About this file

This is a Questions and Answers document for federal contract solicitation N61331-26-Q-KS49 addressing clarifications on helium delivery requirements and specifications.

The document clarifies key delivery and product specifications for a helium supply contract requiring 75,000 SCF total. Multiple deliveries are permitted with no more than two preferred. The contractor-supplied tube trailer must remain onsite during helium transfer into storage flasks and potentially for up to six months during gas drawdown, though this is unlikely; trailer rental costs should not be included in pricing. Standard trailer fittings are acceptable with no minimum specifications required beyond DOT regulatory maximums. The helium must meet MIL-PRF-27407D Grade B specifications, with MIL-PRF-27407E (Revision E) now preferred as an acceptable alternative to Revision D. A Certificate of Analysis must accompany each delivery to verify the gas meets or exceeds MIL-PRF standards. Deliveries are restricted to Monday-Friday, 0900-1430 local time, with trucks required to obtain base access before 1430 hours per clause G-242-H002. No anticipated award date has been provided.

Questions and Answers N61331-26-Q-KS49

Question:

1. Does the 750 CCF requirement represent one contractor-owned tube trailer containing the full 75,000 SCF, or may the quantity be delivered using multiple trailers/deliveries?

2. Is the contractor-owned tube trailer expected to remain onsite while the helium is consumed? If so, is there an estimated retention period, and should trailer rental/demurrage be included in the quoted price?

3. Is a CGA-580 connection required, and is there a minimum trailer capacity, working pressure, or other trailer configuration requirement?

4. The SOW specifies MIL-PRF-27407D, Grade B. MIL-PRF-27407E superseded Revision D in 2024.

Should offerors quote strictly to Revision D as written, or is the current Revision E acceptable/preferred?

5. Is a Certificate of Analysis or Certificate of Conformance required with the helium delivery?

6. The clauses state deliveries are Monday-Friday, 0900-1430 local time, with trucks required to gain base access before 1430. Please confirm those are the applicable receiving hours for this requirement.

7. Is there an anticipated award date?

Answer:

1.The trailer may be delivered using multiple deliveries; no more than two is preferred.

2. The trailer must remain onsite for the helium to be transferred into storage flasks; however, the trailer may need to stay onsite for the gas to be drawn down. This could be for up to a maximum six months. But will probably not occur. Trailer rental should not be included.

3. The trailers come standard with appropriate fittings. We do not need to specify minimum trailer requirements or connections. The company is held to maximum trailer requirements by DOT rules which we do not need to invoke.

4. Rev D or Rev E are acceptable. Rev E is preferred.

5. Yes, a certificate of Analysis shall be delivered to ensure the gas meets or exceeds the MIL-PRF standards.

6. The information stated in G-242-H002 of the clause document attached to the solicitation is correct.

7. No.
