81Linked Mode/METS-PBS-102, Rev -, 17 Feb 20233.1.2.1.e5In linked-mode between any two OFTs, how are the linked IOS’s required to be handled?See Final Documents posted on 6/5/2023. The new reference is 3.1.2.5:

One OFT will be the master device IAW with PBS 3.1.2.5.i 82 Cooling Air Handlers/METS-PBS-102, Rev -, 17 Feb 2023 3.1.14.3.7.7 72 Will NAVAIR provide cooling-air-handlers connected to each new UTD and OFT in building 83 as facilities requirements? "Yes, cooling-air-handlers are available in the current facility. The new UTDs and OFTs shall have the means to connect to the exiting systems.

83 Visual Database Details/METS-PBS-102, Rev -, 17 Feb 2023 A3.1.2.1.2 A-5 Will specific visual features and details, required for the gaming area, be specified in the final RFP? The reference should be A.3.1.3.1.2.

Section A.3.1.3.1.2 addresses the gaming area feature criteria. Specific visual features will be addressed at the visual DBWG meetings, as required.

84Corporate Experience Factor/Draft RFP Section LPart A2.2Why is corporate experience being evaluated at Level 6 FTD when a Level 7 FTD is what is required for METS?Experience delivering a level 6 FTD or above indicates that the offeror has the ability to obtain a level 7 FTD LOE. According to the RFP, Section M, Paragraph 2.0, "The Government will consider the aggregation of Level 6 or above equivalent Flight Training Devices and/or Level C or above equivalent Full Flight Simulators delivered"
86Delivery of Test and Alignment equipment/SOW-220013 Revision-February 17, 20233.2.14.5.356 of 90Deliver all test and alignment equipment necessary to perform test procedures during

Government test events.

Is equipment loaned or part of delivery

All Trainer Peculiar Equipment (TPE) is to be delivered with the trainer(s).
88UTD Initial Configuration (CLINs 1001 through 1003) /METS GBTS SOW – 2200133.2.1.a17The contractor shall: a. Obtain from the FAA a Level 7 FTD Technical Letter of Equivalency (LOE) for the first T- 54A UTD to ensure all requirements of the 14 CFR Part 60, Appendix B (minus visual display system) are met. This Level 7 FTD with FAA Technical LOE will be considered the “parent” FTD for follow-on UTDs and OFTs. CNATRA pilots will act as the contractor’s “Sponsor” Subject Matter Expert (SME) pilots during the FAA evaluation process.

Question - CNATRA pilots will act as the contractor’s “Sponsor” Subject Matter Expert (SME) pilots during the FAA evaluation process. Will CNATRA also be the “Sponsor” requesting the Technical Letter of Equivalency (LOE) from the FAA?

No, the Contractor will be the "sponsor" requesting the LOE. Offerors need to incorporate that process into their timeline and approach and account for it in responding to Section L, Part B, Paragraph 1.1.2, Device Delivery Timeline.
89Navigation Section Removed/METS-PBS-1023.1.2.2.1.5.28RESERVED

This section was previously Navigation systems and now is Reserved. Will this section be updated for the Final RFP with the Navigation systems?

No
90Instruction Display System (IDS)/METS GBTS Flight PBS – 102 (DRAFT)_041320233.1.2.4.1.6.1.b15The IDS shall include a GUI that provides the instructor access to the controls, which provide for control monitoring.

What does control monitoring mean in this context? Is the intent here to ensure the instructor has complete control of the simulation environment, or is this requirement specific to a certain feature?

See Final Documents posted on 6/5/2023. The correct reference should be 3.1.2.4.1.5.1

Yes, the instructor shall have complete control of the simulation environment to include all the controls available at the IOS.

91 Instruction Display System (IDS)/METS GBTS Flight PBS – 102 (DRAFT)_04132023 3.1.2.4.1.6.1.d 15 The IDS shall include a GUI that provides the instructor access to the controls, which provides for record keeping and trainee performance evaluation services.

What type of record keeping and evaluation services are required? Is this referring to the Instructional Feedback System (IFS)?

Yes, it is referring to the IFS. The BPS has been updated.
92Automatic Instructional Controls—Instruction Feedback System/METS GBTS Flight PBS – 102 (DRAFT)_041320233.1.2.4.1.10.a19The IOS shall have a control to automatically display trainee performance values for selected events on the Instructional Feedback System (IFS)

Is the IFS an already developed application that is expected to be delivered and integrated too or is this an application/function of the IOS that will display performance evaluations based on government provided criteria for given maneuvers/scenarios?

No, the IFS is not a developed application and will not be provided as GFI.

The IFS is an application/function of the IOS that will display trainee performance and evaluations.

93 Icing/METS GBTS Flight PBS – 102 (DRAFT)_04132023 3.1.2.4.2.9.9.d 24 Corrective action at the student station shall disable icing.

Should this state, Corrective action at the student station will enable the deicing systems to effectively remove ice per the system performance based on the icing severity?

The PBS was updated. See Final Documents posted on 6/5/2023.
94Linked simulation—Wake Effects/METS GBTS Flight PBS – 102 (DRAFT)_041320233.1.2.5.o34The trainer shall simulate the wake turbulence effects from the linked aircraft. Section A.3.1.3.3.2 states the VS shall have a T-54A METS aircraft model, with features and characteristics specified in A.3.1.3.1.6.1.2 for use with formation flight training.

Is the assumption that wake effects are only required to be modeled for the T-54A aircraft correct, since that will be the only aircraft available for formation flying and linked mode?

Yes, the T-54A is the only formation aircraft available for flying and linked simulation.
95Backup Management System/METS GBTS Flight PBS – 102 (DRAFT)_041320233.1.13.1.3.6.3.q-r59(q) The BMS shall be sized to store not less than two full backups and three incremental backups of each subsystem.

(r) The BMS shall store and transfer backups to a Network Attached Storage (NAS) device.

Is the NAS device considered to be part of the BMS system? In other words, is the NAS system the primary storage for the BMS or is the NAS system a redundant storage system, where the BMS also has to store the requirements of two full backups and three incremental backups?

The correct reference is 3.1.13.1.3.7.3

Yes, the NAS is the primary storage for the BMS. The PBS has been updated.

96 Spare Mass Storage/METS GBTS Flight PBS – 102 (DRAFT)_04132023 4.2.15.1.1.3 79 Spare mass storage shall be measured for each mass storage device after a successful computational subsystem cold-start is accomplished and associated device software, databases, and configuration information are installed. Spare mass storage capacity shall measure the typical trainer device mass storage usage for a nominal training day (e.g., 10 hours). Operational spare mass storage shall be calculated using a formula of measured daily data accumulation, multiplied by the number of days the training device will be used during a 12-month period.

Section 3.1.13.2.2 discusses the spare mass storage capacity for the host computer subsystem, assuming this is for all the computers connected for each device, does the spare mass storage calculation mean that that each computer, including the computer/disk holding the session recordings must have 50% spare space after a 12-month usage scenario?

The correct reference is 4.2.13.1.1.3

No, the 50% mass storage capacity applies to all computers except the BDS. The PBS has been updated.
