About this file

This document is a Limited Source Justification memorandum from the Naval Sea Systems Command Naval Surface Warfare Center Panama City Division (NSWC PCD) for a sole source procurement of a Wallace Crane brand Navy Hoist. The acquisition is to support the Landing Craft Air Cushion (LCAC) program, requiring a crane compliant with NAVCRANECENINST 11450.2 to prevent bodily injury. The specific procurement includes one Navy Hoist (Part Number ECT8012) and one lot of material delivery, with a total dollar value not exceeding the simplified acquisition threshold of $250,000.

The justification emphasizes that Wallace Cranes is the only qualified brand to supply Navy-compliant equipment, citing unique features such as a mechanical load brake, 60-minute motors, NDT hook testing, keyed bypass switch, LED indicators, and specific safety and operational characteristics. The Contracting Officer determined the order represents the best value, considering factors like price, recurring costs, and administrative expenses. The equipment is expected to be delivered 3-4 weeks after order award, and no additional market research was conducted due to the procurement's low dollar value.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price order, on a brand name basis, to acquire Wallace Crane brand hoist to support the LCAC program. The LCAC program requires a crane compliant with NAVCRANECENINST 11450.2 to support program needs and prevent bodily injury.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

This requirement is to purchase the following:

Part Number Description Qty

ECT8012 Navy Hoist 1

N/A Material Delivery 1 Lot

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold of $250,000.00. All equipment will be delivered no later than 3-4 weeks after award of the order.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302- 1(a)(2)(iii)(C).

Pursuant to FAR 6.302-1, Wallace Cranes is the only brand of hoist that will meet the Government’s needs for the following reasons. The NAVFAC Crane Group provides responsibility for the direction and oversight of all matters pertaining to the Navy's weight handling program at Navy shore activities to the Commander, Naval Facilities Engineering Command. Included among these responsibilities are development and maintenance of policy regarding design criteria and acquisition of weight handling equipment (WHE). Per the NAVFAC Crane Group, Wallace Cranes is the only qualified brand to supply NAVY COMPLIANT equipment of this type. The hoist, manufactured by Wallace Cranes, is the only compliance hoist because of its mechanical load brake, 60-minute motors, NDT hook testing, Hour Meter, Keyed bypass switch for overload and brake testing. LED lights on control enclosure signifying power available, blue lights for energized state, Amber light to indicate motions. Hooks with tram marks etc.

4. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring costs, special features, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

5. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement is less than $25,000 and does not require synopsis on the Contract Opportunities website at sam.gov. No additional market research was conducted for the reasons stated in paragraph 4 above.

6. Any other facts supporting the justification.

None.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Wallace Cranes are the only brand of cranes that can meet the requirement.
