About this file

This document is a Request for Information (RFI) Responses file containing 18 questions and answers regarding RFQ N6134027Q1005 for the I/ITSEC 2026 Bus Shuttle service. The contracting activity is the U.S. Navy, with the Lead Contract Specialist being Stephanie M. Swindle and the Contracting Officer being Xavier E. Rojas. The quotation submission deadline is November 11, 2026, at 4:00 PM Eastern Standard Time, with the driver roster deliverable due November 17, 2026, at 5:00 PM EST or by mutual agreement, but before service commencement. The requirement calls for a minimum of four buses with a capacity of 56 passengers or greater to accommodate up to 56 passengers per scheduled trip across four days (November 28-December 1, 2026).

Key eligibility requirements specify that the prime contractor must be independently approved by the U.S. Department of Transportation (DOT) and Department of Defense (DoD), and must be listed on the DTMO Approved DoD Bus, Van and Limo Carriers list at quotation submission with successful completion of prequalification inspection; reliance on a subcontractor's approvals does not satisfy requirements. Wheelchair-accessible buses are required only for trips designated with an asterisk (*) in Enclosure (1), though wheelchair-accessible buses may also be used on non-designated trips. The contractor shall verify that passengers present valid installation access badges or Common Access Cards before boarding. Service Contract Act Wage Determination does not apply. Go Pegasus held the 2025 I/ITSEC Bus Shuttle contract (N6134025P1001). The corrected Performance Work Statement (Attachment 1) and Enclosure (3) are available on SAM.gov; Enclosure (2) referenced in the solicitation was a typographical error.

I/ITSEC 2026 Bus Shu le Request For Informa on (RFI) Responses

RFQ N6134027Q1005

1. Q: The RFQ states that all offerors must be on the DTMO Approved DoD Bus, Van and Limo Carriers list as of quotaƟon submission. May the prime contractor using a DOT- and DoD-approved, DTMO-listed bus carrier subcontractor to perform all transportaƟon, or must the prime itself hold the carrier approvals and lisƟng? If the subcontractor arrangement is permiƩed, what approval and teaming documentaƟon must accompany the quote?

R: As stated in the PWS, the contractor, meaning the prime contractor, must be approved by the U.S. Department of TransportaƟon (DOT) and the Department of Defense (DoD). The prime contractor must also be listed on the DTMO Approved DoD Bus, Van and Limo Carriers list at the Ɵme of quotaƟon submission.

AddiƟonally, the carrier must have successfully completed the required prequalificaƟon inspecƟon. Accordingly, the prime contractor must independently saƟsfy these eligibility requirements. Reliance solely on a subcontractor's carrier approvals or DTMO lisƟng does not saƟsfy the solicitaƟon requirements.

2. Q: The aƩached combined synopsis/solicitaƟon states November 11, 2026, at “4:00 PM (1400)” EST, while public SAM-derived lisƟngs show November 17, 2026, at 5:00 PM EST.

Please confirm the correct quotaƟon due date and Ɵme, including the Ɵme zone, and idenƟfy any amendment resolving the discrepancy.

R: The quotaƟon submission deadline is November 11, 2026, at 4:00 PM Eastern Standard Time (EST), as stated in the solicitaƟon. The SAM.gov posƟng previously reflected an incorrect quotaƟon due date of November 17, 2026, at 5:00 PM EST. This discrepancy was corrected on SAM.gov the same day. The November 17, 2026, date applies to the driver roster deliverable idenƟfied in PWS Paragraph 3.1.17 and is not the quotaƟon submission deadline. Offerors shall use November 11, 2026, at 4:00 PM EST as the quotaƟon submission deadline.

3. Q: PWS requires driver names by November 17 at 5:00 PM EST. If quotaƟons are due that same day, please confirm how this deliverable will be coordinated with award.

R: The driver roster requirement idenƟfied in PWS Paragraph 3.1.17 applies only to the successful contractor following contract award. As previously stated, quotaƟons are due no later than November 11, 2026, at 4:00 PM EST.

Following contract award, the successful contractor shall submit the driver roster by

November 17, 2026, at 5:00 PM EST, or by a later date mutually agreed upon by the Government and contractor. In all cases, the roster must be submiƩed before the commencement of services.

4. Q: The PWS specifies a minimum of four (4) buses with a capacity of 56 passengers or greater. Could you please confirm whether the Government anƟcipates transporƟng up to 56 passengers in total per scheduled departure, or whether each of the four buses must accommodate up to 56 passengers simultaneously, for a potenƟal total of 224 passengers?

R: The anƟcipated passenger capacity is up to 56 passengers per scheduled trip. Offerors shall provide buses with a minimum capacity of 56 passengers, as specified in the PWS, to accommodate the anƟcipated passenger demand for each scheduled departure.

5. Q: Could you please confirm whether the buses requested are required to be wheelchair accessible? If so, would all of the buses need to be wheelchair accessible, or would a smaller number meet your requirements?

R: In accordance with PWS Paragraph 3.1.1.3, wheelchair-accessible buses are required for the transportaƟon services idenƟfied with an asterisk (*) in Enclosure (1), Bus Schedule. Offerors shall review Enclosure (1) and ensure that wheelchair-accessible buses are provided for the trips specifically designated with an asterisk. Wheelchair accessibility is not required for every bus unless otherwise indicated in the schedule.

6. Q: May a small-business prime contractor fulfill the transportaƟon requirement through a qualified, licensed, and insured charter-bus subcontractor, subject to applicable subcontracƟng limitaƟons? Must the prime contractor itself hold DoD-approved bus carrier status, or may an approved subcontractor saƟsfy the carrier requirement?

R: Please refer to the Government's response to QuesƟon 1.

7. Q: Are there any addiƟonal insurance, installaƟon-access, or carrier documentaƟon requirements that must accompany the quotaƟon?

R: Offerors shall refer to the Performance Work Statement (PWS) for all applicable documentaƟon and submission requirements associated with this requirement.

8. Q: The List of AƩachments references Enclosures (1) and (3). Is there an Enclosure (2), and if so, could you please provide it?

R: The SAM.gov posƟng Ɵtled ITSEC_2026_Bus_SVC_Combined_Synopsis_SolicitaƟon contains all applicable enclosures necessary for preparing and submiƫng a quotaƟon.

Please refer to the aƩachments included in the solicitaƟon.

9. Q: Are drivers responsible for verifying the approved bus entry passes shown in Enclosure (3) at boarding, or will Government personnel handle badge verificaƟon?

R: Bus drivers are responsible for verifying that each passenger presents a valid installaƟon access badge or Common Access Card (CAC) before boarding the bus.

10. Q: Will a Service Contract Act Wage DeterminaƟon apply to this purchase order? If so, please provide the applicable wage determinaƟon number.

R: A Service Contract Act Wage DeterminaƟon is not required in accordance with FAR 22.1003-3(c).

11. Q: For trips marked handicap accessible on the bus schedule, may the wheelchair accessible coaches also be used on non-designated trips?

R: Yes, wheelchair accessible coaches also be used on non-designated trips.

12. Q: How many buses per day? How many hours per day?

R: The contractor shall provide a sufficient number of buses to accommodate the anƟcipated passenger demand and meet the departure and arrival schedules idenƟfied in Enclosure (1), Bus Schedule. Offerors shall review the bus schedule and determine the number of buses and associated resources necessary to fulfill the requirement in accordance with the PWS.

13. Q: Could you please share the contract number and awardee for the 2025 I/ITSEC bus service?

R: Go Pegasus was the awardee for the 2025 I/ITSEC Bus ShuƩle requirement under Contract No. N6134025P1001.

14. Q: We would also note that the posted entry-pass aƩachment is the 2025 version;

please confirm whether the 2026 guidance differs.

R: The posted entry-pass aƩachment remains current and applicable for 2026. No changes have been made to the guidance. Offerors shall use the posted document when preparing for contract performance.

15. Q: Daily vehicle count. The requirement states the contractor shall provide four or more buses to meet the departure and arrival schedules. Enclosure (1) shows a substanƟally lighter schedule on Monday, 30 November, than on the other three days. Please confirm whether four buses must be on site each of the four days, or whether the obligaƟon is to meet the published schedule each day using however many buses that requires.

R: The contractor is responsible for providing a sufficient number of buses each day to meet the published departure and arrival schedules idenƟfied in Enclosure (1), Bus Schedule. Offerors shall determine and propose the number of buses necessary to support the schedule for each day, including the lighter schedule on Monday, November 30, 2026. The reference to four or more buses is based on historical requirements from previous years and is provided for planning purposes. The contractor shall propose the number of buses necessary to meet the published schedule.

16. Q: AƩachment 1 (Performance Work Statement). The solicitaƟon condiƟons technical acceptability on explicit concurrence with all PWS SecƟon 3 requirements (PWS 3.1.1 through 3.1.17) and references the PWS for the insurance requirement (3.1.4), the prequalificaƟon inspecƟon (3.1.7), and the driver roster deliverable (3.1.17). AƩachment 1 does not appear among the posted files, nor does Enclosure (2). Could you please post or send the PWS and Enclosure (2)?

R: AƩachment 1, the Performance Work Statement (PWS), was corrupted in the original solicitaƟon posƟng. A corrected version of the PWS was subsequently posted to SAM.gov.

Regarding Enclosure (2), the reference in the solicitaƟon was a typographical error.

Enclosure (3) is the document intended to be referenced.

Offerors shall use the corrected AƩachment 1/PWS and Enclosure (3), as applicable, when preparing their quotaƟons.

17. Q: For the departures marked wheelchair-accessible in the Government bus schedule, must each such scheduled departure be served by a wheelchair-liŌ-equipped motorcoach, or may a fully compliant accessible vehicle be assigned specifically to those departures? Please confirm the required accessible vehicle quanƟty and capacity.

R: For each scheduled departure idenƟfied with an asterisk (*) in Enclosure (1), the contractor shall provide a wheelchair-accessible bus in accordance with PWS Paragraph

3.1.1.3. A wheelchair-accessible vehicle may be assigned specifically to those marked departures; however, the vehicle must meet all applicable PWS requirements, including the required passenger-capacity requirement. The number of wheelchair-accessible buses required will be based on the wheelchair-accessible departures idenƟfied in the published schedule.

18. Q: The solicitaƟon requires offerors to appear on the Defense Travel Management Office Approved DoD Bus, Van and Limo Carriers list and pass prequalificaƟon. May ANTS, as a small-business prime contractor coordinaƟng service, submit with an independently DTMO-approved motorcoach operator performing all transportaƟon, or must ANTS itself appear on the approved-carrier list? Must all subcontracted operators independently be listed?

R: As stated in the combined synopsis/solicitaƟon and PWS, the contractor—meaning the prime contractor submiƫng the quotaƟon—must be listed on the Defense Travel Management Office (DTMO) Approved DoD Bus, Van and Limo Carriers list at the Ɵme of quotaƟon submission and must have successfully completed the required pre-qualificaƟon inspecƟon. Accordingly, the prime contractor must independently meet these requirements to submit a quotaƟon. Reliance solely on a subcontracted motor coach operator’s DTMO approval, carrier lisƟng, or pre-qualificaƟon status does not saƟsfy the prime-contractor eligibility requirement. Any subcontracted operator performing transportaƟon services must also meet all applicable solicitaƟon, PWS, Department of TransportaƟon, and Department of Defense carrier requirements.

If your quesƟon has not been adequately addressed in the responses above, please submit a follow-up email to the Lead Contract Specialist Stephanie.m.swindle.civ@us.navy.mil and ContracƟng Officer xavier.e.rojas.civ@us.navy.mil requesƟng addiƟonal clarificaƟon no later than Monday, November 9, 2026.
