About this file
This document is a Questions and Answers (Q&A) file for a Department of the Navy solicitation for a Shuttle Bus Service. The Q&A clarifies key details about the solicitation, including that it is a women-owned small business set-aside with a Firm-Fixed Price contract structure. Key points from the Q&A include confirmation that additional costs like driver gratuity must be included in the original quote, and that the government currently prefers to maintain the existing schedule requirements. The solicitation (N61340-25-Q-0004) seeks a contractor to provide shuttle bus services between NSA Orlando and the Dr. Phillips Center for the Performing Arts, requiring three buses with 56-passenger capacity, wheelchair accessibility, and specific operational requirements such as English-speaking drivers, $5 million in insurance, and radio dispatch capabilities. The contract is valued at $15 million and uses the NAICS code 485510 for the Charter Bus Industry.

Text version
Questions & Answers (Q&A) Q: Can we add any additional cost such as Driver Gratuity?
A: This is a Firm-Fixed Price effort so please include any additional costs within the quote as no additional costs shall be added after contract award.
Q: Please advise whether this solicitation has a designated set aside for small businesses, women-owned businesses, or a combination?
A: This effort is a women owned small business set-aside.
Q: Would only one ADA bus be acceptable?
A. Currently, the government prefers to uphold the current schedule requirement listed in the RFQ. If we see the need to change the schedule, we will inform everyone.
Q: If there is only $1,000,000 per occurrence liability insurance (standard) would that be acceptable?
A: This is for DoD carriers, so the insurance won't be an issue.
