Office of Contracting and Logistics Management Revised 13 August 2018
2. Specify characteristics of the material or service that limit the availability to a sole source/brand product (unique features, function of the item, etc.). Describe in detail why only this source/brand can furnish the requirements to the exclusion of other sources/brands.
1DOF gyros are commonplace. 2DOF gyros are available where the second DOF is not a gimbal, instead wheel speed variation is used (not desired). Only two companies are capable of making 3DOF gyros, where all three DOFs are gimbals (not wheel speed variation). The only other vendor capable of making such a product no longer offers such.
3. Indicate if the requested material or service represents the minimum requirements of the Government.
3 Degrees of Freedom (DoF) Complete software set to interface with MATLAB/SIMULINK. Other software is acceptable as long as it is self-contained (I should not need to go buy more software in order to make it work).
Real-time SIMULINK capability (allows P.I. to execute changes while an experiment is running) or equivalent if using alternative software (e.g. Quanser’s use of LabView) Sensors yielding knowledge of gimbal angles, gimbal angle rates, spinning-rotor position and rates, and gyroscope torque output User-written control laws and gimbal steering laws
4. Indicate if the material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect or interface with the existing system.
must be compatible with (if any):
Prefer MATLAB/SIMULINK, but I see the vendor uses LabView. This could be acceptable if the entire experimental apparatus is self-contained (I don’t need to go buy more software in order to utilize the hardware).
Standard US Power (110V AC 60 Hz wall socket) requirement I declare that I need the 4 items listed. The final item QUARC is what makes their gyroscope compatible with MATLAB/SIMULINK and also provides the real-time interface equivalent to the “real-time SIMULINK” package of the ECP gyroscope If LabView is used, not MATLAB/SIMULINK, I need to be able to download data in a common, non-proprietary format (e.g. Excel, .dat files, others).
5. Does a patent, copyright or proprietary data limit competition?
No.
*** If additional space is required, please attach a continuation sheet.
6. Are the items “direct replacement” parts/components for existing equipment? If so, provide the information about the Next Higher Assembly (NHA)/equipment which the replacement parts are going into (e.g., description, model, part number, Original Equipment Manufacturer (OEM), etc.).
NO.
Office of Contracting and Logistics Management Revised 13 August 2018
7. Provide any additional information to support a sole source/brand name sole source procurement. The rationale must justify “either” substantial duplication of cost to the Government that is not recovered through competition or unacceptable delays in fulfilling the mission of the agency.
Only one vendor is capable of producing the equipment required by the government.
TECHNICAL OR REQUIREMENTS CERTIFICATION
I CERTIFY THAT THE STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE ARE
COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE
PROCESSING OF THIS SOLE SOURCE/BRAND NAME SOLE SOURCE JUSTIFICATION PRECLUDES
THE USE OF FULL AND OPEN COMPETITION.
