About this file

This is a Sole Source Justification document for a federal contract acquisition by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida (Contracts Department Code 02). The acquisition concerns a firm fixed price purchase order on a sole source basis to High Purity Northwest Incorporated for oil purification systems for the Landing Craft, Air Cushion 100 (LCAC100) class hovercraft.

The Government is acquiring two Thermo-Vac Vacuum Dehydrator & Filtration Systems (part number TVG1-5-480V-SS518/ISO-16KW-CP-SS-USN) and two Laser Particle Counters with ISO Codes & Water Content Displays (part number ICM 2.0). The total acquisition value exceeds micropurchase levels but does not exceed the simplified acquisition threshold of $350,000.00. High Purity Northwest is identified as the sole qualified vendor capable of providing the highly specialized oil purification and analysis equipment meeting the Government's minimum technical requirements for the LCAC100 class craft. The justification emphasizes that the Thermo-Vac Series purifiers with integrated ICM 2.0 Laser Particle Counter are the only commercial-off-the-shelf solution offering simultaneous fluid purification with real-time particulate and water content analysis, a proprietary vacuum dehydration process essential for the craft's synthetic lubricants, and operational performance features preventing thermal degradation. The document notes that procuring alternative systems would require an estimated $400,000 in additional engineering costs and 18 months of development time, with consequential delays to LCAC100 fleet fielding. No additional market research was conducted due to the impracticability of vendor substitution. Prior to contract award, the Contracting Officer will determine that the order represents best value and lowest overall cost alternative to meet Government needs.

Text version

High Purity Northwest Incorporated is the sole manufacturer and distributor of the Thermo-Vac Series purifiers and the integrated ICM 2.0 Laser Particle Counter. This system is uniquely qualified as it is the only commercial-off-the-shelf (COTS) solution that meets the Government’s essential technical specifications:

• Integrated Purification & Analysis: The system’s ability to simultaneously purify oil and provide real-time particulate and water content data is a unique, mission-critical feature. This allows maintenance crews to immediately verify that fluid cleanliness meets LCAC100 class operational standards, a capability not found in separate, non-integrated systems.

• Proprietary Dehydration Process: The Thermo-Vac Series employs a proprietary vacuum dehydration process essential for removing free, emulsified, and dissolved water from the specific synthetic lubricants used in the LCAC100 class craft gas turbine engines.

• Performance Under Demanding Operational Bounds: Features such as a rotary claw, 50–torr vacuum pump configuration, a consistent process flow rate of 5 GPM, and an adjustable vacuum chamber level allow the system to operate effectively without causing thermal degradation to high-viscosity lubricants.

In summary, procuring an alternative system would require extensive and costly engineering to attempt to integrate disparate systems, introduce technical incompatibility with existing maintenance procedures, and result in unacceptable mission delays for this first-of-class craft. It is estimated that these additional costs would exceed $400,000 and would take 18 months to complete. It is not expected that these costs would be reduced due to competition. Also, the additional time would extremely detrimental to the fielding of LCAC 100 systems in the fleet which would greatly weaken U.S. Navy operating capability. Therefore, it is imperative that this items are acquired from high Purity Northwest Incorporated as soon as possible.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.102(a).

Prior to contract award, the Contracting Officer will determine that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized on . No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above to substitute any other vendor.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, High Purity Northwest Inc. is the only qualified vendor with the resources and capability to deliver LCAC100 class Oil Purification Systems.
