About this file

This document is a Brand Name or Equal Justification Memorandum from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire a Kubota RTV-X1140R utility vehicle. The procurement will be a firm fixed price purchase order for one camouflage utility tractor with heavy-duty tires, including additional accessories such as a plastic canopy, orange aftermarket poly carb vented windshield, and a two-year orange protection program. The vehicle will be used to transport larger and heavier equipment to remote areas in support of multiple missions, with funding coming from fiscal year 2025 Other Procurement Marine Corps (PMC) funding.

The Kubota RTV-X1140R specifications include a 24.8 HP 3-cylinder liquid-cooled diesel engine, true 4WD with selectable rear differential lock, hydrostatic power steering, top speed of 25 mph, 10.8 inches of ground clearance, and a K-vertible cargo system that transforms from a high-volume cargo bed to a 4-seat configuration in under a minute. The contracting officer has determined this order represents the best value and lowest overall cost alternative. Potential vendors must meet specific requirements when offering "equal" products, including meeting salient characteristics, providing detailed identification, including descriptive literature, and clearly describing any planned modifications.
