About this file
This is a Brand Name Justification memorandum issued by the Naval Surface Warfare Center Panama City Division (NSWC-PCD), Code 024, located at 110 Vernon Ave., Panama City, FL 32407. The document justifies a firm fixed price contract award to authorized sellers of Technologies for Tomorrow rackmount systems for a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold of $350,000.00.
The Government requires thirteen (13) TFT Compass CSB Xeon 6 3U Rackmount Systems (Part Number: TFT3U-1P1S1G0D-10780) with comprehensive specifications including Intel Xeon 6745P processors, GigaComputing MS04-CE0 Xeon 6 motherboards, 256GB DDR5 system RAM, dual hot-swap SATA enclosures, Broadcom HBA 9600-24i storage adapters, NVIDIA Quadro RTX4000 Ada graphics cards, networking adapters (10G SFP and 10GBase-T), vibration/shock remediation, testing and configuration services, and a 3-year parts/3-year labor depot warranty with advanced parts replacement. The Contracting Officer determined this order represents best value and the lowest overall cost alternative to meet Government needs. The justification asserts that Technologies for Tomorrow is the only brand capable of meeting requirements, as these items are currently in fleet use and alternate brands would result in mission failure and unacceptable delays. The requirement will be synopsized on sam.gov as the estimated value exceeds $25,000.00. No market research was conducted among schedule holders due to the single-source determination, and no actions are planned to remove barriers to competition for subsequent acquisitions.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document. These items are currently in use in the fleet. If another brand were to be selected, the system may not perform as required, resulting in mission failure.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the Technologies for Tommorow brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Technologies for Tommorow is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated to be greater than $25,000.00.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Technologies for Tommorow is the only brand that can meet this requirement.
