About this file
This is a solicitation (Request for Proposal) for a small business set-aside contract to repair a test tank/pool at Naval Surface Warfare Center Panama City Division (NSWC PCD). The project involves repairing a 12-foot deep, 10-foot diameter in-ground pool (Building 528) by lining its deteriorating inner surface with a carbon/epoxy skin to maximize durability, minimize maintenance, and withstand temperature variations. The pool is located at Naval Support Activity Panama City Beach, Florida, and has a concrete deck surrounding its top three feet.
The solicitation (N6133125R0028) is a firm fixed-price contract with key requirements including: performing the work within 5 calendar days of award, completing within 90 calendar days, submitting a Bill of Materials and product literature, and complying with safety, environmental, and base access regulations. The contract is specifically set aside for small businesses under NAICS code 238990, with a size standard of $45 million. Proposals are due by 4:00 PM on 21 May 2025, with a tentative start date of 30 June 2025. Text version
NSWC-PCD has a requirement for services to repair a covered, 12’ deep, approximately 10’ diameter, in-ground pool (Building 528). The inner surface of the pool is deteriorating and flaking off, rendering the pool unsuitable for Navy purposes. To maximize the life of the pool repairs and minimize future maintenance, the existing pool structure shall be lined w ith a carbon/epoxy skin/structure. This surface w ill allow the Navy to retain the pool size, minimize maintenance, and it w ill tolerate the heating and cooling that the pool is subjected to. The top three feet, approximate, of the pool is raised and surrounded by an exterior concrete deck.
This is a 100% small business set-aside
