1. SCOPE

This Statement of Work (SOW) establishes the Contractor tasks to perform a technology refresh of the Information Technology (IT) Block Learning Electronic Classrooms (ECRs). The IT Block Learning electronic training systems are being updated to reduce downtime caused by component failure. Furthermore, this technology refresh will bring the systems up to the minimum requirement to run current software. The Contractor will procure, deliver, assemble, remove/replace existing equipment, install, setup, and configure computational systems and furniture onsite. Additionally, the Contractor will prepare all removed/obsolete IT Block Learning ECR equipment for removal from the site. The IT Block Learning ECRs are located at Information Warfare Training Command (IWTC), Corry Station, Pensacola, FL. The base effort is for the Technology Refresh of ten (10) IT Block Learning ECR located at IWTC, Corry Station Pensacola, FL.

2. APPLICABLE DOCUMENTS

The following documents of the issue listed form a part of this SOW to the extent specified herein. In the event of a conflict between documents referenced herein and the contents of this SOW, the contents of this SOW take precedence. Nothing in this SOW supersedes applicable laws and regulations, unless a specific exemption has been obtained.

2.1 Government Documents

2.2 Non-Government Documents

There are no non-Government documents required.

2.3 Government Furnished Information (GFI)

The Government will provide the Contractor with drawings for the room layouts and facility drawings for the classrooms (Appendix B).

2.4 Government Furnished Equipment (GFE)

There are no GFE documents required.

3. REQUIREMENTS

3.1 General

3.1.1 Program Management

The Contractor shall organize, coordinate, and control all program activities to ensure compliance with the contract requirements and the timely delivery of the required services. The Contractor shall provide the resources necessary to complete the tasks specified in this SOW.

The Contractor shall maintain active and effective risk management, quality management, and safety programs utilizing existing or internally defined processes. The Contractor shall ensure that all subcontractor’s efforts are accomplished per contract requirements.

3.1.2 Security (Unclassified Programs)

The security requirements specified herein shall apply to the Contractor and subcontractors. The Contractor shall comply with applicable on-site security regulations related to facility access and building access for employees requiring access. The Contractor shall be required to provide employees that will access government facilities with the Common Access Card (CAC) credentials as stated below in the paragraphs below. The government will not provide government escorts for the Contractor’s employees. The Contractor shall optimize their installation plans to minimize the need for CACs. The Contractor shall enforce these safeguards throughout the life of the contract including the transport and delivery phases and storage of controlled unclassified information.

3.1.2.1 Personnel Security – Background Check (Physical Access to and Working on DoD Installations)

The CAC shall be the principle identity credential for supporting interoperable access to DoD installations, facilities, buildings, controlled spaces, and access to U.S. Government information systems IAW FAR 52.204-9. A National Agency Check with Local Agency Checks including Credit Check (NACLC) shall be required for permanent issuance of the credential. The Government will issue the credential upon favorable return of the Federal Bureau of Investigations (FBI) fingerprint check, pending final favorable completion of the NACLC, and at the designated time. Contractors with clearances shall contact the NAWCTSD Security Office to initiate the CAC issuance process. There shall be no additional NACLC, NACI, or equivalent submission for an individual holding a valid national security clearance. Access to restricted areas, controlled unclassified information (sensitive information), or Government Information Technology by Contractor personnel shall be limited to those individuals who have been determined trustworthy as a result of the favorable completion of a NACLC or who are under the escort of cleared personnel. Where escorting such persons is not feasible, a NACLC shall be conducted and favorably reviewed by the designated DoD component, agency, or activity prior to permitting such access.

3.1.2.2 Personnel Security – Background Checks

Contractor personnel working at Government sites and in the Contractor’s own facilities supporting Government work shall undergo the company internal vetting process prior to gaining access to U.S. Government controlled unclassified information, or performing Government-related sensitive duties. To comply with immigration law, the Contractor shall use the Employment Eligibility Verification Program (E-Verify) IAW FAR 52.222-54. The Contractor shall ensure that foreign persons, as defined under section 120.16 of the International Traffic in Arms Regulation (ITAR) (22CFR, Parts 120 - 130), are not given access to U.S. Government controlled unclassified information, sensitive information, defense export license from the designated U.S. Government authority.

3.1.2.3 Personnel Security – Reporting of Adverse or Derogatory Information Related to Contractors

The Contractor shall report to the NAWCTSD Security Office all adverse or derogatory information pertaining to on-site personnel (when applicable) or Contractor personnel in direct support of this contract under the following circumstances:

a. Adverse/derogatory information reporting of Contractor personnel. Example: Domestic violence, arrest, or other violent or sexual crime arrest or self-report

b. When Contractor personnel receive a revocation, interim denial, or denial for the issuance of a CAC until final adjudication

c. When a denial or suspension of clearance occurs for a Contractor employee

d. When Contractor employee receives a final denial of eligibility for a security clearance

3.1.2.3.1 Government-Issued Personal Identification Credentials

The Contractor and subcontractor(s) (when applicable) shall account for all forms of U.S.

Government-provided identification credentials (CAC or U.S. Government-issued identification badges) issued to the Contractor (or their employees in connection with performance) under the contract. The Contractor shall return such identification credentials to the issuing agency at the earliest of the circumstances listed below, unless otherwise determined by the U.S. Government.

The contracting officer will delay final payment under the contract, if the Contractor or subcontractor fails to comply with these requirements.

a. When no longer needed for contract performance.

b. Upon completion of the contactor employee’s employment.

c. Upon contract completion or termination.

3.1.3 Travel

Contractor travel shall be required in support of the required tasks specified herein to Corry Station, Pensacola, FL.

3.1.4 IT Block Learning ECR Equipment List

The equipment required for the IT Block Learning ECR is listed in Table I. The table delineates the requirement for and the specification level of the computational hardware and ancillary equipment. For items in Table I with the brand name or equal Specification Level, the definition of “brand name or equal” is in accordance with the FAR provision 52.211-6 (e.g. the item must be of “equal” products, including “equal” products of the brand name manufacturer, and must meet the salient physical, functional, or performance characteristic specified in the table. For items in Table I with the Specification level “Brand name specific” the item must be that specific item identified in the table. The items in Table I are a complete list of computational hardware, and ancillary equipment that may be required for the IT Block Learning ECR. Equipment Requirements for IT Block Learning ECR are identified in Appendix A.

3.1.4.1 Uniformity

For each component specified, where possible, the Contractor shall deliver a uniform set of the quantity specified (e.g. do not mix similar performance but different brands, types, models, makes, etc. to achieve the quantity specified).

3.1.4.2 Availability and Compatibility

In the event of an incompatibility between components meeting the specified performance requirements, the Contractor shall notify the Government and provide working alternatives that meet the specified performance requirements. The Contractor shall not procure alternatives until written authorization is provided to the Contractor via the Government Procuring Contracting Officer (PCO).

3.1.4.3 Original Equipment Manufacturer (OEM)/Retail documentation

The Contractor shall deliver the original OEM/retail manuals, software drivers, and documentation of all hardware items within scope of this procurement.

3.1.4.4 Packing, Handling, Storage, and Transportation (PHST)

The Contractor shall package all computational hardware and ancillary equipment for transportation to each installation site. The Contractor shall insure the equipment against loss during transportation. The Contractor shall prepare and document packaging data. The Contractor shall transport the computational hardware and ancillary equipment to the installation site by commercial means. Where possible, all computational hardware and ancillary equipment shall be delivered in its entirety in a single shipment. The Contractor shall store the hardware up to 90 days to reduce the number of shipments. The Contractor shall coordinate the delivery with the on-site Government representative (e.g. NAWCTSD In-Service Engineering Office (ISEO) or CIWT personnel) prior to transporting to verify the site is ready to receive the equipment.

3.1.4.5 System Hardware Warranties

The Contractor shall prepare a Warranty Matrix, similar to Appendix C, for the purchased parts.

The report shall be submitted to the Government with the hardware delivery.

3.1.5 Removal and Disposal Preparation of Existing Equipment

The Contractor shall develop, document, manage, and apply a process to prepare for the disposal of obsolete CIWT ECR equipment and furniture from each location. The Contractor shall provide accurate item descriptions and serial number information to the on-site government representative (e.g. NAWCTSD or CIWT personnel) of all equipment being removed from the CIWT ECR for disposal. Additionally, concurrent with the delivery and installation of new ECR equipment, the Contractor shall provide a sufficient number of freight pallets, load, and secure each pallet with strapping or stretch wrap, and mark each as required for disposal. The removal and disposal preparation of existing equipment preparation supports Government disposal of items in accordance with the local Naval Base instruction/guidance and Defense Reutilization and Marketing Office (DRMO) procedures.

3.1.6 IT Block Learning ECR Layout Drawings

The Contractor shall depict the finished layout of each IT Block Learning ECR. The Contractor shall document the arrangement of the Student workstation desks, student chairs, Instructor Lectern, Instructor chair, network switch, printer, and Smartboard in the IT Block Learning ECR layout as-built drawing. The Contractor shall prepare the drawing in Microsoft Visio. The drawing shall be submitted to the government within 30 calendar days of the IT Block Learning ECR installation.

3.1.7 Inventory Management

The Contractor shall establish accurate records of deliverable equipment, software, documentation, and other items delivered as part of the IT Block Learning ECR Technology Refresh. The Contractor shall prepare an Equipment Inventory Report, Appendix D, and combine it with the Warranty Matrix. The report shall be submitted to the Government within 30 calendar days of the installation.

3.2 Detailed Tasks

The Contractor shall perform the following tasks.

3.2.1 IT Block Learning ECR Technology Refresh

The Contractor shall deliver, install, and test the IT Block Learning ECR computational equipment, ancillary equipment, and install furniture in ten (10) CIWT classrooms at Corry Station, Pensacola, FL, rooms to be determined. The Contractor shall coordinate the schedule deliveries with the Government. Prior to installation, the Contractor shall coordinate with the NAWCTSD to determine optimal time for installation. The Contractor shall install the equipment based upon the current ECR configuration. Installation includes the following:

a. Examine classroom prior to installation, consistent with practicality, to document any existing damage.

b. Removal and disposal preparation of any existing equipment being replaced.

c. Assembly of Display Stands.

d. Installation, connection, and integration of the computing hardware, network switch and ancillary equipment (as required per location)

e. Prepare finished layout as-built drawing of the IT Block Learning ECR. Reference Paragraph 3.1.6.

f. Prepare Equipment Inventory and warranty documentation. Reference Paragraph 3.1.4.5 and 3.1.7.

3.2.1.1 Purchase Items

The Contractor shall comply with the following requirements during procurement for the Technical Refresh update assembly and shipping:

a) The Contractor shall procure hardware and Microsoft activation codes for operating system software as indicated on the computer requirements found in Appendix A.

b) The Contractor shall provide a biweekly status of the procurement to the government in any format as long as it includes the following information:

i. Item Name

ii. Item Model Number

iii. Was the item changed for an approved replacement?

iv. Quantity purchased

v. Date items where purchased

vi. Quantity received at Contractor site

vii. Date Contractor received items at the Contractor’s site

viii. Functional status of items received at Contractor’s site

a. If an item is damaged upon delivery to Contractor site, Contractor shall monitor status of replacement.

ix. Date Contractor shipped items to government site

a. If items are damaged upon delivery to government site, Contractor shall monitor status of replacement.

c) The Contractor shall record all part numbers and serial numbers for all equipment with part numbers and serial numbers to include graphic cards, and hard drives.

d) The Contractor shall receive all the material on their site.

e) The Contractor shall unpack and inspect all hardware, computers and displays for physical damage. Computers and Displays shall be powered on to verify the computer will boot up to the desktop.

f) The Contractor shall retain and maintain all boxes and pallets needed for repack/ship to NAWCTSD Orlando, FL.

g) The Contractor shall be responsible for returning any defective or damaged hardware delivered to the Contractor’s site. The Contractor shall coordinate with suppliers to replace each defective or damaged piece of hardware.

3.2.1.2 Remove Cameras

If the purchased touch screen displays contain cameras, they must be removed and the displays labeled identifying the camera has been removed. See Appendix E: Camera removal procedures, dated 02/20.

3.2.1.3 Installation Tools

Contractor will be required to provide any standard tools required for the installation.

3.2.1.4 Installations

Unpack and install the equipment into the existing IT Block Learning electronic training systems in accordance with drawing and directions provided by the government. Typical ECR layout is provided in Appendix B.

a. The Contractor shall inventory all equipment sent to site before installation to ensure all equipment has been accounted.

b. The Contractor shall record all serial numbers for all equipment with serial numbers (Does not include individual parts within the computers).

c. The Contractor shall label each computer, touchscreen, cables and peripherals with their respective unit number.

d. Displays may require a new display mount depending on the type of classroom desk.

e. The Contractor shall ensure each end of all cables state the device it is connecting (e.g. On a DisplayPort cable one end is labeled “UNIT 1 Computer DP”, and the other “UNIT 1 Touchscreen DP”.) Labeling convention must be approved by the government.

3.2.1.5 Defective Hardware

The Contractor shall be responsible for returning any defective or damaged hardware delivered to Corry Station, Pensacola, FL. The Contractor shall replace each defective or damaged piece of hardware at no additional cost to the Government.

3.2.1.6 Equipment Installation

The existing equipment at each student station will consist of a TRANET-U Computer and one

(1) or two (2) displays. If two displays are present, one of the displays will be removed.

3.2.1.7 Clean Up

The Contractor shall dispose of all packaging material, pallets and debris in their respective trash or recycling bins designated at each site as outlined in local instructions.

3.2.1.8 System Test and Evaluation (T&E)

The Government reserves the right to perform tests and inspections that are deemed necessary to ensure that delivered supplies and services conform to the contract requirements. The T&E program components are as follows:

a. Government Final Inspection (GFI)

Government Final Inspection (GFI) will commence upon completion of delivery, installation, and configuration of the Classroom update. Tests shall be conducted by the government and shall include functional tests and physical inspections not to exceed 16 hours. GFI shall verify that the Contractor has delivered, installed, and configured the system IAW the contract requirements. The Government reserves the right to perform such additional tests as deemed necessary to ensure compliance with the specified requirements. Deficiencies found during GFI shall be corrected by the Contractor and verified by the Government test team prior to Government acceptance of the system.

3.2.1.9 COTS Manuals

The Contractor shall provide the Commercial Off-The-Shelf (COTS) Manuals from the equipment purchased. Electronic copies are acceptable.

3.3 Meetings

The Contractor may use the monthly Integrated Process Team (IPT) meetings to brief status of ordering and delivering requirement specified for this contract. The Contractor may schedule IPT meetings to discuss schedule progress to ensure the product delivery continues smoothly. The Contractor shall support the following meetings:

a. Kickoff Meeting

i. Entrance Criteria:

a) Contractor submitted agenda is complete and accepted

b) Integrated Master Schedule reviewed

ii. Exit Criteria:

a) Meeting conducted and closed

b) Risks and mitigations have been discussed, documented, and agreed upon

c) Action Items assigned with suspense dates for closure

d) Integrated Master Schedule accepted

iii. Meeting Minutes – Meeting minutes shall be consolidated by the Contractor and submitted to the government.

b. Other meetings that may be required by this contract include IPT meetings. Meetings will be initiated at the Contractor’s discretion.

3.4 Delivery Requirements

Deliveries shall be made with respect to each delivery date specified in the contract. The Contractor shall communicate any schedule delays to the Government as soon as possible.

3.5 Trainer Facility Availability

During the installation, the CIWT training facility will be made available to the Contractor on a non-to-interfere-with-training basis. The CIWT training facility will be made available to the Contractor on weekends, holidays, and during training down times. The Contractor shall de-conflict all system installation, and configuration schedules with CIWT training schedules such that Contractor activities do not interfere with CIWT training activities.

The contractor shall perform to meet the requirements of the contract by adhering to the installation timeframes listed.

Appendix E

Camera Removal Procedure – Acer 27” Touchscreen Display

1. Place the Display face down on a soft surface to prevent scratching the face.

2. Remove Kick Stand

a. Press the bottom plastic Kick Stand cover up and use a tool to pry the bottom edge out from the back of the display.

b. Remove Kick Stand cover.

c. Remove the four screws mounting the Kick Stand to the monitor.

d. Remove the Kick Stand.

3. Remove Back of monitor

a. Remove the two screws on the bottom back corners of the display back.

b. Remove the four screws for the VESA mount on the back of the display.

c. Remove six screws holding the bottom clear panel on to the display.

d. Remove the clear bottom panel.

e. Starting the bottom of the display, pry the back cover off working all the way around the display.

f. Remove the back; the button assembly on the side of the display will fall out.

4. Remove Camera

a. Remove the two screws holding the camera in place.

b. Lift the camera out of the display.

c. Unplug the cable connecting the camera.

d. Tuck the loose end of the cable under the adhesive tape holding the cables again the display.

Appendix E

e. Remove the camera.

5. Replace Display Back

a. Place the button assembly back in its correct position in the display back.

b. While holding the button assembly in place in the display back, positon the display back in its correct position on top of the display.

c. Snap the display back onto the display starting at the buttons and working around the display.

d. Replace the clear bottom panel if desired and attach with six screws.

e. Replace the two short screws in the bottom corners of the display back.

f. Replace the four screws for the VESA mount.

6. Reattach the Kick Stand if desired

a. Place the Kick Stand in its correct position.

b. Fasten the Kick Stand with four screws.

c. Snap the Kick Stand cover back in place.
