About this file
This document is a Brand Name Justification for procuring Teledyne Benthos Low Cost Shallow Water Top Side Deck units. The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division is seeking to acquire 3 units (Part Number RLSIT-LH1-NFC) with a 10-meter transducer cable, capable of releasing all R series units within a 2KM range. The justification emphasizes that only Teledyne Benthos hardware meets the government's requirements due to its unique compatibility with existing systems and compliance with stringent military environmental standards, including MIL-STD-810E, MIL-S-901D, MIL-STD-167, and MIL-STD-461E.
The procurement is part of the Mine Countermeasure Targets Group's efforts to address electronics obsolescence and add testing capabilities. The Contracting Officer has determined that the order represents the best value, considering price, special features, and administrative costs. The acquisition will be conducted using simplified acquisition procedures, with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. The requirement will be synopsized on sam.gov, and the document asserts that Teledyne Benthos is the only brand that can meet the government's specific needs.
