

Question 6: What are the agency's expectations for training, maintenance, and technical support post-delivery?

Answer: Robot should be rugged and simple to operate requiring minimal training, maintenance and technical support.

Question 7: What is the agency's preferred contract type, and how does that influence the pricing strategy and risk assessment?

Answer: We will be using a Firm Fixed-Price contract type. We are interested in purchasing the product any on existing government-wide available contracts (GWACs) if available, otherwise a purchase order will be issued.

Question 8: What is the agency's budget and timeframe for this requirement?

Answer: The Government cannot speak to the budgeted amount; however, we can relay that our in-house purchasing authority is up to the Simplified Acquisition Threshold (SAT) if issuing a purchase order, or up to $500K if issuing a task order delivery order. The desired timeframe/lead-time from order placement is 90-120 days or sooner.
