CH-53K – Site Visit Sponsorship and Base Access Information

To aid in potential Offeror’s research for the tech refresh of the CFTD-2F243-1 acquisition; a site visit is scheduled for 26 March 2025 (Checking in: 10:30 AM) at the following location:

1016 McAvoy Street Bldg. AS-318 Rm 305 MCAS New River Jacksonville, NC 28545

Site visit is a mechanism where potential offerors can gain more insight into NAVAIR's proposed acquisition. The Government will present a briefing, and an open forum will be held to address questions and answers. Potential offerors need not participate in the site visit as a prerequisite for responding to the final RFP.

Please note the following regarding the site visit:

1. Arrive early for registration for security access

2. Bring identification

3. Cell phones, tape recorders and videos are prohibited.

4. NAVAIR intends to discuss the following areas:

a. General capabilities of trainers being sought.

b. Industry concerns with SOW.

c. Contract Structure recommendations.

d. Other areas/information that industry may wish to discuss.

5. RSVPs are required in order to attend. Please send RSVPs to: Contract Specialist, Stephanie Swindle (Stephanie.m.swindle.civ@us.navy.mil) no later than COB Thursday 19 March 2025. Please include the Full name (First, M.I., Last), Citizenship, Affiliation (company, organization, etc.) with e-mail address, title, and phone number of all individuals that will be attending. Please note due to space available, contractors will be limited to three (3) attendees per vendor.

* This event will be held to all Training Systems Contract IV (TSC IV) awardees only.

6. A list of the registered attendees will be posted on SAM.gov prior to the site visit

SECURITY AND FACILITY ACCESS INFORMATION

If you are planning to attend the site visit, security access will be a Sponsored Visitor Request for prospective bidders to gain access to MCAS New River. Information for the requests and processing access can be found at https://www.newriver.marines.mil/Visitor-Access/Contractors-and-Vendors/ and Sponsored Visitor Requests (marines.mil). All industry day participants providing RSVP information will need to have submitted a sponsorship request to the NCAS New River Visitor Center IAW with base guidelines and processes.

Sponsorship Requests:

· Requests MUST be submitted No later than 19 March for CH-53K CFTD Phase 3 site visit. Via SECNAV 55121 Sponsored Visitor Form, which can be found Sponsored Visitor Requests (marines.mil).

For processing, please include below information in Sponsored Visitors form:

· Level of Visit: Secret

· Reason for Visit: Discuss device details with industry partners

· Visit Duration: 25-27 March 2025

Each vendor will have to submit their own requests in DISS with the below information as the MATSS building is classified

Visitors will visit the MCAS New River Visitor Control Center in building AS-187, which is a small brick building on the right of and just before the main gate and will need to provide a completed and signed FORM SECNAV 55121 Exp 20240531.pdf (marines.mil). If unable to access the link, it can be completed at the Visitor Control Center.

Upon arrival at MCAS New River, visitors are directed to report to the Visitor Control Center, Building AS-187, to obtain a DBIDS credential. They will have their identity validated, be subject to a criminal history check, be photographed and digitally fingerprinted. Visitors who are driving are required to produce a valid driver’s license, state registration and proof of insurance.

Anyone who has not complied with the above will not be allowed admittance to the Base.

*Important Information:

1. These planned event and dates are subject to change due to the current Government’s travel limitations. The USG is exploring a hybrid approach, in which the site visit could be presented via Microsoft TEAMS, and side visit in person, so Contractors will have the opportunity to look at the CFTD-1. The USG will communicate to Industry as soon as practicable.

2. Based on the Market Research conducted by the USG, it has been determined that this effort will be competed under the Multiple Award Contract Training Systems Contract IV (TSC IV) as “Unrestricted fair opportunity”. As such, this event will be opened to all TSC IV awardees only.
