| N61340-20-R-0116 | ||||
| Question | Answer | |||
| 1 | Will the government accept a proposal based upon a facility which has yet to be built at the time of award? | Pursuant to the Section L, Part B of the RFP, A proposal must describe the offeror's ownership interest, lease interest, or otherwise unencumbered right to operate their turnkey facility for the duration of the contract including the Extended Option period in accordance with PWS paragraph 8.1. Furthermore, as indicated in the RFP, the offeror must be fully operational to meet the requirements of the PWS within 30 calendar days from the contract award. Therefore, if an offeror will not have a facility available for use within the time period described in the RFP and the PWS, their proposal's technical rating will be categorized as "unacceptable" thus making their proposal ineligible for award. Finally, as described in Section L, Part A of the RFP, a facility inspection is required prior to contract award. If an offeror is not able to provide the government access to the facility where performance will commence upon contract award (for example, if the facility is not yet built) and meet the requirements in the facilities inspection, then the PCO will make a non-responsibility determination, making the proposal ineligible for contract award. | ||
| 2 | Will the government allow the contractor to commence the contract with one facility and then transfer to another facility which has yet to be built or completed at the time of award? | A technically acceptable proposal describes how the offeror intends to meet the requirement to implement a mobilization plan and be fully operational to meet the requirements of the PWS 30 days from issuance of contract award and prior to commencement of training in accordance with PWS paragraph 4.3. Should an Offeror indicate, in its proposal, that: it cannot or will not meet any PWS or SPEC requirement; provide an approach that clearly is not capable of meeting any PWS or SPEC requirement; or, include data which prompts the Government to question the Offeror's ability to comply with any PWS or SPEC requirement, the Government, may determine, at its discretion, that the Offeror's proposal is non-compliant, and therefore, ineligible for award. If an offeror is not able to provide the government access to the facility where performance will commence upon contract award (for example, if the facility is not yet built) and meet the requirements in the facilities inspection, then the PCO will make a non-responsibility determination, making the proposal ineligible for contract award. | ||
| 3 | Is it a requirement that the contractor’s facility is complete and operational at the time of award? | ||
