(i) Scheduling: At least 60 calendar days prior to the beginning of each government fiscal year (October through September), the COR will provide the contractor an annual estimated quota requirement for the upcoming government fiscal year. As requirements change, the governmentwill update this annual estimated quota requirement. Only the COR and ACOR, designated in writing by the PCO, have the authority to request or amend quota requirements. Quota requirements necessitating revision will be formally communicated through unilateral modifications issued by the Contracting Officer.

At least 90 calendar days prior to the beginning of each fiscal year quarter, the Contractor shall provide class availability dates to the COR/ACOR and accept quota requests from them. Schedules shall be completed through the government scheduling COR/ACOR and contractor.

At least 45 calendar days prior to the fiscal year quarter, the Contractor shall send the projected schedule to the COR/ACOR who will then assign CTN numbers and send the completed schedule back to the contractor and the COR/ACOR for confirmation. After assignment of CTNs, all schedule changes must be in writing (email/telefax) and approved by the COR.

(ii) The purchase unit for all training courses will be per "class" for all courses at the vendor training facility. The purchase unit for each government site (mobile) maintenance course will be per “class.” Both contractor facility and mobile classes will not exceed a total of 20 students. The contractor will minimally be provided 60 calendar days notification for mobile class requirements.

(iii) Class periodicity shall be scheduled to allow for year-round availability that meets maximum throughput rates delineated in the PWS, paragraph (d) with allowances for surges in quarterly average (anticipate higher throughput during summer months). For course classes provided at the vendor training facility, the number of annual course offerings and maximum class size shall be denoted/provided to ensure year round availability and maximum student throughput training. 52.212-2 EVALUATION -- COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Refer to Addendum to FAR 52.212-2

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2

EVALUATION SECTIONS FOR AWARD:

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the lowest price technically acceptable proposal after evaluation, in accordance with the solicitation.

Offerors are advised that an “Unacceptable” Technical Rating will result in the entire proposal being found unacceptable and ineligible for award on initial proposals. Though the Government reserves the right to hold discussions, award may be based on the initial offers. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a technical and price standpoint. If a competitive range is established, the Government may limit the number of proposals to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government may reject any or all offers if such action is in the public interest; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers:

(b) TECHNICAL VOLUME (The capability of the item offered to meet the Government requirement):

For the Technical Volume, a Technical Rating will be assigned on an “acceptable” or “unacceptable” basis. The Technical Rating reflects the Offeror’s ability to meet the solicitation requirements using a technically “acceptable/unacceptable” evaluation approach.

(1) Section1: Training Facility, Applicable Equipment and Instructor Personnel

Government evaluators will use the requirement checklist below to determine whether an offeror is technically acceptable for Section 1.

Section 1 - Training Facility, Equipment and Instructor Personnel

Under this Section, the Government will evaluate the offeror’s course curriculum for content, course length, training approach and use of simulator and/or training devices to meet RFP requirements as described in PWS, para (b)(1) of this solicitation.

Government evaluators will use the requirement checklist below to determine whether an Offeror is technically acceptable for Section 2.

Section 2 - Course Curriculum and Performance Levels/Capabilities

Section 2-

Unacceptable

1. Offeror described its proposed course curriculum including lesson outlines, the use of actual or mock aircraft components for hands on training and trainer/simulator events that meet PWS requirements. (PWS Section (b)(1) and Instructions for Proposal, paragraph.
