About this file

This is a pre-solicitation conference instruction document for a CH-53K Containerized Flight Training Device (CFTD) upgrade requirement from the Naval Air Warfare Center Training Systems Division (NAWCTSD). The conference is scheduled for March 26, 2025, at 10:30 AM at MCAS New River in Jacksonville, NC, where the government will present a briefing and hold an open forum for questions.

The conference will cover general trainer capabilities, SOW concerns, contract structure recommendations, and other industry discussion topics. Attendance is limited to three people per vendor, with RSVPs required by March 19, 2025, to Contract Specialist Stephanie Swindle. Base access requires specific security procedures, including submission of SECNAV 55121 Sponsored Visitor Forms by March 19, with visitors needing to obtain DBIDS credentials at Building AS-187. The government is considering a hybrid approach using Microsoft TEAMS due to potential travel limitations, while still allowing in-person viewing of the CFTD-1. The eventual contract will be a competitive Firm Fixed Price task order for upgrading, modifying, designing, fabricating, installing, and testing the USMC CH-53K CFTD 2F243-1 at MCAS New River.
