Statement of Work Naval Postgraduate School Glasgow Hall Room 109 Furniture Upgrade
1.0 Background/Introduction:
1.1 The Naval Postgraduate School (NPS) Graduate School of Operation and Information Sciences (GSOIS) requires removal and disposal of existing antiquated furniture as well as delivery of new replacement furniture with incidental installation services and electrical upgrades to facilitate a more modern learning environment.
1.2 GSOIS educational activities occur primarily in Building 302 Glasgow Hall. One of its primary classrooms is Room 109, a tiered lecture hall presently outfitted with auditorium style fixed seating for 167 students. The extant installed seating is antiquated, broken, and does not accommodate the modern student in terms of a capacity to recharge electronic devices frequently utilized by students.
1.3 The Government seeks a modern integrated seating solution (lecture hall seating with tabletop and swingout style attached chairs) with the following: installation of approximately 134 fixed student learning spaces (fixed table ‘desks’ and accompanying swing out seating with installed electrical connections); installation of tabletops to support approximately 18 free-standing chairs on the emergency exit row tier, and 5 Americans with Disabilities Act (ADA) compliant learning stations at the back of the hall (ground level entrance of the auditorium).
1.4 The Government seeks a solution which also provides for the dismantling, removal, and disposal of the extant furniture, as well as delivery and installation of modern replacement furniture, including installation of electrical conduit and wiring from student desks up to a common (in room) junction box (to be installed separately by the government); Note: contractor shall coordinate with Naval Facilities Engineering Command (NAVFAC) personnel to complete electrical rough-in work which will terminate at location of future panel’s installation.
2.0 Scope:
2.1 The contractor shall provide all project management, tools, materials, technical expertise, and equipment necessary to disassemble, remove, and dispose of existing furniture. Contractor shall provide all project management, tools, materials, technical expertise, and equipment necessary to deliver and install new modern furniture, electrical conduit, and wiring to a common distribution panel in Glasgow Hall room 109.
3.0 Deliverables and Tasks:
3.1 Item 1: Disassembly, Removal, and Disposal of Existing Furniture.
3.1.1 Contractor shall disassemble fixed existing furniture which consists of student tabletop desks with connected swing-out style seating. Contractor shall take all prudent measures to ensure that disassembly activities do not damage concrete flooring and minimize damage to carpeting in the classroom.
3.1.2 Contractor shall remove all disassembled furniture from the building and transport it off Naval Postgraduate School grounds to a State or Federally-approved disposal, reclamation, or other disposal point. Contractor shall dispose of all furniture and materials in accordance with local, State, and Federal laws.
3.2 Item 2: Furniture. Contractor shall deliver, on a brand name or equal basis, Dauphin brand furniture which meets the following salient characteristics and quantities. Contractor may propose substitute brand names and models provided that contractor identifies how proposed items satisfy agency requirements. Contractor shall provide Dauphin brand Rota model student seats and accompanying tabletops (18” width/work surface) which integrate swing-out style seating and include electrical connectivity. See attachment for proposed layout.
3.2.1 Contractor shall provide modular integrated desks (with swing-out seating) which accommodate 134 students.
3.2.1.1 Contractor shall provide swingout style chairs which contain a durable cloth-covered cushion and webbed (or other mesh-like material designed to promote breathability) seatback, such as the Speed-O, Flexo, or Vida models. Students are generally military personnel between the ages of mid-20s to early 30s. Any seating proposal shall be designed to maximize seating for long periods (2 - 3 hours of academic lecture). Contractor may substitute the specific models identified, provided any such proposal meets the cushioned cloth seating with breathable backing requirement.
3.2.1.2 Contractor shall provide seating whose colors maintain harmony with the existing auditorium and the Naval Postgraduate School’s colors (specifically, Blue-PMS295 and Yellow-PMS129).
3.2.1.3 Contractor shall provide swingout seating which, when in its resting (unoccupied) configuration, provides not less than 12” of egress space from the back of the swingout seat to the front of the row immediately behind that seat.
3.2.1.4 Contractor shall provide swingout seating which provides the student 360-degree rotation capability with automatic, spring-loaded return capability which returns the seat to a forward facing configuration.
3.2.1.5 Contractor shall provide seating whose support column and swing arms are sufficiently sturdy to support physically fit military personnel.
3.2.2 Contractor shall provide for tables/desk surfaces (without swing-out seating) which will accommodate 18 students. Note, tables and chairs are for the exit row (tier 4 in accompanying layout) located in the middle of the auditorium and the two tables immediately adjacent to the normal entry/exit doors located in the uppermost row next to the ADA-compliant seating.
3.2.2.1 Contractor shall provide 18 student chairs (free-standing and not swing-out style).
3.2.2.2 Contractor shall provide free-standing chairs whose characteristics match the swing-out style chairs in terms of cloth-covered cushion seating and breathable seatback and 2-3 hour comfort rating. Contractor shall provide chairs whose color and style compliment the swingout style seating in Paragraph 3.2.1.
3.2.3 Contractor shall provide ADA- compliant stations (without swing-out seating) which accommodate 5 students.
3.2.4 Contractor shall provide tabletops which allocate each student a work area not less than 48” length by 18” width.
3.2.5 Contractor shall provide desks whose frame color is dark metallic gray.
3.2.6 Contractor shall provide desks which contain one US standard 120v plug (with 110vac-5vdc transformer) and a minimum one Universal Serial Bus (USB) plug per every two students.
3.2.7 Contractor shall provide desks which include front-mounted modesty panels designed to block instructor’s view of students’ lower bodies below the desk level due lecture hall layout. Note: due to the tiered nature of the auditorium, modesty panels shall extend from the desk level to a point approximately an inch or two above the floor. Contractor shall provide modesty panels whose color maintains the flow and harmony with the auditorium, does not interfere with the auditorium acoustics, and keeps in consideration other characteristics of the furniture described herein.
3.2.8 Contractor shall provide desks whose desktops are designed to reduce glare or reflections of ambient lighting; desktops shall present a light-colored wood finish. Contractor shall provide desktops where the side facing the student presents a curved bullnose leading edge.
3.2.9 Contractor shall provide desks, which when installed, maintain the natural curvature of the auditorium and row in which they are installed.
3.2.10 Contractor shall provide sufficient quantities of conduit, couplers, connectors, anchors, wire, and other materials as necessary to provide electrical power as described in 3.2.6.
3.3 Item 3. Furniture & Electrical Installation.
3.3.1 Contractor shall perform all project management activities necessary to coordinate and execute delivery and installation.
3.3.2 Contractor shall install furniture in accordance with the proposed layout.
3.3.3 Contractor shall install furniture in accordance with the furniture manufacturer’s guidelines.
3.3.4 Contractor shall complete all installation not later than a date coordinated by and agreeable to both the contractor and the government Contracting Officer’s Representative.
3.3.5 Contractor shall surface mount electrical wire in accordance with all applicable local and national codes, connecting the load end of each branch to the tables/desks where necessary and in accordance with the furniture manufacturer’s guidelines. The line (supply) end will be routed up to the single existing electrical junction box (or the proposed location if the box is not installed at the time of the contractor’s work). Contractor shall provide electrical wiring sufficient in length and rating to support the electrical connectivity requirements described above. Note: if government installed Room 109 common electrical panel is installed at the time of contractor work, contractor will coordinate with NAVFAC personnel to complete electrical installation into the local distribution panel, otherwise, all electrical rough-in work will terminate at the location of the distribution panel’s future installation leaving minimum work to complete the routing of power to the lecture hall seating areas.
3.3.6 Contractor shall install electrical conduit such that the location and manner of anchoring minimizes tripping hazards. Contractor will route wiring across stairway elements in the auditorium beneath the extant carpeting and in a manner which will minimize the wiring conduit’s exposure to routine foot traffic.
3.3.7 Contractor shall install electrical wire and conduit installation from desks to junction box in accordance with the Unified Facilities Guide Specifications.
