About this file

This document summarizes the key details from an industry day meeting related to the Multi-Engine Training Aircraft (META) program. The Navy is seeking information on potential solutions to satisfy its advanced multi-engine training aircraft needs to perform missions in support of the Chief of Naval Air Training curriculums. The material solutions may include upgrades to existing systems, modifications to existing training aircraft, or new design systems. Responses to the META Request for Information should include information on aircraft, simulator, and sustainment capabilities, as well as cost and delivery data. The final responses are due by September 16, 2019 to assist with requirements generation, acquisition strategy development, and budget submissions. No incumbent contractor currently exists for this program. Aircraft procurement is planned to begin in fiscal year 2023 through a commercial acquisition.

o META Mission Profile

Cruise alt no less than 15,000 and not greater than cruise ceiling (300 ft./min. climb potential).

This segment captures a period of time in the holding pattern with 32 or more touch and go’s per flight with 2 student pilots and 1 instructor pilot. Vary the time on this leg to finish the mission with zero fuel.

Reserve fuel is 5% of initial useable fuel and fuel required for 20 min. loiter at sea level at max endurance plus all engines operating.

Open Forum Questions (displayed for review, not explicitly answered during the session) o What acquisition and execution strategy does your company recommend for META? If applicable, how has previous platform procurements and lifecycle sustainment experience influenced your recommendation?

o What are your company’s thoughts on the associated aircraft simulator strategy and expertise? In-house development as with the META platform or contracted out with a simulator centric company? Owned or leased by the navy?

o What is your company’s throughout capacity for similar META platforms? What about surge capacity reserve?

o What are your company’s thoughts on the associated training curriculum and training resources?

o What are your company’s thoughts on providing the Government access to technical data to allow a 100% Government organic depot capability? Also, your thoughts on Government technical reach back partnerships with the OEM.

o Regarding structural repair, at what point is it required for organizational level maintainers to request and obtain engineering support?

o What efforts/initiatives has your company demonstrated to not only build a robust trainer but also to reduce the life-cycle support cost of a 30+ year platform.

o Does your company have a single, standard cabin and avionics suite configuration? How difficult is it to change configuration to meet the Navy’s current configuration requirements

(if required)?

o Does your company produce an aircraft, based on the current configuration requirements that has the ability to shorten landing rollouts (e.g., reverse thrust/BETA)?

o Can your company offer alternate brakes and tires to suit the requirement for above average landings and touch-an-go landings?

Questions for Government

Q: Is there money already allocated in the POM?

A: Yes; FY 23-25

Q: Is the allocated money APPA funds?

A: Funding exists as RDT&E funds and then, if company X is selected, funds would be allocated as either modification or procurement funding. Color of monies is flexible based on procurement strategy.

Q: Is the current aircraft performance capability equal to what you are looking for or is the government wanting more performance?

A: Aircraft performance meets the performance of the future aircraft.

Q: Is the government opposed to upgrading existing fleet?

A: Government is not opposed to any proposed ideas.

Q: Is the anticipated award planned for Q1 FY23?

A: Yes.

Q: Is there a line for seed money in the funding?

A: No.

Q: Timeline for draft RFP?

A: Within a year (9-12 months) prior to an award.

A: Government would like to clarify that a dialogue will continue, as additional information is released by the Government for industry input as the aircraft and procurement requirements are finalized.

Q: Is there anything the Government is looking at for a COTS solution specific to engine, avionics, etc.?

A: The Government is looking for commercial solutions, not necessarily COTS.

A: The Government is looking at high-level requirements to better understand the trade space.

A: An acquisition strategy has not been selected at this time.

Q: Is the Government looking for a new build aircraft or a SLEP program?
