Does an out-and-back with two students, an engine shutdown, and a crew swap constitute two sorties?

Yes, a sortie consists of the equivalent of 1
Student training event/Instructor training event. The expectation of basic daily operations should be for 1 instructor to brief
2 students then have the first student fly with the instructor on the way to another airfield (conducting that students flight event/sortie) with the other student sitting in the back seat. After they land at that field, they will conduct a turnaround briefing and swap the students seats. From there the instructor will conduct the event/sortie for the second student on the way back to the home airfield. One out and back mission with 2 sorties being conducted.

No. PWS paragraph 3.1 concerns training the contractor provides for Government personnel. The contractor's training of its own personnel is the contractor's responsibility and is not directly charageable to the Government. Paragraph
3.1 is revised to remove the reference to contractor flight instructor employee training sorties (initial and recurrent).

Para 3.2.2.2 defines pilot Logged flight time as from ‘Application of Take-off power to Landing
+ 5 Minutes’. The syllabus is set at 9.1 logged hours/student pilot. This will require likely .2 hours of taxi and run-up time per flight, longer if at a towered airport. Will all invoicing be via the Hobbs meter as discussed in 3.6.1.3?

THAN 80 Sorties/day/home airfield but does not define sortie. Does this mean 40 flight missions, with 80 students?

Yes. Based on the information from question #3 and an expected basic flow of out and back flight mission profiles, you would expect 40 flight missions that would encompass 80 student event/sorties.
There would also be times that flight missions will only be departing and arriving from the home airfield with only 1 student hence only 1 event/sortie for that flight mission. PWS Paragraph 3.2 is revised in the amended RFP to include a definition of

The majority of the hourly cost to operate the aircraft is fuel and represents a significant risk to the contractor under a 5-year fixed price contract. In the absence of an Economic Price
Adjustment clause, which clause in the solicitation and subsequently the contract, provides a mechanism for the contractor to overcome unrealistic risks that are predictable as to the escalation costs of fuel? A fuel price mechanism that adjustments for a reduction of fuel cost would benefit the Government as well.
Would the Government entertain adding an appropriate clause as provided in FAR 16.203-
4 allowing for significant changes in fuel costs over the 5-year term of the contract?

The total anticipated budget the
Govenrment provided in Section L of the
RFP includes the Government's expectation for escalation during the period of performance. This solicitation contemplates a Firm Fixed Price contract, not a Fixed Price Contract with Economic
Price Adjustment. The offerors must determine how to propose their fixed prices, including whatever risk they foresee in changes their own costs during the term of the contract.

Contractor CFI and will be accomplished with the INFO sitting in the back observing/evaluating the student. The contractor CFI will provide key information to the INFO regarding student overall performance for final checkride grading.
The point of this is to pressurize the student with military oversight and provide a military evaluation. This scenario will be needed if
MFIs are limited and not available to meet specified Checkride requirements. Change to syllabus will be made after award. No additional costs are expected.
