RFQ N6134022Q0007

Question(s) and Answer(s)

QUESTION 1:

QUESTION: The label on the existing UPS indicates an Input and output power at 480V. Could you please confirm the new UPS input voltage and new UPS output voltage value?

GOVERNMENT ANSWER: The output power of the replacement UPS will maintain the 480 V.

There is no requirement to convert power.

QUESTION 2:

QUESTION: Please provide the current electrical one-line diagram showing the existing UPS which needs to be replaced?

GOVERNMENT ANSWER: Current diagrams are attached, “New Drawings.”

QUESTION 3:

QUESTION: What type UPS testing is required? Please provide UPS test specification if available.

GOVERNMENT ANSWER: Previously, the UPS manufacturer (EATON) had to come on site to test the UPS and all connections in/out before they would certify it for use.

QUESTION 4:

QUESTION: Could you please highlight room 245 on the below sketch? Also, could you please highlight the room where the existing UPS is located?

GOVERNMENT ANSWER: Room 245 is highlighted in document “building map.” The current UPS is located in Room 245.

QUESTION 5:

QUESTION: Could you please confirm that DR-2A is feeding devices 15G30 and 15G31. The UPS output breaker shows “To DR-2A” on the enclosure. I need to confirm the Devices 15G30 and 15G31 are already connected to the existing UPS.

GOVERNMENT ANSWER: The current UPS feeds two transformers which in turn feed multiple trainers in the building (not just 15G30 and 15G31). The replacement UPS shall maintain the configuration of feeding these existing transformers.

QUESTION 6:

QUESTION: What is the required UPS output current?

GOVERNMENT ANSWER: Nameplate from current Eaton 9390 UPS attached showing the voltage specs: AC IN 480 VAC ~ 3 W 60HZ - 3 phase 105 A, AC IN 480 VAC ~ 4 W 60HZ - 3 phase 96 A 72 KW 80KVA, etc.

QUESTION 7:

QUESTION: Please confirm power factor rating for battery runtime calculation — The UPS narrative calls for a .8pf UPS — Is battery sized for .8pf, .9pf or 1.0pf?

GOVERNMENT ANSWER: The Government is not concerned with the power factor of the UPS. The contractor or UPS manufacturer proposes a system (UPS and batteries) to supply power output of 60kVA for 15 minutes (at a minimum) in the case of power loss. In this instance, the government is just considering the amount of time and power provided during a power outage so that maintenance personnel have the time to shut systems down properly before the UPS runs out of batter backup power.

QUESTION 8:

QUESTION: Specific type of battery monitoring?

GOVERNMENT ANSWER: The only remote battery monitoring function required is the low battery relay signal stated in the Statement of Work (SOW). The current UPS has a display/interface on the outside of the unit telling status of the UPS (bypass, on battery, normal, etc.) battery charge percentage, and other pertinent information. We would like these capabilities also with the new UPS.

QUESTION 9:

QUESTION: Do we need external signals for each battery?

GOVERNMENT ANSWER: No. As stated in the previous answer all of our previous/current UPS’s have had the ability to see system and battery status from a small screen on the exterior of the UPS and the new UPS should have those capabilities.

QUESTION 10:

QUESTION: Is there loading dock?

GOVERNMENT ANSWER: No.

QUESTION 11:

QUESTION: Are the current transformers being replaced?

GOVERNMENT ANSWER: The current UPS system feeds into the transformers, which are not being replaced. Both the transformers and the lines to them do NOT need to be replaced.

QUESTION 12:

QUESTION: What are the hours of training?

GOVERNMENT ANSWER: 0700-1900 M-F unless Holiday Break. Schoolhouse schedule will be provided/coordinated with winning contractor. Suggest prepare for Thanksgiving week or Christmas to New Year’s install for Holiday breaks in schoolhouse schedule.

QUESTION 13:

QUESTION: How will the items be removed for disposal?

GOVERNMENT ANSWER: The equipment should be removed and disposed in accordance with section 3.2 of the Statement of Work (SOW). There is a freight elevator for taking equipment up and down. Attached picture shows maximum weight of freight elevator at 5000lbs.

QUESTION 14:

QUESTION: As built drawings needed?

GOVERNMENT ANSWER: Yes, after all work is completed, on-site inspection and approval of the work by PE and delivery of as-built drawing.
