1. Scope. The Chief of Naval Air Training (CNATRA) requires contractor services to support the Naval Introductory Flight Evaluation (NIFE) program training for students from Naval Aviation Schools Command. The purpose of the NIFE program is to ensure that all pilot and Naval Flight Officer (NFO) candidates receive flight instruction per the CNATRAINST 1542.178 Series NIFE Student Syllabus. The Contractor shall provide certified flight instructors (CFIs), other support personnel, aircraft, facilities, training aids, supervision, publications, materials, maintenance, equipment, reports, and other services necessary to perform flight training and screening as defined in this Performance Work Statement (PWS). The contractor shall designate an airfield or airfields where aircraft will be based to support instruction as the Home Airfield(s). The contractor shall provide year-round flight training instruction at the home airfields near NAS Pensacola, FL as specified in this Performance Work Statement.
2. Applicable Documents. The contractor shall use and comply with all relevant publications, directive, supplements, and amendments. The contractor shall maintain up to date copies of the applicable documents. The contractor shall have the applicable documents available for inspection at home airfields by the government or by military officials on demand.

2.2 Operating Instructions. The following CNATRA publications will be available on the Internet at https://www.cnatra.navy.mil/ for Contractor review and use. The contractor shall comply with the directive listed as it applies to the scope of this RFP:

2.3 Manufacturer Publications. The contractor shall ensure that the aircraft owner maintains all manufacturers’ publications that pertain to the operation or maintenance of the NIFE aircraft and engines at the home airfields. The contractor shall make all manufacturers’ publications available for government inspection and reference. The contractor shall maintain all required publications at each home airfield along with a master list of the publications on hand. Publications include, but are not limited to:
1) Service Manuals
2) Parts Catalog
3) Engine Maintenance and Overhaul Manual
4) Service Letters (Airframe, Propeller, and Engine)
5) Service Bulletins (Airframe, Propeller, and Engine)
6) Airworthiness Directives (Airframe, Propeller, and Engine)
2.4 Installation Standards. UFC 2-000-05N, Facility Planning Criteria for Navy and Marine Corps Shore Installations.
2.5 Contractor-Student Relationships. Department of Defense Instruction 1304.33, Protecting Against Inappropriate Relations During Recruiting and Entry Level Training, dated January 28, 2015.
2.6 Contractor-Furnished Publications and Documents. The contractor shall provide the government Chief CFI an electronic copy of all contractor-developed publications and documents used to implement the program.
3.0 Performance Requirements. The contractor shall provide for all performance requirements. During the period of performance, the Government encourages the contractor to propose any innovations that may lead to increased efficiencies and/or performance.
3.1 Contractor Training Missions. The contractor shall provide support for the following required flying missions: (1) NIFE student training sorties, (2) Military Flight Instructor (MFI) training sorties (initial and recurrent), and (3) MFI check ride preparation sorties. The estimated total number of annual students is 1,660 each year.
3.2 Concept of Training Operations. All NIFE students undergo preliminary ground instruction provided by the Navy. After students complete the Navy’s preliminary ground instruction, the contractor shall annually train students in accordance with the CNATRA 1542.178 Series NIFE Student Syllabus as well as approximately 18 MFIs and IUTs in accordance with CNATRAINST 1542 Series NIFE Instructor Under Training (IUT) Syllabus. The contractor shall provide each student with the basic flight training required to meet the requirements set in the NIFE Student Syllabus. The contractor shall support MFI and IUT training that allows MFIs and IUTs to meet requirements to support the NIFE program. The contractor shall conduct NIFE training operations at Pensacola, FL year round. The contractor shall provide for daily sortie requirements by providing the requisite number of aircraft to launch students in multiple waves on each weekday with two students, and an instructor in each 4-seat aircraft. The contractor shall provide enough aircraft and spare aircraft to ensure that there is always the required amount of aircraft ready for each successive wave during the day at each of home airfields in Pensacola, FL. See paragraph 4.1.1 for typical daily requirements. The contractor shall employ enough home airfields to ensure that flight traffic and facilities support the student throughput. The contractor shall provide all associated training support, facilities support, and administrative support at each home airfield as required by this PWS. The contractor shall follow all applicable Navy regulations, Federal Aviation Administration (FAA) regulations, and other regulations to ensure safe and effective training. The contractor shall provide reports as required by this PWS.
3.2.1 Government Led Ground Instruction. A preliminary private pilot aviation ground school Airplane Single Engine Land (ASEL) course will be taught by government Advanced Ground Instructors (AGI) at Naval Aviation Schools Command (NASC)) as part of the NIFE program. The contractor will not be involved with this part of the NIFE curriculum.
3.2.2 Contractor Led Ground Training Events. The contractor shall support specified ground training events.
3.2.2.1 Contractor Led Ground Training Events. The contractor shall conduct ground training events in accordance with NIFE syllabus cards/grade sheets to include: (1) pre-flight aircraft inspections; (2) cockpit familiarization; (3) standard procedures; (4) emergency procedures; and (5) general discussion items in support of Part 61 and Part 91 knowledge requirements. The contractor shall provide sufficient aircraft to support the ground training events in the NIFE syllabus. These aircraft shall have all avionics installed (no missing components), but do not have to be in a flight worthy status. The avionics shall be fully functional to support the training. The contractor will also conduct ground training for perspective Military Flight Instructors earning their FAA Certified Flight Instructors - Airplane Single-Engine Land certificate (CFI-ASEL).
3.2.2.2. Contractor Led Student Training on Maintenance Documentation and Dispatch. The contractor shall provide NIFE student dispatch and pre-flight maintenance training as a part of contractor led ground training events by dispatching aircraft to students in a similar manner to the way the Navy operates. The contractor shall dispatch aircraft from a maintenance control desk. The contractor’s instructors shall provide an Aircraft Discrepancy Book (ADB) for each aircraft and review it with the students prior to preflight. The contractor shall familiarize students with standard Navy maintenance documents, forms, and procedures during pre-flight. All outstanding Maintenance Action Forms (MAF) must be in the ADB and must indicate that the aircraft is safe for flight. The contractor shall maintain ADBs by aircraft registration number and ensure the ADBs include all reported discrepancies, corrective actions, and/or outstanding discrepancies. The contractor shall retain ownership of these records. Students will log aircraft flight time according to Navy convention; that is, log flight time from application of takeoff power to five minutes after landing time. The Government Chief CFI will assist the Contractor Chief CFI in standardizing Navy maintenance documentation and dispatch procedures at the home airfields. The contractor shall determine which maintenance record entries shall be transferred, if required by CFR, to the appropriate logbook. The contractor shall make all maintenance records and logbooks available for government review upon request. The contractor shall provide a summary of their process for handling emergent discrepancies IAW 14CFR91.213.
3.2.3 Contractor Led Flight Instruction. The contractor shall provide the NIFE program flight instruction that consists of executing the CNATRA-approved flight syllabi. The contractor shall ensure that CFIs are FAA-certified flight instructors with at least ASEL ratings. The contractor shall ensure that CFIs maintain an appropriate current FAA Class III medical status. The contractor shall ensure that CFIs comply with NIFE standardization as established by the Government Chief CFI. The contractor CFIs shall conduct flight training in accordance with the NIFE syllabus, to include pre-flight briefings, in-flight instruction, post-flight debriefings, general discussion items, and documentation in student logbooks and training folders. Prior to leaving the airfield each day, contractor CFIs shall ensure paper and electronic grade sheets are complete and accurate for each student instructed that day.
3.2.4 Standardization. The Government Chief CFI will act as the NIFE Standardization Officer. The Government Chief CFI is responsible for working with CNATRA to establish standards for syllabus content, flight training procedures, operating procedures, and student performance expectations in order to meet NIFE objectives (including safety). The Government Chief CFI shall conduct a monthly standardization meeting with the Contractor Chief CFI to discuss and resolve safety and standardization issues. The contractor shall support additional standardization meetings as the Government Chief CFI requires. Contractor CFIs shall attend these meetings only if required by the Contractor Chief CFI. All Contractor CFIs shall attend the course standardization meeting (usually monthly). The Government Chief CFI may require additional standardization meetings as needed to ensure CFIs provide standardized training and safety procedures. Military Flight Instructors (MFIs) and Contractor CFIs shall pass written standardization tests prior to providing flight instruction as part of the NIFE Program. The Government Chief CFI will provide the written tests during mobilization.
3.2.5 Check Flight. The NIFE Syllabus contains a check flight to ensure quality of training and standards of performance are being maintained as the student progresses. Military Flight Instructors will normally conduct the check flight. Occasionally, the Contractor CFIs will conduct the check flight. The Government Chief CFI in coordination with the Contractor Chief Flight Instructor shall determine Contractor CFI Check Pilot standards and qualifications. The Government Chief CFI will approve any Contractor CFI to become a Check Pilot.
3.3 Training Locations. The contractor shall provide enough home airfields at Pensacola, FL to meet the student and MFI throughput requirements in this PWS. The contractor shall provide aircraft and operations at a minimum of two, but no more than four home airfields no further than 40 statute miles driving distance, as measured using Google Maps, from 181 Chambers Ave. at Naval Air Station Pensacola. Each home airfield shall have at least 2 practice airfields within 35 nautical miles that allow touch-and-go landings. The home airfields count as one of the practice fields if touch and goes are allowed at home airfield. Additionally, each home airfield shall have working areas within 25 nautical miles in which all the applicable air work and ground reference maneuvers can be safely and legally performed.
3.4 Personnel, Certified Flight Instructor, and Aircrew Requirements.
3.4.1 Personnel Requirements. The contractor shall provide all required personnel to meet all NIFE requirements. The contractor shall provide one (1) Contractor Chief Certified Flight Instructor for the government to use as a point of contact and shall provide sufficient Certified Flight Instructors to support the expected number and uninterrupted flow of students through the syllabus. The contractor shall ensure the contract instructors are trained and ready throughout the period of performance. The Government Chief CFI will coordinate with all government entities and the contract COR to support the Contractor Chief CFI with any Government efforts required. The Contractor Chief CFI will manage and control all contractor efforts supporting all students and MFIs on all airfields and support areas in the training area. The contractor shall provide required Flight Scheduler(s). The Navy will provide sufficient Military Flight Instructors, dependent on available manpower, at home airfields who will conduct the check flight and other military flight training tasks as described in this PWS. The contractor shall also provide one Lead Site Manager who will coordinate with Contractor Chief CFI, the flight scheduler, the COR, and the airfields to ensure that the contractor’s personnel, aircraft, and maintenance are ready for training. The contractor shall plan for and provide all other personnel required for operations.

Notes:
The contractor hires, directs, and controls all labor as the contractor requires. The Contractor shall identify a single Contractor Chief CFI and a single Lead Site Manager to act as single Points of Contact for the government CORs and for the Government Chief CFIs. The contractor can provide as many or as few managers and personnel as required to execute the PWS. For example, the contractor may require a Site Manager at each home airfield they use.
3.4.1.1 Contractor Employees Identification. The contractor shall maintain an up-to-date list of the names, titles, applicable certificate numbers, and phone numbers of all employees involved in the NIFE program.
3.4.1.2 Employee Conduct. The contractor shall comply with the government’s requirements to replace any contractor personnel who demonstrate improper aircraft maintenance practices, improper flying practices or techniques, improper personal appearance, or any other conduct that becomes detrimental to accomplishment of the mission as determined by the Government Chief CFI or the COR. The COR will provide written notification of such conditions to the contractor and the contractor shall remedy the situation immediately. The contractor shall not employ a person for work on this contract if such employee is identified to the contractor by the COR or by the Government Chief CFI as a potential threat to the health, safety, security, or general well-being of any personnel and/or the operational mission.
3.4.1.3 Language of Employees. Contractor employees shall be able to read, write, speak, and understand English fluently.
3.4.1.4 Employee Uniforms. The Contractor shall ensure that personnel present a neat appearance and are easily recognized as contractor employees. CFIs shall not wear sandals or other open-toed shoes. Contractor personnel clothing or uniforms shall display the employee's first and last name, and the contractor’s company name. The Contractor shall not allow pin-on nametags on the flight line. Personnel shall maintain all attire in a professional and serviceable condition. Contractor office personnel shall wear clothing that is professional in appearance and appropriate to their normal duties. Contractor personnel may not wear clothing which is offensive or which reflects poorly on the Navy or the United States.
3.4.1.5 Site Manager. The contractor shall provide one Lead Site Manager for airfields at Pensacola who shall be responsible for the performance of this contract. The contractor may provide as many additional site managers as he requires to ensure smooth operations at all home airfields. The contractor overall site manager shall be physically present at the home airfields during scheduled flying. The contractor shall provide the name(s) of the designated site manager(s) and alternate(s) to the Government Chief CFI and the COR. The site manager(s) or alternate(s) shall act for the contractor on all contract matters relating to daily operation of this contract. The site manager(s) or alternate(s) shall be on site at one of the home stations during normal hours of operation and shall be available within two hours to meet with Government personnel.
3.4.1.6 CFI and Student Relationships. CFIs shall maintain a positive, professional instructor-student relationship. The contractor shall ensure that no contract employees assume an inappropriate relationship with any student. Department of Defense Instruction 1304.33 specifies precluded conduct.
3.4.1.7 Smoke-Free Environment. The contractor shall provide an instructional environment free of tobacco smoke, to include e-cigarettes. The contractor may designate areas for smoking that are separated from the student classrooms and briefing areas. The smoking area shall be outside.
3.4.1.8 Employee Security Requirements. The contractor shall adhere to all airport security rules and regulations. Additionally, all employees will wear or carry (as required) proper identification, such as photo ID badges etc.
3.4.1.9 Contractor Operation of Vehicles. The contractor shall ensure all personnel required to drive on the flight line are trained in accordance with applicable airport procedures.
3.4.1.10 Employee Qualifications. The contractor shall ensure that all employees are qualified, trained, and certified to perform the requirements of this PWS. The contractor shall comply with certification and training required by all federal, state, and local laws, regulations and CFRs. The contractor shall document all training and certification and ensure that it is available for Government review at home airfields.
3.4.1.11 Employee Training Records. The contractor shall maintain individual training records for each contractor CFI employee and each MFI at Pensacola. The contractor shall make training records available to the Government Chief CFI or the COR at Pensacola upon request. Records shall contain all systems on which the individual is qualified or is to become qualified; the name of the individual that provided the training (Government or Contractor); the date training was conducted or completed; and for recurring training, the due date. Records shall also include: (1) Copy of FAA certificates, (2) FAA medical certificate, (3) letters of designation, (4) letters of appointment, and (5) National Agency Check with Local Agency Check and Credit Check (NACLC).
3.4.1.12 Contractor Management of Contractor Employees. The contractor shall manage all employees and report any actions that are of the nature of personal service, or give the perception of personal services, to the COR. The government shall not supervise, control, assign tasks to, or prepare work schedules for individual contractor employees.
3.4.2 Certified Flight Instructor Requirements.
3.4.2.1 Certified Flight Instructors (CFI). The contractor shall provide CFIs that have logged 100 hours of CFI flight instructing hours; 100 hours of previous experience as a flight instructor in the military; or a combination of the two (for example, 50 hours of CFI and 50 hours of military instruction). The contractor will provide documentation of the prospective instructor's experience for government review. The requirement for previous instructing experience can be modified or waived, on a case-by-case basis, by the NIFE Director. The contractor shall provide the CFIs with a “new hire” program that prepares them to conduct NIFE instruction and that includes a briefing by the Government Chief CFI before giving flight instruction to NIFE students. Contractor CFIs who flew with students under performance review (and supervisory personnel deemed necessary to complete the review) shall participate in the student elimination process and training review boards as required by the government.
3.4.2.2 National Agency Check with Local Agency Check and Credit Check (NACLC) Requirement. The contractor shall ensure that all contractor CFIs maintain a NACLC clearance within one year of beginning the contract. The contractor shall maintain each CFI’s NACLC on file for inspection as required by the government COR.
3.4.2.3 Military Flight Instructors (MFIs). The contractor shall support MFI training and operations. The MFIs will normally conduct the check flight (NIFE Syllabus C4390). All military flight instructors must have a current FAA single engine CFI certificate to fly with students. MFIs will complete the CNATRA Flight Instructor Training Course (FITC) prior to completing their Instructor Under Training (IUT) syllabus. The contractor shall allow military instructors, either dual or solo, to fly contractor aircraft in order to maintain CFI currency and to conduct annual standardization flights to share instructional techniques. Military instructors will provide all equipment they require except communications headsets. The contractor shall schedule and track FAA and CNATRA requirements for all flight instructors, including MFIs. The NIFE Operations Officer will assist with the tracking of all MFI requirements.
3.4.3 Aircrew Requirements. The Contractor shall assign only fully qualified aircrew and aircraft for a flight. The contractor shall ensure that the following items shall be on hand at the home airfield prior to flying: (1) Read and Initial Files that include standardization and safety meeting minutes; (2) Notices to Airmen (NOTAMs); (3) flight instructor currency; (4) medical certificate; and (5) TSA Security Awareness. The contractor shall also ensure all local requirements are completed.
3.4.3.1 Aircrew Requirements Information. The contractor shall maintain all required aircrew information and shall make it available at the crews’ home airfield in the Pensacola training location.
3.4.3.3 Crew Day and Crew Rest. The contractor shall ensure that contractor personnel flying on the NIFE flight schedule abide by Operational Crew Day and Operational Crew Rest rules and limitations delineated in the applicable NIFE documents listed in paragraph 2 of this PWS. Government personnel shall abide by the same rules and limitations.
3.5 Airfield Operating Procedures. The contractor shall comply with all applicable airfield operating procedures as specified by the airport management or by the FAA Chart Supplement at each airfield that the students use. The contractor shall develop procedures for any airfield that does not have specified operating procedures. The contractor shall submit airfield operating procedures to the Government Chief CFI for approval. Airfield operating procedures shall include the maximum number of airplanes that may operate in the pattern, including non-NIFE aircraft. The contractor shall review and update airfield procedures at least annually with additional updates that any changing situation requires.
3.5.1 Airfield Specifications. Runways used for NIFE student training must be a minimum of 50 feet wide and 3000 feet long, hard surface. The contractor shall request government approval of all runways before using them for student training.
3.6 Aircraft and Equipment. The contractor shall provide and maintain all aircraft and equipment required to execute this PWS. Provided aircraft shall be identical within the parameters specified below. Identical aircraft are required for two reasons. First, to eliminate student confusion or delays in training from having to learn multiple configurations for a short, time-compressed syllabus. Second, to maximize instructor proficiency in NIFE aircraft by allowing them to focus on one model of aircraft.
3.6.1 Aircraft. The Contractor shall provide the aircraft to support the Daily Flight Schedule for each day. The Contractor shall use identically configured, standardized types of aircraft to execute this contract. The contractor shall provide only one make and model of aircraft (i.e. C-172, PA-28). Aircraft shall be considered the same make and model if checklists, emergency procedures, performance data and the location and function of flight controls (for example, the flap selector) are the same. For example, C-172M and C-172N would not meet this requirement as they have different checklists and performance data. Some allowance will be made for different instrument configurations. For example, it will be acceptable for some aircraft to be analog only and some to have glass panel upgrades in addition to analog gauges. Aircraft with glass panels should also be equipped with analog gauges for student exposure. If there is any question as to whether an aircraft is the same make and model, the contractor should seek clarification from the government.
3.6.1.1 Minimum NIFE Aircraft Specifications. Aircraft shall meet all of the minimum requirements listed below:
3.6.1.2 FAA Certificated for Normal Category or Higher. Airplane category and class shall be airplane, single engine land with a four (4) person minimum capacity including pilots and passengers (for example Cessna 172 or equivalent). All aircraft shall have an airspeed indicator whose primary display (outside ring) shows airspeed in units of knots. All aircraft shall have position-selectable flaps (e.g. 10 degree, 15 degree, 30 degree and not up, off, down) only. Any new aircraft not previously certified must be certified prior to proposal submission.
3.6.1.3 Hobbs Meter. All aircraft must have an installed and functioning Hobbs meter that operates based on oil pressure to be considered available for scheduling.
3.6.1.4 Tri-cycle gear.
3.6.1.5 Crosswind: 15 Knots.
3.6.1.6 Aircraft Weight & Balance: For Center of Gravity (CG) and maximum takeoff weight considerations: As light as one occupant weighing 113 pounds, as heavy as 250 pounds, or three 190lbs occupants (570 lbs. total occupant weight) with the fuel on board required to meet para. 3.6.1.7.
3.6.1.7 Flight Duration: Aircraft must be able to fly a 2.6-hour training sortie and land back at the home airfield with 60 minutes of fuel reserve.
3.6.1.8 Performance: the aircraft performance shall be sufficient to allow for safe operations at the home airfields and all planned outlying practice airfields with three 190 lbs. occupants (570 lbs. total occupant weight).
3.6.1.9 Engine: Minimum horsepower is 160.
3.6.1.10 Aircrew size: Shall accommodate students with sitting heights of 32 inches to 41 inches.
3.6.1.11 Avionics: Two installed and functional communication radios, Mode C reporting transponder or comply with FAA ADS-B out requirements, audio panel and integral four- place intercom.
3.6.1.12 Aircraft flight controls: All aircraft shall have dual flight controls and brakes at both pilot positions. All flight and fuel controls, and circuit breakers must be accessible from both seats, with seat belts/shoulder harnesses fastened.
3.6.1.13 Ground Operations: Students must be able to perform aircraft walk-around in a timely manner, with required pre-flight items easily and safely inspected.
3.6.2 Equipment. The contractor shall furnish all equipment required to perform this contract unless specifically stated as government furnished equipment.
3.6.2.1 Office Equipment. The contractor shall provide all general administrative equipment and supplies required for NIFE operations.
3.6.2.2 Radio Communication Equipment. The contractor shall supply radios capable of transmitting and receiving on appropriate Federal Communications Commission (FCC) assigned frequencies. The contractor shall ensure that a radio capable of communicating with airborne aircraft is available for use at each home airfield during flight operations.
3.6.2.3 Equipment Maintenance. The contractor shall provide all maintenance for the care and upkeep of all contractor-furnished equipment.
3.7 Changes to the NIFE Program or Syllabus. The contractor should submit syllabus or program change recommendations to the Government Chief CFI with a copy to the COR. The Government Chief CFI will review and submit recommendations to the Naval Aviation Schools Command (NASC) for further review and submission to the CNATRA NASC Pipeline Training Officer (PTO) for consideration for a formal Training Change Request (TCR). The Government Chief CFIs will provide any syllabus or program revisions or updates through the CORs to the contractor. The syllabus complies with applicable Combined Federal Regulations, and is designed to provide approximately 9.1 flight hours per student. The Government Chief CFI and the COR will coordinate with the contractor to implement changes due to a program or syllabus change and to develop the time period the contractor requires to make any changes.
3.8 Mobilization and Transition.
3.8.1 Mobilization.
3.8.1.1 Responsibilities. The contractor shall use the mobilization period to hire and train all contractor personnel and to prepare all facilities, equipment, and supplies for NIFE performance to begin on the Service Start Date (SSD). The contractor shall assume full performance responsibility on the SSD that is 60 days after award. The COR and the Government Chief CFI will provide government- furnished information or government-furnished equipment as required. The Mobilization Contractor Performance Report required is in paragraph 8 below.
3.8.1.2 Meetings. The contractor shall organize and conduct on-site mobilization meetings or teleconferences at a Pensacola home airfield with the COR, the Government Chief CFI, and other Navy personnel as the COR requires one week after the contract award date to discuss the contractor’s mobilization plan and responsibilities. The COR and the contractor shall coordinate additional meetings and teleconferences as needed to facilitate mobilization. NAWCTSD will assist as requested by the COR.
3.8.1.3 Contractor Personnel, Facilities, and Equipment Suitability. The contractor shall screen all CFIs to ensure that they are qualified and suitable as training instructors in accordance with CFR and instructions in this PWS. The government will inspect the contractor’s records, facilities, aircraft, and equipment prior to beginning any training to ensure that the contractor can meet all safety and performance requirements in this PWS.
3.8.1.4 Mobilization Complete. Mobilization is complete and the Service Start Date (SSD) is reached when the COR and the Government Chief CFI agree that contractor can meet all training and safety requirements of this PWS. The contractor shall begin no training until the instructors are certified and safety plans are in place. The SSD shall be no later than 60 days after award.
3.8.2 Transition. The contractor shall support transition of work to a new contractor as required by the government at the end of the contract period of performance. The contractor shall provide access for the follow-on contractor to view procedures, records, and training events as requested. The new contractor shall not interfere with ongoing training. The contractor shall preserve and hand-off all NIFE data and information required to continue the NIFE program with no interruption to safety or training if contractors change.
4.0 Flight Scheduling.
4.1 Scheduling Requirements Overview. The Government Chief CFI will provide a monthly training plan on or before the 25th of the current month for the next month that will reflect holidays, periods of stand-down and changes in normal operating hours. The contractor shall provide flight training services at home airfields Monday through Friday, sunrise to sunset, at Pensacola FL. Daily flight operations shall annually provide flight training for approximately 1,660 students. Contractor flight operations scheduling shall also provide NIFE training annually for the contractor’s CFIs and for approximately eighteen (18) MFIs.
4.1.1 Pensacola Typical Flight Schedule Waves and Turnaround Times. The contractor shall launch student training as much as possible in waves. A typical wave could consist of 10 aircraft scheduled for 2.6 hours and will include training for two students per aircraft in the wave. Aircraft amounts per wave are subject to production requirements and may vary. Each aircraft shall carry two students if possible so that they can conduct “out and back” flights, with one student receiving dual instruction for one hour on the “out” leg and the other student receiving dual instruction for one hour on the “back” leg after an engine shut-down and crew swap at a nearby airfield. The 2.6 hours provide a nominal turnaround time of 30 minutes after landing time before the aircraft is used in a subsequent wave. The contractor may schedule turnaround times of less than 30 minutes as required. The Government Chief CFI or designated representative will notify the contractor of reduced turnaround times at least the day prior. The brief, takeoff, and land times for each wave will normally be the same for all locations. The contractor shall schedule no more than 80 total sorties per day for all home airfields without Government Chief CFI approval.
4.1.2 Daily Operations Scheduling. The contractor shall perform daily scheduling of NIFE aircraft, military instructors, civilian instructors, and students via a published daily flight schedule (written each workday for the next day’s schedule). The contractor shall inform the Government Chief CFI of the required number of military flight instructors for the following week by 1000 each Thursday to ensure the Government Chief CFI can appropriately schedule military flight instructors. The contractor shall incorporate input from each home airfield and from the Government Chief CFI or his representative regarding military flight instructors and submit a flight schedule to the Government Chief CFI his representative by 1500 each day for approval. The contractor shall publish the approved daily flight schedule on a website accessible by students, Military Flight Instructors (MFI), Instructors Under Training (IUTs), and government NIFE personnel, normally by 1600 each day. In addition to the website, the contractor shall distribute the flight schedule via email. Briefs should normally not start earlier than 0600 and not earlier than 0700 for flights involving military flight instructors. The contractor shall provide a sufficient cadre of fully qualified Certified Flight Instructors (CFIs) sufficient to meet this flight schedule model. The government reserves the right to cancel or reschedule the Daily Flight Schedule or any portion thereof at any time.
4.2 Weekend and Holiday Flight Operations. The government may request reduced flying schedules in late December and early January.
4.2.1 Weekend Operations. The contractor shall request weekend training at least 36 hours in advance and shall provide draft schedules on Thursday for Government Chief CFI review. The contractor shall publish any weekend schedule as well as Monday schedules on the preceding Friday. Weekend flight operations will be at the discretion of the Government Chief CFI. All scheduling will be in accordance with CNATRAINST 1500.4 series and all applicable NIFE curriculums.
4.2.2 Holiday Flight Operations. Students will not normally fly on Federal Holidays. The Contractor shall coordinate with the Government a minimum of three working days in advance to fly on a Holiday.
5.0 Other Support. The contractor shall provide all facilities and support for those facilities to support NIFE training at all locations. Other support at each home airfield shall include access to on-line weather forecasts, potable water, adequate restroom facilities, and indoor spaces sufficient to support flight activities. Supported flight activities include: briefing, debriefing, waiting, flight following, and flight planning.
5.1 Government Facility Standards. The contractor shall meet standards for the facilities defined in UFC 2-000-05N, Facility Planning Criteria for Navy and Marine Corps Shore Installations. See paragraph 2 of this PWS.
5.2 General Facility Requirements. The contractor shall provide and maintain all facilities required to execute the NIFE program. The contractor shall support unannounced facility visits by visitors and by distinguished visitors.
5.2.1 Facilities Control. The Contractor shall ensure that facilities within the Contractor’s control are clean, sanitary, and free of rodents and insects.
5.2.2 Hazardous Items. The Contractor shall ensure that walkways, sidewalks, stairs, and stairwells are free of debris and other hazardous items.
5.2.3 Janitorial Services. The Contractor shall ensure janitorial services are available for all offices, training facilities, and maintenance facilities.
5.2.4 Trash and Waste Materials. The Contractor shall ensure all trash and waste materials are disposed of.
5.2.5 Telephones. The contractor shall provide sufficient phone lines at each location to accommodate concurrent events needing to contact Flight Service Station (FSS) to obtain weather briefs/file flight plans. The contractor shall designate one telephone, with speakerphone capability, for government use at each home airfield. The contractor shall provide local and U.S. nationwide long distance calling capability to the government personnel (available on all telephones and fax machines).
5.2.6 Computers / Automated Data Processing Equipment. The Contractor shall provide all necessary electronic computer hardware or equipment to produce, update, and maintain the reports, documents, or data files specified in the PWS. To facilitate data exchange compatibility with other Navy units, computers provided to government personnel must operate using a Microsoft Windows operating system. The contractor shall provide computers for use by the contractor workforce and for use by the government workforce as required by this PWS.
5.2.7 Internet Connectivity. The contractor shall provide the following items for each facility used at each home airfield: (1) reliable high-speed Internet connectivity in Operations spaces at all home airfields; (2) sufficient Wi-Fi Internet Connectivity that has sufficient bandwidth to support daily planning, scheduling, tracking, and a color printer/copier/fax machine with scanning capability; and (3) sufficient number of computers to accommodate concurrent events needing on-line aviation weather forecast capability to obtain weather briefs and for pre-flight planning/filing at each home airfield.
5.3 Specific Facility Requirements. Pensacola indoor facilities shall be climate-controlled. Each home airfield’s facilities and services shall be able to support up to 20 personnel for briefing or debriefing at one time.
5.3.1 Personnel Overlap Between Flight Events. The contractor shall provide facilities for seated waiting areas and for restrooms such that all the spaces together can support up to 60 people comfortably across all home airfields during peak flight operations.
5.3.2 Staff Support. The contractor shall provide indoor, climate-controlled office space to support staff operations at each home airfield, to include space for Government Chief CFI office. This may be a shared space as long as use of the space for administrative work does not negatively impact flight operations.
5.3.3 Split Facilities at Multiple Airfields. If using multiple home airfields, the contractor shall appropriately split facilities requirements based on where aircraft are home-based. For instance, if the contractor bases approximately 70% of aircraft at a specific airport, then facilities shall be sufficient for up to 70% of personnel briefing/debriefing. However, the contractor shall support one government staff member at each home airfield in accordance with paragraph 5.3.2 above, regardless of distribution of aircraft.
6.0 Maintenance and Supplies. The contractor shall provide all maintenance and supplies for facilities, aircraft, and equipment to support NIFE training at all locations in accordance with CFR, FAA, and other appropriate regulations. Aircraft or equipment items down for repairs or maintenance shall not impact daily flight operations. The contractor shall ensure that enough spare aircraft are always available to support ongoing operations at the tempo required by this PWS.
6.1 Aircraft Maintenance and Inspection Policies. The contractor shall follow all aircraft manufacturer’s recommended maintenance procedures, time change, and overhaul requirements. This includes all manufacturer-required or vendor-required maintenance in accordance with airframe, engine, and propeller maintenance manuals, and all maintenance required by applicable CFR. Although the contractor remains responsible for all maintenance, the contractor shall allow government personnel access for review of all maintenance and safety records at each home airfield upon request.
6.2 Maintenance Documentation. The contractor shall be solely responsible for maintaining all maintenance records. Although the students will record maintenance deficiencies in each aircraft’s ADB, as part of their training, the contractor shall determine which maintenance record entries shall be transferred to the appropriate logbook as required by CFR. The contractor shall make all maintenance records and logbooks available for government review upon request. The contractor shall provide a summary of their process for handling emergent discrepancies IAW 14CFR91.213.
6.3 Headset Maintenance. The contractor shall supply sufficient active noise cancelling headsets for every occupant during every event for all NIFE aircraft and shall provide spare sets distributed across all locations. The contractor shall maintain and repair this supply of headsets.
6.4 National Environmental Policy Act. The contractor shall comply with the National Environmental Policy Act, and all federal, state and local laws and regulations regarding environmental concerns.
