IT BLOCK LEARNING ECR TECHNOLOGY REFRESH

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation reference # N6134020R0145 is issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-95.

The requirements for the Information Technology (IT) Block Learning Electronic Classroom (ECR) Technology Refresh are outlined in the Statement of Work (SOW), which includes both Brand Name only and Brand Name or Equal components (see Attachment 1). Offerors must meet all requirements of the SOW. This solicitation is being solicited on the basis of a total set-aside for Small Business (SB). The North American Industry Classification System (NAICS) Code for this requirement is 334111 (Electronic Computer Manufacturing) with a business size of 1250 employees.

This procurement will be awarded using the Simplified Acquisition Procedures (SAP) outlined in FAR Part 13.

Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to issue a Firm Fixed Price (FFP) purchase order on a competitive basis. Interested sources are encouraged to submit a quote. All information shall be furnished at no cost or obligation to the Government. The IT Block Learning ECR Technology Refresh will include procurement, delivery, assembly, remove/replace existing equipment, installation, set up, and configuring computational systems and furniture onsite. Also included is the preparation of removed/obsolete IT Block Learning ECR equipment and furniture for removal from the site. The IT Block Learning ECR’s are located at Information Warfare Training Command (IWTC), Corry Station, Pensacola, FL. The IT Block Learning ECR Technology Refresh Contract Line Item Number (CLIN) structure, award, installation window, and delivery dates are outlined in the below table.

Dates and places of delivery, acceptance and F.O.B. destination point:

Delivery shall be F.O.B. Destination in accordance with (IAW) FAR 52.247-34 and the requirements specified in the Statement of Work (SOW).

The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition.

The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply.

Basis of Award:

The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose quote conforming to this notice will be the most advantageous, representing the best value to the Government. A FFP purchase order will be awarded. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications and delivery date requirement of this combined synopsis/solicitation.

For the purposes of this evaluation, technical acceptability is defined as:

(1) Meeting all technical requirements described in the SOW for all CLINS (i.e. the proposed equipment meets the specifications in SOW paragraph 3.1.4);

(2) A delivery schedule that:

a. Lists all of the required milestones: Kickoff Meeting, Installation Window, Government Final Inspection (GFI), Warranty and Inventory Report Delivery, and DD250;

b. Lists all of the milestones in sequence by the planned occurrence date;

c. Shows an installation during the Install Window (01 November 2020 – 15

February 2021);

d. Shows delivery of all by the CLINs by 28 February 2021;

e. Provides the delivery schedule in the required format of Microsoft Excel or

Microsoft Project;

(3) Vendor must be registered in beta.sam with the correct NAICS code, at time of proposal receipt of quotation;

(4) A signed representation from the offeror in accordance with provision FAR 52.204-24.

Note: The Government reserves the right to request additional information as it deems necessary. Such request shall be considered clarification. Also, all new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration. Responses shall include the following:

1. Solicitation number; name, address, and telephone number of the Offeror; Business type and Cage code.

Proprietary data in the responses will be protected where so designated.

2. Completion of CLIN Pricing Worksheet showing the Offeror’s price for each CLIN, and the total price of the quote (see Attachment 2).

3. A delivery schedule that identifies the following milestones: Kickoff Meeting, Installation Window, Government Final Inspection (GFI), Warranty and Inventory Report Delivery, and DD250. The milestones shall be linked and in sequence. The schedule may be provided in the Offeror’s preferred format (e.g.

Ganntt Chart, Integrated Master Schedule, etc.), but must be accessible in either Microsoft Excel or Microsoft Project.

4. The Offeror’s proposed IT Block Learning ECR equipment (includes all IT Block Learning ECR items and the components of the computer workstation) for each CLIN in a Microsoft Office Excel spreadsheet.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
